Deputy Chief of Party, Clinical Programs USAID Nuru Ya Mtoto Project

Job Responsibilities

  • Oversee the development and implementation of the HIV/TB technical services work plan activities, including routine service delivery activities in alignment with technical approaches provided.
  • Provide overall technical leadership to support HIV/TB implementation activities at all levels from county to community levels of care.
  • Support continuous monitoring of activity implementation through joint support supervision and monitoring visits working with county and sub-county health management teams.
  • Support data use of monthly dashboards, summary tables and graphics for the project for performance feedback on HIV service delivery against set targets for key program indicators to enable program monitoring.
  • Support data quality and continuous quality initiatives for the project
  • Lead on HIV/TB technical reporting as required monthly, quarterly, semi-annually and annually and/or as required.
  • Lead on HIV/TB technical responses to USAID and PEPFAR for regular and ad hoc technical reporting requirements.
  • Document and promote learning and knowledge sharing of best practices and lessons learnt both internally and externally.
  • Ensure quality, consistency and adherence to standards and best practices for HIV/TB technical implementation across the project, including continuous quality improvement interventions.
  • Coordinate the project HIV/TB technical team to ensure support for timely collection, processing, and reporting of HIV/TB data.
  • Support targeted evaluations and operations research including baseline assessments, mid-term, and end term evaluations as needed
  • Lead in compilation and finalization of the projects HIV/TB technical quarterly, annual, and other relevant reports as requested by the donor or other stakeholders.
  • Provide remedial technical assistance to cure HIV/TB implementation challenges encountered in the field.
  • Build the capacity of the overall HIV/TB technical teams on HIV/TB technical approaches, key interventions across the 95-95-95 continuum of care and support technical aspects on data management, reporting tools and indicator definitions.
  • Review program technical achievements against indicator targets with a view to improving performance monitoring and for remedial interventions
  • Coordinate continuous updating and review of the project HIV/TB implementation framework activities for optimized output.
  • Conduct data quality audits at the site and county level to ensure that program data represent the program implementation performance.
  • Facilitate strategic HIV/TB technical teams relationships and alliances with other USG projects and represent HIV/TTB activities in public and professional circles through meetings, conferences, and presentations.

Required Experience

  • A Master’s Degree in health or related field.
  • At least eight years of experience in a senior role managing, complex HIV technical service delivery programs of similar scope and size.
  • Five years’ experience in partnership building, especially with the government representatives, donors, the private sector, and local community organizations.
  • Experience with PEPFAR programming required; experience with USAID funding strongly preferred.
  • At least three years demonstrated, recent experience at a senior level managing HIV/TB prevention, care and treatment services; quality improvement/quality assurance; health systems strengthening; and M&E.
  • Demonstrated ability to work effectively with government representatives, for-profit private sector entities, local community organizations, donors and other stakeholders, particularly at the sub-national level.
  • Strong critical thinking and creative problem-solving skills with ability to make sound judgment.
  • Strong communication, relationship management skills and the ability to work effectively with local stakeholders and county governments
  • Report writing, presentation and communication skills, facilitation, training, mentoring, and coaching skills
  • Proactive, results-oriented, and service-oriented.

Deputy Director for Programs, Anglophone Africa

Responsibilities:

 Program Management and Leadership (70%)

Lead day-to-day management of Digital Square country buy-ins, in particular through the USAID mechanism. Activities include:

  • Define and oversee the operationalization of technical strategies for country and regional digital health implementation activities in alignment with the Digital Square mission and vision and under the guidance of the Regional Director for Anglophone Africa.
  • Support the Managing Director and Operations Director with the creation and implementation of a staffing plan and buy-in strategy for each buy-in which details the following: staff level of effort (LOE), overall scope, timeline of deliverables and coordination with overall cooperative agreement and reporting requirements.
  • Serve as a technical representative and advocate for PATH/Digital Square at conferences, meetings, and other forums as directed by the Regional or Managing Director.
  • Support particular in-country Directors/leaders by ensuring technical direction of field buy-ins, ensuring coordination amongst and between country buy-ins and alignment against the overall Digital Square award.
  • Supporting in-country leads for relationship management with donors in both the field and headquarters. Serve as a primary relationship manager for donor field staff that are investing in Digital Square.
  • Provide technical assistance and mentorship to Digital Square field-based staff so that they understand and meet Digital Square and PATH standards and expectations.
  • Under the leadership of the Regional and Managing Directors, support the development of concept notes, technical approaches, articles, white papers and presentations for advocacy and engagement with donors on potential future implementation activities for both new and existing donors.
  • Refine and implement the advocacy strategy to encourage global private- and public-sector and multilateral leaders to align with and expand investments for digital health global goods in country.
  • Support cross-country relationships and global goods use by fostering conversations and connections between countries and global goods suppliers; connect country stakeholders to capacity-building networks in the Digital Square eco-system.
  • Manage other Digital Square activities (30%)
    • Provide technical and implementation oversight to Digital Square’s Tanzania program portfolio.

