Title: Program Coordinator, Mothers and Children
Location: Migori, Kenya

1. JOB SUMMARY
Reporting to the Program Manager, the Mothers and Children Coordinator will be responsible for overseeing Lwala’s Mothers and Children Program. The coordinator with support of his/her team will oversee the activities of the CHUs within Lwala’s implementation scope. S/he will also identify gaps in service provision and lead efforts in quality improvement of services. In addition, s/he will assist with technical strategy and work plan development, site assessment, supportive supervision and implementation.

2. DUTIES AND RESPONSIBILITIES.
R1.Administration**
T1. Lead implementation of work plan and activity schedules for Mothers and Children program in an effective and efficient manner.
T2. Lead implementation and periodic review of operations plans and budgets for Mothers and Children Program at Lwala Community Alliance.
T3. Manage financial and material resources allocated to Mothers and Children Program in a prudent manner.
T4. Support fundraising and resource mobilization initiatives including provision of appropriate data and information needed to develop concept papers and proposals.
T5. Directly supervise CH Program Officer, ECD officer, Nutrition officer, program assistant, all Community Health Nurses (CHNs), departmental intern, Community Health Workers (CHWs) and any other staff that may be assigned from time to time
T6. Prepare and manage the unit’s annual budget and work plan.
T7. Monitor and control the unit’s expenditure to ensure that it is allocable, allowable, reasonable and within budget.
T8. Track activities and expenditures and provide periodic input to management on performance against established benchmarks.
T9. Submit financial reports for the Program to the Senior Programs Manager and/or Finance Manager within established timelines.
T10. Submit management and statutory reports in line with established guidelines, procedures and protocols.

R2. Program Management and Implementation
T1. Identify, develop, coordinate, and implement high impact initiatives in Mothers and Children and CHU collaborative activities; high-quality monitoring and evaluation; and advocacy, communications, and social mobilization Lwala supported sites in Migori county
T2. Participate in project work as a technical expert in the area of Maternal child health and community health integration, building the capacity of the staff in the selected areas within Migori County
T3. Plan jointly with the officers, nurses and assistants, ensure execution of plans and measurement of deliverables within the department
T4. Assist in coordinating and scheduling for all community activities.
T5. Working with the County and sub-county to ensure delivery of a high-quality mother and children programming to the population we are serving that is in line with the ministry of health
T6. Working with the available resources; Draw and/or review all implementation protocols and curriculums within the community health and mothers and children programming for standardized implementation
T7. Ensure program implementation is in line with the program protocols and organization policies
T8. With the officers CHNs and assistants ensure CHAs, CHWs, TBAs and CHCs deliver efficient and high-quality services to the community through; training, mentorship and supervision
T9. Strengthen community health committees as support system for community health services and ensure Community involvement and participation in community health services
T10. Strengthen Community Nutrition and ensure its alignment the UNICEF guidelines
T11. Oversee ECD, PSBI, pneumonia programs implementation and reporting and any other new program within the department.
T12. Model effective leadership, including the principles of effective collaborative partnerships, and ensure timely completion of project deliverables.
T13. Support the efforts to scale up first and fourth Antenatal care visits among pregnant women in the project area.
T14. Support the efforts to scale up skilled deliveries and immunization coverage in the under 5-year-old children in the project area
T15. Conduct site visits to review implementation of Community health and Maternal and child health activities and meet with beneficiaries, communicate findings and recommendations for strengthening Lwala interventions with program team.
T16. Support maternal health and child survival activities such as nutrition, Malezi Bora, immunization and neonatal health in the project area.
T17. Provide leadership, facilitating MOH and partners’ efforts to effectively institutionalize MNDR (Maternal, Neonatal Death Reviews) system at all levels of the health service delivery
T18. Represent the program at County, Partner and Technical meetings
T19. Participate in County, partner and donor visits as designated by the Lwala leadership team

R3. Quality Assurance, Monitoring Evaluation Research and Learning
T1. Draw annual, quarterly, monthly, weekly, or/and daily plans are required by the program
T2. Ensure standardized high-quality reporting and documentation of all activities, meetings and trainings conducted within the area of supervision
T3. Participate in DQAs, QI and other quality check activities and ensure continuous improvement of program implementation and timely and accurate data.
T4. Support monitoring and evaluation initiatives and activities including but not limited to submission of monthly scorecards, Success stories and quarterly reports.
T5. Periodically review performance metrics with the M&E team and employ use of data for decision making that promote high quality delivery of mothers and children programs.
T6. Support in documentation and dissemination of appropriate case studies, experiences, best practice and lessons.
T7. Participate in sharing of learning and experience with the team, across the organization and with like-minded/peer organizations. Ensure proper documentation for all community health activities and projects and put in place a proper filling system that is easily retrievable in line with policy and guidelines.
T8. Participate in identification, development and packaging of knowledge products for internal and external sharing and inform practices in the subsector

R4. Relationship Management
T1. Develop and maintain productive relationships with local community and stakeholders to promote community health initiatives.
T2. Support in organising effective and impactful field visits for donors, partners and other stakeholders.
T3. Maintain partner relationships and participate in relevant forums where nominated by Lwala such as government, community and other stakeholder forums.
T4. Identify, link and maintain close working relations with other like-minded organizations and institutions that promote education sector initiatives in the county and beyond.
T5. Maintain a network of peers and professional contacts for exchange of ideas and information.
T6. Maintain good public relations and promote visibility on the work of LCA.

R5. Other Duties and Responsibilities
T1. Perform any other duties as may be directed by Supervisors from time to time.

3. KNOWLEDGE, SKILLS AND ABILITIES
(The knowledge, skills and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on-the-job training)

a. Level of Education/Academic Qualification
● A Bachelor’s degree in Public Health, Nursing, Development Studies, Social Sciences or any other related field.
● Master degree in any relevant field is an added advantage
b. Specialized Training/Professional Qualifications
● Post Graduate Diploma in any of the following areas; Project Planning and Management, Development Studies or Community Development, Monitoring and Evaluation

c. Other Competencies/Abilities/Skills Required
● Project management skills
● Demonstrate good leadership skills maintaining high morale among staff
● Good interpersonal and public relation skills and able to work with people from diverse backgrounds.
● Excellent verbal and written communication skills both in English and Kiswahili
● Computer literate with competency in Microsoft and internet
● Have passion for mission and vision of the organization
● Familiarity with rural/urban working environment
● Strong community mobilization skills.
● Strong networking skills.

d. Relevant Work Experience
● At least five (5) years post-graduation experience in program work in an NGO
● At least two (2) years of directly working with the community health unit setting
● Experience in working with donors
● Experience in grant management
