JOB SUMMARY
The purpose of the MEAL Coordinator position is to provide leadership and support in development and operationalization of an M&E system, including M&E plans at program and partner levels, and ensure that the system aligns with CARE Kenya M&E indicators; Support the team and partner staff in M&E capacity to monitor and demonstrate progress and outcomes of interventions. In addition, the MEAL Coordinator will be supervising data management support to the program, to help strengthen data quality checks and ensure that data is of high quality, supporting the program team to carry out onsite data verifications, strengthening program quality and accountability and generating evidence, documentation of innovations and their outcomes at all levels of the program. ROLES AND RESPOSIBILITIES
Leadership and Coordination in the Development and operationalisation of an M&E system and Capacity Building

- Connect to key adolescent empowerment and micro-credit networks to share project publications, present on panels, etc.

Strengthen CARE’s performance in Food Security and Nutrition, and related Program interventions

JOB SUMMARY
Reporting to the Project Manager the officer will be responsible for field-level monitoring and evaluation of CARE International’s Natural Resource Management (NRM) activities in BORESHA in Mandera (Kenya), Dolo Ado (Ethiopia) and Gedo Region (Somalia). He/she will work closely with the Monitoring and Evaluation Advisor based the Regional Project Management Unit (PMU).
The monitoring and evaluation (M&E) officer will be responsible for supporting the project to undertake monitoring and evaluation activities including strengthening management information systems. This will include supporting data management systems for all technical areas covered by the project; beneficiary targeting, selection of beneficiaries, data collection, baselines and other evaluations/assessments and project components. The M&E Officer will support the project team in developing a Monitoring and Evaluation framework for the project and facilitate the collation of routine monthly, quarterly summary data for indicator reporting and providing feedback to the project team and foster data use for decision making. In addition, the M&E officer will be providing data management support to the project on a day-to-day basis, to help strengthen data checks and ensure that data is of high quality, supporting project officers to carry out onsite data verifications and mainly drives the learning agenda (generating evidence, documentation of innovations and their outcomes at all levels) of the project.

