Overview

I Choose Life – Africa (ICL) is a youth-focused organization that seeks to empower youth in Kenya and across Africa as the foundation for sustainable development. Registered in 2004 and working closely with Government, ICL has over 17 years of experience implementing evidence-based adolescents and youth programs in over 345 institutions (Primary, Secondary, and Higher learning institutions) across 26 Counties in Kenya. The organization implements programs in Health and Nutrition, Education, Economic Empowerment, and Leadership and Governance Sectors. To ensure maximum impact in these sectors, ICL utilizes a multi-sectoral approach, the Quadra Helix development approach (which brings together the Government, Private sector, Academia, and Civil society) to foster innovative and sustainable transformation in communities.

Job Purpose:
ICL seeks a principal investigator for an anticipated CDC-funded PEPFAR opportunity in Kenya. The Activity is expected to be a five-year contract to advance Sustainable Implementation of Comprehensive HIV Prevention and Treatment Programs in Faith-based and Private Sites in Nairobi, the Coast, and Western Regions.
This position is contingent upon an award from the CDC.

Job Summary:
Reporting to the Chief Executive Officer, the Principal Investigator will provide leadership and oversight in all technical, program, and financial activities. Provide leadership in program planning, designing and developing key strategies, activities, work plans, and ensure cost-effective implementation of all key intervention areas in line with project goals. S/he will strengthen relationships with internal and external stakeholders and partners, including FBOs and State departments.

Job Responsibilities
Project Management
• Lead the process of strategic planning and establishment of quality standards for project management and implementation
• Manage the overall budget and monitors the effective use of project funds
• Lead the development of annual work plans and programmatic reviews to ensure progress aligns with strategic objectives and project commitments
• Conduct periodic field visits to project (partner) sites, FBO, and MOH health facilities and keep abreast of key issues associated with overall project efficiency and effectiveness
Representation and Coordination
• Maintain and strengthens key working relationships with the program teams, implementing faith partners, CDC, MOH, NGO counterparts, and other national and international stakeholders
• Ensure that roles and responsibilities of technology partners are clearly defined and upheld
Staff Development and Supervision
• Supervise the entire project team
• Clarify, communicate and monitor staff performance standards and expectations
• Develop organizational structure and staff positions as needed to meet the growing scale and specializations of the project
• Contribute to organizational and project level plans for staff training and development
Qualification
• Master’s Degree in Public Health or Advanced Degree in Health Science: Medical Doctor or Ph.D. in Public Health, or related field, highly preferred. An equivalent combination of relevant education and experience may be substituted as appropriate.
• Minimum of 10 years of professional experience, with five years of experience managing complex US government, funded health or development projects, with technical expertise in HIV/AIDS prevention, care, and the treatment preferred

Required Skills & Experience
• Previous experience serving as COP/project director or DCOP or senior level management
• Experience overseeing large budgets and collaborating with multi-partner consortiums
• Knowledge of financial and human resources management, contracts, information, and general administration in the context of project management
• Ability to lead teams effectively, coach and mentor staff, and rapidly resolve conflicts
• Experience leading and/or supporting capacity strengthening initiatives with local stakeholders in related technical areas in the program
• Strong familiarity with CDC rules and regulations, including monitoring related compliance and mitigating risks
• Demonstrated diplomatic, management, and interpersonal communication skills to liaise, negotiate and advocate with governments, donors, and key stakeholders, including other implementing agencies.
• Fluency in written and spoken English required

The successful applicant will be required to read, understand, and commit to following ICL Child Safeguarding Policy and guidelines. The individual will sign the policies to indicate an understanding of and commitment to follow the policy requirements.
