OVERVIEW OF THE ORGANIZATION
Economic and Social Rights Centre (Hakijamii) is a National Human Rights Organization that works with marginalized groups to support them in advocating for the realization of their economic, social and cultural rights. Its overriding mission is the strengthening of the capacity of people’s organizations to effectively and directly participate in governmental decision-making on the realization of economic and social rights as well as in holding duty bearers accountable for the realization of these rights through legal, political and social accountability mechanisms. Hakijamii also champions substantive human development through people-led bottom-up developmental policy making, planning, budgeting and developmental implementation that meets the urgent needs of vulnerable and marginalized communities to enhance human dignity and ensure shared developmental prosperity for all sections of society.
Hakijamii has established itself as a key player internationally, regionally, nationally and locally on advocating for economic and social rights, with its focus areas being land and housing, education, health, water and sanitation for socio-economic transformation. The organization has strategic partners through the country and is currently active in Nairobi, Kisumu, Kwale, Garissa, Kakamega, Mombasa and Isiolo counties.
Hakijamii has been expanding its work on health to address the new emerging opportunities and challenges presented on the realization of right to sexual reproductive health in Kenya. Hakijamii now seeks to recruit Program Officer – Sexual Reproductive Health Right (SRHR) to advance it work.
JOB PURPOSE
This position’s holder will work in collaboration with the Executive Director, the Health Programme Manager and the M&E Manager to develop and implement programmes on enhanced access to sexual and reproductive health information, goods and services as well as advocacy for sexual and reproductive health rights. The holder will also be responsible for evidence-based research and advocacy for the review of existing legal and policy frameworks at the county, national and regional level. Through identification of the gaps and challenges in the implementation of these legal and policy frameworks, S/he will be expected to provide evidence-based recommendations towards their effective implementation for the realizations of comprehensive sexual reproductive health rights in Kenya. The holder of the position will also be expected to engage with partners including community groups in advocating for better resource allocation especially through budgets analysis at the national and county level. The successful applicant will be expected to organize and capacity-building communities so as to enhance community-based advocacy for SRHR at the county and national levels in Kenya.
KEY RESPONSIBILITIES:
Reporting to the Executive Director, the Reproductive Health Rights Officer will be responsible for the following: –
• Providing specialized advice on sexual and reproductive health rights to the Hakijamii Team, to partners and the communities that Hakijamii works with.
• Develop strategies, guidelines and tools on SRHR and support the Hakijamii team to effectively integrate reproductive health rights into the broader organizational ESC rights programming.
• Undertake research for evidence-based policy advocacy for legal transformation for enhanced access to SRH information, goods and services.
• Undertake litigation or provide litigation support to address restrictive and discriminatory laws and policies that restrict access to SRH information, goods and services.
• Seek and collaborate with communities and partners working in the area of SRHR, especially the SRHR Alliance Partners and other national, regional and global networks working for better SRHR outcomes for women and girls.
• Provide leadership and supervisory support for all SRHR and related health interventions by the organisation and its partners, especially the local communities and local actors working in this area of programming.
• Establish and maintain relationships between Hakijamii and relevant local partner organizations with an interest in working on SRHR and related health issues.
• Coordinate the technical review and quality control of regular narrative and financial reports to the donors of projects in his/her portfolio.
• Provide regular reports to the Supervisor and Executive Director as required.
• Track and regularly review project expenditure to ensure efficient and effective implementation of projects in his/her portfolio.
• Stakeholders’ engagement with partners, including government and civil society to maintain consistent quality delivery standards and good working relationships across projects.
• Support the implementation of SRHR, Gender & Inclusion, Partnerships, Gender Transformative Programming and Influencing best practices, policy and guidelines.
• Provide technical guidance and direction including training/ awareness, coaching and mentoring to communities, staff and partners on Adolescent SRHR and its intersectionality with harmful practices, SGBV and other faction to ensure quality programming.
• Ensure that effective use is made of learning from program monitoring and evaluation on SRHR to strengthen program delivery and inform wider practice in relation to Hakijamii’s work.
• Coordinate the development of SRHR content for learning and knowledge sharing and to influence program development and design.
• Ensures that Hakijamii policies for Child Protection and safeguarding are fully embedded in to their area of responsibility.

ACADEMIC QUALIFICATION AND EXPERIENCE
• A Postgraduate qualification in Law, Public Policy, Public Health, or related Social Sciences qualification.
• Additional qualifications and experience in SRHR programming will be essential.
• Demonstrated experience in delivering results when working with partners and local communities for legal and socio-cultural transformation.
• Demonstrated experience of leading quality, rights based and inclusive SRHR projects targeting women, adolescents and young people
• Knowledge of development trends within the Adolescent Sexual and Reproductive Health Rights and GBV sectors, including laws, policies and guidelines.