The Manager will provide overall administrative and budget management, financial tracking and reporting, results tracking and reporting, and decision making regarding implementation support, contract management and compliance. to ensure that services are delivered. He/She shall be in charge of day- day running of the project and therefore, will supervise the project staff. The Manager, together with the team will develop the PMF pack, including work plans and M&E plans for effective and efficient delivery of the project activities. The Manager will be responsible for developing effective communication, maintaining partnerships, knowledge management, learning and using innovative methods to report project impacts.
ROLES AND RESPOSIBILITIES
Program oversight and management
- Lead in the preparation and management of the Project Monitoring Folder (PMF) (Approved proposal, approved work plan, signed contract, approved budget, staffing plan, procurement plan, MEAL plan, communication plan, and update program and financial expense reports) detailed implementation plans, procurement plans, prepare budget tracking and expenditure tools and review them at least monthly. Clarify on the proposed timeline/ frequency for review.
- Organize in consultation with the PQA&L Manager inception and planning forums, quarterly review meeting, annual and learning forums to facilitate coordination, collaboration, and effective delivery of all components of the project and ensure timely preparations of high quality of narrative reports and financial reports according to donor standards
- Guide the development of sound monitoring and evaluation systems to ensure proper implementation. This will involve the use of monthly activity plans (MAPS), monthly activity reports (MARS) and monitoring evaluation and learning tools and programming approaches such as SAA, FFBS and CSC.
- Ensure communication flow is understood by all partners and that timely communication for project concerns are shared with project governance structures, supervisor and other levels of management while ensuring that all official processes for internal and external communication are adhered to.
- Establish good working relationship, oversee networking, liaising & collaboration activities, and coordinate with Project stakeholders to facilitate smooth project implementation, nurture support for key program components and successful growth of the project. Particularly with Council of Governors, County Governments of Nyandarua
Contract and Budget Management
- Oversee the grants and partnership management implementation, accountability, and compliance to all contractual requirements of the project.
- Ensure full awareness of donor contractual clauses and develop checklist for clauses that are transferable and ensure these are implemented as per conditions in the partners grant agreement.
- In collaboration with the Award and Sub-Award ensure time bound conditions are reflected by date and a tracking list generated for tracking compliance to conditions and timelines for the project ensure conditions are met.
- Ensuring timely identification of risks and communicate these in writing to CARE’s management through the designated supervisor
- Prepare, revise and in a timely manner operationalize procurement plans for the project with support and guidance from procurement team.
- Review in consultation with finance team all project financial reports submitted by finance monthly while providing timely feedback on all aspects to enhance proper and efficient utilization of project funds, analyzing budget burn rates against planned activities/expenditure plans.
- Prepare and manage project assets and inventory held by the CARE and partners as per donor requirements and CARE policies and regulations.
- Support and coordinate preparation for audits annually in consultation with finance department and support Senior Management in planning and responding to project audit queries.
Program Quality, Knowledge Management and Learning
- In collaboration with the PQA&L Manager facilitate the development of a comprehensive MEAL Plan, Detailed Project Implementation Plan, Performance Measurement Framework and Operational Plan together with the Project team.
- Support in the development of action plan for operationalization of the MEAL plan for Project. Support in mentorship of the MEAL staff in the development and execution of the MEAL system.
- Review MEAL reports and components of it in the project reports in accordance with contracts and develop a system for validation of information.
- Organize and oversee field technical and monitoring visits and supporting plans for ongoing monitoring and evaluation of ongoing project activities. Develop management project progress update reports.
- Institute a learning agenda, develop and implement to promote a culture of learning, information sharing, dialogue, and critical analysis, intended to improve quality of programming, adoption of good practices, and influencing policies and practices at scale.
- In collaboration with PQA&L manager contribute to development and execution of the Country Office communication and Visibility Strategy Including communication materials to disseminate the impacts of gender transformative change in food & nutrition and WASH and scale up. (Internal and external)
- Prepare & share project success and learning in relevant national and regional forums (external to CARE). Ultimately responsible for ensuring the high quality and timely delivery of donor reporting (narrative and financial) for all projects, as well as compliance with CARE’s internal reporting processes
- Ensure that respective donors’ contractual requirements, and all relevant laws and regulations of Kenya, are fully adhered to by the team, by overseeing the development and implementation of appropriate plans to meet requirements.
Resource Mobilization, Partnership, Advocacy and Communication
- Support preparation of concept notes and proposals working closely with the Program Director and Program Quality Manager and respective technical team/ advisors.
- Support CO effort to position for new business opportunities by capturing and documenting best practices and showcasing CARE Kenya programmatic service delivery, research and achievements for increased visibility and strategic partnership
- Scope out existing opportunities in areas of expertise to allow program growth and sustainability.
- Lead in the mobilization of resources for the implementation of projects by developing partnerships with existing sources of funding, international conventions, and donors.
- Explore possibility of leveraging CARE funds/resources with other external funds such as devolved funds from local government, private sector, and other related public private partners in order to achieve high impact and synergies.
- Support CARE resource mobilization aligning with CO program strategy and growth/ sustainability plan.
- Collaboratively work with the Program Director on all resource mobilization plans for the CO for guidance support & layering effort.

Staff Supervision and HR Management
- Effectively distribute work among staff by ensuring that the staffing plan takes on board considerations for effective duty allocations, performance management and that teamwork is always maintained. (Staff wellness and support).
- Ensure timely, consistent, and adequate compliance with CARE-Kenya’s performance management system including midterm and annual performance appraisal processes.

Program Administration and Operations

- Liaise with the Procurement Manager and Field staff to ensure smooth and timeliness in the operations of the project procurement services’ needs.
- Prepare quarterly procurement schedules and process according to CARE and donors’ regulations with the Program Coordinator and review these monthly.
- Monitor project expenses in coordination with the CARE Finance’s tracking systems and monthly Contract Budget Statement reports and maintain strict adherence to CARE financial policy.

QUALIFICATIONS
Education/Training
- Bachelor or Master’s degree from a recognized institution/university in the following areas; Nutrition, Agriculture, Agribusiness development, Rural Development/Livelihoods, Gender Studies, food science, public health, economics
Experience and Competencies Required
- Minimum of five years’ experience working in Nutrition, agricultural development, value chains, enterprise, and/or agribusiness in an East African setting and Kenya in particular
- At least five years` management experience in leading and developing projects in a multi-cultural environment at national level in the private sector, food industry or with development organizations.

