3. Principal Information & Communication Technology Officer - GRADE 3
Job Purpose
The Information & Communication Technology Officers are responsible for developing ICT solutions and promoting the use of ICT in the delivery of services.
Job Specifications:
The main duties and responsibilities will include but not be limited to:
(i) Developing, implementing and reviewing ICT policies, strategies, procedures, programs and guidelines;
(ii) Providing management with technical reports for decision making and operational support;
(iii) Coordinating computer network access and use;
(iv) Coordinating the implementation of network security measures;
(v) Establishing appropriate operational procedures, tools and resources;
(vi) Reviewing and testing enhancements and new software;
(vii) Ensuring compliance with health and safety legislation and checking computer equipment for safety;
(viii) Establishing appropriate operational procedures, tools and resources;
(ix) Designing, maintaining, managing and developing the HRMPEB network infrastructure, associated network services, platform infrastructure and core ICT business services;
(x) Developing and deploying appropriate ICT infrastructure and connectivity solutions;
(xi) Ensuring technical and operational support for systems and infrastructure including networks, websites, database and Board specific applications;
(xii) Putting measures to continually ensure electronic security of sensitive and critical HRMPEB information;
(xiii) Managing online examinations system;
(xiv) Monitoring, support and enhancement to enterprise infrastructure service delivery; managing incidents and service requests requiring third level support logged by customers through the HRMPEB helpdesk;
(xv) Managing infrastructure generated incidents;
(xvi) Coordinating infrastructure monitoring systems;
(xvii) Coordinating the development of business plans, annual work plans and budgets in the Division;
(xviii) Preparing the Unit’s quarter and annual reports and coordinating Performance Management and capacity building in the Unit.
Person Specifications
For appointment to this grade, an officer must have: -
(i) Served in the grade of a Senior Information Communication Technology Officer for a minimum period of four (4) years or in a comparable and relevant position in the Public Service or Private Sector for a minimum period of ten (10) years, four (4) years of which must be at a management level;
(ii) Bachelor’s degree in any of the following disciplines: Computer Science, Information Technology, Business Information Technology or any other equivalent qualification from a recognized institution;
(iii) Master’s degree in any of the following disciplines: Computer Science, Information Technology, Business Information Technology or any other equivalent qualification from recognized institution;
(iv) Certificate in any of the following: Certified Information Systems Auditor (CISA), Cisco Certified Network Associate (CCNA), Microsoft Certified System Engineer (MCSE) or any other equivalent and relevant qualification from a recognized institution;
(v) Management Course lasting not less than four (4) weeks from a recognized institution;
(vi) Membership to a relevant professional body;
(vii) Proficiency in computer application skills;
(viii) Experience in software development, cloud computing and online examinations;
(ix) Have demonstrated merit and ability as reflected in work performance and results;
(x) Fulfilled the requirements of Chapter Six of the Constitution.