Required Experience

  • Bachelor’s degree in computer science, information technology, public health, international development, non-profit management or a related field with a minimum of 10 years of relevant experience, or equivalent combination of education and experience.
  • Credible, articulate, demonstrated expertise in the following:
    • Introduction and scaling of digital technology in low- and middle-income countries.
    • Application of digital technology to strengthen health systems and services.
  • Demonstrated experience with multi-lateral/bi-lateral USAID-funded projects, with a preference for digital health projects.
  • Experience managing a large pool of contractors through a changing donor landscape and evolving global priorities
  • A passion to represent the Digital Square initiative and the organization publicly; to create and maintain effective working relationships with high-level government personnel and partners from a variety of sectors.
  • The ability to represent and communicate an idea, a project, or an organization in any medium and to a variety of audiences, including blog posts, email, team meetings, speaking engagements, and pitch meetings.
  • Team-focused and collegial with experience managing and leading a diverse team of geographically distributed employees with multiple perspectives (global coalitions, associations, working groups) to set strategies and execute them successfully.

Monitoring and Evaluation Specialist

Job Responsibilities

  • Oversee the development and implementation of the Performance Monitoring Plan (PMP) to capture project performance and results, including routine service delivery data reporting, baseline and endline assessments, and all monitoring for process and outcome evaluations.
  • Lead in the development of the project information system to enable results reporting to the donor and other stakeholders by providing comprehensive progress reports on project activities and indicator results.
  • Lead efforts to monitor and evaluate project interventions, document results, and provide timely feedback to stakeholders to guide decision-making.
  • Lead routine analysis of project data to assess progress and areas of improvement and provide management with easy to interpret dashboards for timely decision making.
  • Produce monthly dashboards, summary tables and graphics for the project for performance feedback on HIV service delivery against set targets for key program indicators to enable program monitoring.
  • Ensure quality of data through data verification procedures, including routine data quality audits.
  • Coordinate MEL capacity-building activities with project staff, local implementing partners and facility staff.
  • Develop and maintain systems to collect and analyze information on inputs, outputs, outcomes and impact of the project.
  • Guide reporting processes amongst technical staff and consolidate program reports.
  • Lead responses to USAID and PEPFAR for regular and ad hoc reporting requirements.
  • Document and promote learning and knowledge sharing of best practices and lessons learnt both internally and externally.
  • Ensure quality, consistency and adherence to standards and best practices for M&E across the project, including data quality and use.

  • Provide remedial technical assistance to cure monitoring and evaluation challenges encountered in the field.
  • Build the capacity of the M&E team, MOH stakeholders and sub-grantees on data management, reporting tools and indicator definitions.
  • Review program achievements against indicator targets with a view to strengthening reporting as well as decision making and providing data for internal, and donor reports as well as internal documentation.
  • Coordinate continuous updating and review of the project M&E standard operating procedures.
  • Conduct data quality audits at the site and county level to ensure that program data represent the program performance.
  • Cultivate strategic MEL relationships and alliances with other USG projects and represent MEL activities in public and professional circles through meetings, conferences, and presentations.

Required Experience

At a minimum, the Monitoring and Evaluation Specialist will have:

  • A Master’s degree in a relevant discipline, such as mathematics, statistics, informatics, or a related field with knowledge/skills of Geographical Information Systems and information technology.
  • At least ten years of experience implementing monitoring and evaluating activities for complex programs in Health covering HIV, Care and Treatment, OVC and Adolescents
  • Demonstrated experience in providing technical support, setting up and managing M&E systems that track performance as per the project objectives (e.g., service integration and performance against each result area)
  • Excellent working knowledge of Kenya Health Information System, Child Protection Information Management System, Kenya EMR platform, PEPFAR DATIM reporting system and iHRIS
  • Demonstrated knowledge of MOH HIV Care and Treatment, OVC reporting tools
  • Demonstrated skills in the application of statistical methods and database management.
  • Strong critical thinking and creative problem-solving skills with ability to make sound
  • Strong communication, relationship management skills and the ability to work effectively with local stakeholders and county governments
  • Report writing, presentation and communication skills, facilitation, training, mentoring, and coaching skills