JOB SUMMARY
The purpose of the Livelihoods Project Officer is to provide leadership in the delivery of the CASCADE activities on increasing women’s access/control and influence over of household and agricultural assets and incomes, specifically the delivery of the Farmer Field and Business School, Social Analysis and Action and VSLA methodologies in the project. The Project Officer will work with partners and other stakeholders in equipping the small-holder women farmers and community-based trainers with the necessary capacities for increased food and nutrition security in the targeted project implementation areas. Jointly with the Project team, S/He will be responsible for planning and implementation of the CASCADE, monitoring, Evaluation, and documentation; partnerships development, coordination and representation at the County level and maintenance of the Project resources among other activities related to the achievement of CASCADE project objectives in the area of operation.
RESPONSIBILITY 1: Planning & implementation of CASCADE project milestones-40%
- Conduct community entry activities, adapting the FFBS to the agricultural seasonal cycle
- Together with social services, VSLA groups and agriculture extension department identify community-based trainers (CBTs) for the intervention
- With support from the CASCADE Project Manager develop FFBS training modules for the selected value chains
- Conduct TOT for Extension and CBTs on the FFBS and SAA
- In collaboration with the Country agriculture extension departments, support training of staff and partners and community-based trainers on the farmer field and business school model and SAA
- Support linkages between the trained female small scale farmers to allow inter and intra skills transfer and support and implementation of the action plans generated from the SAA.

- Liaise with Project Manager and MEAL Coordinator to ensure preparation of timely draft narrative reports meeting donor standards.

Job Description
The purpose of the job is to provide efficient and safe transportation of authorized personnel and/or commodities in accordance with the overall objectives of CASCADE.
RESPONSIBILITY 1: Logistics Support - 30%
- Safely transporting authorized persons and packages, within authorized locations
- Drive staff to various destinations as per the schedule Reporting
- Map out driving routes to ensure the safest and convenient trip routes
- Assist in loading and off-loading packages from the vehicle
- Ensure that all CARE staff meet required driving standards prior to them being able to drive CARE vehicles.
- Ensure safe custody and prudent usage of the CARE fuel card/s
- Submit incidence reports promptly using standard templates
- Ensure all relevant vehicle documents/forms are duly filled e.g., incident forms, logbooks, transport waivers
- Comply with all movement restrictions and reporting requirements
RESPONSIBILITY 2: Vehicle Maintenance and Management- 30%
- Prepare and submit Monthly Vehicle performance reports on a regular basis
- Ensure routine check-up of the vehicles; this include but not limited to oil, brake function, water, lights & tire condition, windshield wipers, etc.
- Assists with vehicle repairs when they break down by taking them to the garage or for service if necessary, and ensure they are in satisfactory condition
- Perform minor repairs and arrange for other repairs and ensures that the vehicle is kept clean.
- Ensuring timely renewal of vehicle insurance and have the valid insurance stickers on the windscreen at all times
- Maintain a vehicle management process and database that includes vehicle logs sheets, and tracks mileage, fuel consumption, maintenance/repair management and costs, for each vehicle.
- Confirm availability of vehicle tools and equipment before, during and after work; this include and not limited to the spare tires, tools and first aid kits.
RESPONSIBILTY 3: Messenger duties - 20%
- Collects and delivers mail at the Post Office, courier offices, other CARE offices, County office and others
- Delivers letters and cheques to grantees, reviewers, suppliers/service providers when required and ensure delivery books are accurately filled
- Assists in packaging and loading supplies or project materials to various destinations
- Support the Admin team on routine logistics tasks and requested
- Maintaining a register of donor requirements and project implementation tracker
- Assists in any other duties assigned by his or her supervisors
RESPONSIBILTY 4: Safety and Security of persons and property - 20%
- Ensure safety of the vehicle by packing at the designated areas/secure place with all doors and windows locked, keys kept safely
- Ensure that all passengers are always on safety belts ·
- Must drive vehicles safely and comfortably and must exercise defensive driving while on the road for the safety of self, passengers and property
- He/she shall adhere to Safety and Security regulations/SOPs including ensuring COVID 19 prevention measures are adhered to by the passengers
- In case of an accident, whether with another vehicle, person or other property, the driver is to immediately report same to the supervisor immediately

