Justification and context
The International Fertilizer Development Center’s (IFDC) is expected to sign an Agreement with the Embassy of Sweden (EoS) to continue the Food Security Through Climate Adaptation and Resilience (FAR-Mozambique) Program under a Phase 2 initiative to be implemented by a consortium of four Implementing Organizations (IOs) from Phase 1, namely IFDC, the African Fertilizer and Agribusiness Partnership (AFAP), United Purpose (UP), and Associação Kwaedza Simukai Manica (AKSM). Phase 2 of the FAR Program will build on Phase 1 successes, seeking to further scale geographic reach within Phase 1 areas and new locations, and to broaden networks and engagement by public and private sector actors to link farmers to markets and increase market-responsive skills and climate-smart agricultural (CSA) practices to improve food access and availability, and increase knowledge of and uptake of climate-smart agriculture solutions farmers for long term sustainability. IFDC and its partners will apply a facilitative approach and continue to scale into new regions and reduce presence in successful pilot areas. Phase 2 management and implementation will be adapted for challenges COVID-19 pandemic, given the potential impact on the agriculture sector and household food security, especially for women.
By the end of Phase 2, IFDC and partner IOs anticipate reaching over 40,000 farmers (56% women/44% men), with 50% adopting CSA practices through improved skills and access to productivity-enhancing inputs, extension services, and markets through a network of agro-dealers and VBAs, as well as through Information and Communications Technologies for Agriculture (ICT4Ag)-enabled services and support.
IFDC is recruiting for a FAR Phase 2 Program Manager (PM) to ensure integrated programming and shared vision among the IOs and stakeholders, while focusing on the achievement of results in alignment with EoS FAR Phase 2 goals and requirements. The PM will be a Climate Smart Agriculture Expert and Value Chain or Market Systems expert with technical climate-resilient food security and private sector program management experience to ensure that interventions are technically sound and appropriately executed by IO partners and align with donor objectives and requirements. The PM will be supported by a Monitoring, Evaluation, Learning and Sharing officer (MELS) and National Admin and Finance Officer (NAFO).
Functions and Responsibilities of the PM
• Prepare work plans and annual budgets for the FAR Project according to the timelines stipulated in the contract between IFDC and the donor
• Develop narrative and financial progress reports for the donor according to the timelines stipulated in the contract between IFDC and the donor
• Management and oversight of work plans and annual budgets of the project implementing organization; lead and coordinate field monitoring visits as needed.
• Lead work planning among the IOs into an integrated work plan and results framework for reporting to the donor
• Maintain day-to-day relationship with the donor, IOs and project stakeholders as it relates to project activities
• Ensuring project deliverables and submitting combined progress reports of FAR (including contributions by implementing IOs) to the donor
• Manage project communications and results reporting to the donor and stakeholders (with support from communications and the MELS officer)
• Ensure daily management of project staff
• Provide oversight to technical alignment, excellence and coordination for the IOs technical components.
• Continually monitor contextual factors and risk that would impact implementation. Engage project management and leadership on corrective measures and adaptive approaches through management decision-making.
• Ensure FAR IO formative partnerships are effectively evaluated and engaged per programming design criteria, and that partnership agreements are fully vetted and validated in coordination with the FAR finance and admin personnel, technical staff, under the direction and oversight of the Country Representative
• Regularly review partnerships’ performance, financial reporting (together with the project NAFO) and strategic value related to FAR intervention logics, outcomes and project Result Framework; undertake partner and field visits
• Foster linkages between FAR and other EoS funded activities and to deepen private sector engagement and project linkages in support of programming outcomes
• Any other activities as assigned by the IFDC Regional Director East and Southern Africa.
Reporting relationships
• Reports to IFDC Regional Director, East and Southern Africa on all aspects related to FAR Phase 2 Program
• Reports to the IFDC Country Representative in Mozambique on all country-related compliance issues.
Requirements
• Master’s degree in agriculture or related field required.
• Demonstrated ability in the concepts, principles, methods and techniques of agriculture sector development activities, including training, capacity building, agribusiness development extension services and the technical activities mentioned above
• Demonstrated skills in effectively collaborating with host governments, regional institutions, donors, other EoS and development partner projects, local organizations, private companies and other partners.
• Ability to successfully manage and develop staff as demonstrated by past experience.
• Ability to manage partners, sub-contracts and grant making programs with all required reporting requirements
• Ability to perform internal control functions to manage day-to-day operations of the project
• Ability to communicate effectively in writing and orally in small audience and large audience settings.
• Fluency in written and spoken English and Portuguese is required
• Ability to travel in the project target areas (Sofala and Manica Provinces).

Required Experience
• At least at least 5 years of experience successfully leading the management of components of complex, results based, international rural agricultural development programs with strong focus on food security and gender equality
• Demonstrated experience in providing Technical Assistance to governments, development partners and private sector on Climate Smart Agriculture including design and implementation of marketed oriented programs with adaptive management principles
• Demonstrated ability to organize advocacy and strengthen the capacity of private sector associations to advocate for a more favorable regulatory environment.