JOB SUMMARY
The purpose of the Youth Savings and Loans Association (YSLA) Coordinator is to provide leadership in SHE SOARS Economic Empowerment, specifically financial literacy education and the YSLA methodology in the project. The Project Coordinator will work with partners, out of school boy and girl groups, economic empowerment stakeholders in equipping adolescents out of school adolescent boys and girls with financial literacy knowledge and skills, and ensure the adolescents while embedding the financial literacy component on a digital platform targeting formal and informal girls groups and Role Model Boy Clubs.
ROLES AND RESPOSIBILITIES
Coordinating YSLA activities within the project coverage-30%
- Lead in development and delivery of Financial Literacy activities (Financial Education/Literacy, Income generation, Savings, Credit, Linkage to formal financial institutions), Coaching & Mentorship (Inspire, Motivate, Guidance, developing leadership competence), and Technology transfer (leverage on digital technology to access information) within the project.
- Develop and implement operational work plans in accordance with the budget and work with partners to ensure work plans are adhered to.
- Strengthen project linkages with implementing partners, financial service providers and technology service providers.
- Collaborate with the Ministry of Education, Kenya Institute of Curriculum Development, Child & Youth Finance International (CYFI) and other stakeholders in the development of the financial literacy program for out of school adolescents.
- Lead in developing implementation and supervision of quarterly and annual project implementation plans with project team and partners.
- Establish and maintain effective follow-up and support system for partners on economic empowerment, YSLA mentorship and coaching, and technology components as planned, ensuring good performance of all indicators.
- Participate in project review forums with partners, stakeholders, service providers, community resource persons, state and non-state agencies in the County, and Communities.
Provision of technical capacity to partners to promote financial literacy skills - 25%
- Develop guidelines for partners to implement the following components: financial literacy knowledge and skills, YSLA mentorship and coaching, and technology transfer and community engagement in the project.
- Facilitate partners in developing YSLA methodology for out of school adolescents’ mentorship and coaching, technology transfer and community engagement.
- In collaboration with partners tailor the Youth Savings and Loan (YSL) Methodology and oversee its implementation within the boy and girl groups.
- Provide technical assistance to partners develop an income generation training manual to meet the training needs for income generation.
- Support partners and schools to facilitate leadership competence skills activities among adolescent girls and boys out of school schools
- Participate in technical committees that support financial inclusion work Coordinate and guide partners in their gender equality results reporting and documentation responsibilities. Ensure that the reporting meets the evidence and communications needs of SHE SOARS project
Supporting Monitoring, Evaluation, Reporting and Learning on YSLA - 20%
- Identify and document challenges in implementation that would have negative impact and or undermine the performance of the program, identify solutions and implement actions on timely basis to avert negative performance in consultation with project manager and M&E Coordinator.
- Share monthly data on indicator performance, discuss and ensure partners are aware of the indicators performance and that they can identify actions to enhance performance
- Timely respond to all data queries on YSLA arising from partners and Project team
- Monitor compliance of project implementing partners and monitoring progress of work plan implementation in consultation with Project Manager.
- Collaborating with the Project Manager and the M&E Coordinator, facilitate in trainings and orientation of Partner staff on Financial Literacy and YSLA data requirements for the project, management and data for decision making.
- Identify technical financial literacy and coordination challenges; formulate solutions in consultation with the Project Manager and M&E Coordinator, including partner staff.
- Facilitate the collection and verification of data from project partners on all indicators.
- Working closely with Project team and partners to support the documentation of Human-Interest Stories and lessons learnt for internal and external dissemination.
Supervision and management of Partner Organization regarding YSLA - 15%
- Support preparation of concept notes and proposals working closely with the Program Manager, GESI Project Lead, CO Gender Focal point and Program Quality Manager and respective technical team/ advisors.
- Support the project partners and manager in develop reporting standards and ensure partner compliance.
- In collaboration with Project Manager develop and implement a supervision mechanism to ensure that implementing partners are effectively supervised.
- Undertake supportive supervision to implementing partners to offer quality integrated services, while mentoring and training staff, and assessing progress of adolescent activities.
Linkage and networking with other collaborators - 15%
- Represent CARE in relevant community development planning meetings.
- Establish and maintain a good working relationship with other CARE colleagues and project staff, Partner agencies, County government, MOE, CBOs, collaborators, other stakeholders and enhance CARE image.

- A broad grasp of socio-cultural economic issues with respect to poverty, savings, and enterprise development in rural settings
Technical knowledge in Economic Development
