On 9.9.1999, the Heads of State and Government of the Organisation of African Unity issued a Declaration (the Sirte Declaration) calling for the establishment of an African Union.

Technical Officer for Risk Communication and Community Engagement (RCCE)

Major Duties and Responsibilities

The Technical Officer for Risk Communication and Communication Engagement shall:

  • Support implementation of the communications and advocacy strategy for preparedness and response to the ongoing COVID-19 outbreak and the vaccine roll-out programme
  • Support the development/production of communication and advocacy materials and activities for COVID-19 vaccine, including health promotion events, awareness-raising campaigns, briefing materials, factsheets, and branding
  • Support the design and timely dissemination of information materials on COVID-19 vaccine to internal and external audiences
  • Contribute to the creation and use of content to provide information to the public through the digital platforms, including the website and social media platforms
  • Support the development of culturally appropriate and acceptable messages for risk communication and advocacy on COVID-19 vaccine roll-out
  • Write press releases, note to editors, as well as any briefings to be disseminated to the public through the media
  • Support the preparation of different materials for the media, such as press releases, opeds, as well as regular media briefings, interviews and interactions on COVID-19 vaccine roll-out programme
  • Support capacity building in risk communication for African Union Member States on COVID-19 and other disease emergencies
  • Represent Africa CDC in a professional manner, which creates a positive image and enhances the credibility of the organisation
  • Perform any other COVID-19 vaccination related activities as requested by the Senior Communication Officer

Qualifications and Skills required

  • Bachelor’s Degree in Mass Communications, Journalism, Public Relations and Advertising or related fields and a minimum of 5 years of relevant work Managerial experience is an added advantage.

Or

  • Master’s Degree in Mass Communications, Journalism, Public Relations and Advertising or related fields and a minimum of 2 years relevant work Managerial experience would be an added advantage

Functional skills

  • Proven work experience in supporting or managing strategic and health communications at the national and international levels, preferably in the development sector
  • Proficiency in the use of relevant software for design, analysis and word processing
  • Ability to use modern digital communication technologies to reach different groups of audiences
  • Knowledge and experience of content creation for social media and other digital platforms.
  • Understanding and ability to apply modern marketing, public relations and media concepts and principles to the communication of public health emergencies
  • Experience in developing audio-visual content for advertising, promotional and publication purposes
  • Proven experience in developing key messages on public health emergencies and disease outbreaks
  • Experience in developing and implementing communication strategies for national government or public sector, regional or international government or non-governmental organisations, multinational organisations, advertising agencies or leading media companies will be a distinct advantage
  • Demonstrated ability with regard to computer skills, including excellent word- processing capabilities, proficiency with e-mail and internet applications, experience in using office software such as MS Power Point, Word and Excel.

 

Technical Officer for Logistics

Major Duties and Responsibilities

The Partnership Officer shall:

  • Build and maintain effective relationships with member states, UN agencies, and other partners, in order to keep them informed on important, strategic operational Africa CDC issues
  • Prepare and provide information for member states and other partners on the strategy, design, relevance and impact of programmes, to advocate the work of Africa CDC
  • Provide technical expertise on partner and member state engagement issues and manage outreach to relevant stakeholders
  • Work with other relevant stakeholder representatives to manage multi-country networking and opportunity
  • Ensure on-going stakeholder engagement, especially the internal coordination of existing resource partners
  • Support the resources mobilization (including but not limited to financial) from private sector and other partners
  • Identify emerging opportunities for partnership, assess their current usage and potential for future collaboration and vet potential partnership
  • Identifying best practices and lessons learned directly linked to resource mobilization and partnership-building activities
  • Undertake and keep continuously analysis of donor funding streams and priorities in order to formulate a donor pipeline and strategically target donors and partners for engagement
  • Work closely with programme staff to identify funding gaps, prioritize fundraising needs and set fundraising targets
  • Revise and improve the resource mobilization & partnership development strategy and action plans
  • Support the development of:
    • funding proposals as per action plan targets,
    • concept notes as per action plan targets,
    • background materials and content for donor and partnership outreach,
    • Meeting schedule and minutes with potential partners and donors
  • Represent Africa CDC in a professional manner, which creates a positive image and enhances the credibility of the organisation
  • Perform any other COVID-19 vaccination related activities as requested by the supervisor

Qualifications and Skills required

  • Bachelor’s Degree in Development Studies, Finance, Economics, Business, International Relations, Public Policy, Strategic Management or International Development or an equivalent discipline and 5 years of relevant work experience.

Or

  • Master’s Degree in Development Studies, Finance, Economics, Business, International Relations, Public Policy, Strategic Management or International Development or an equivalent discipline and 2 years of relevant work experience.

Functional skills

  • Excellent capacity for developing and maintaining a network of contacts with potential donors and partners.
  • Proven experience in working with the various donors in the area of corporate social responsibility, as well as the proven record of successful resource mobilizing.
  • Good oral/written communication skills to make presentations, provide programme consultation; respond to inquiries, reports, proposals, etc.
  • Skills in translating highly technical information into presentations, briefings and report and funding proposals for lay audiences.
  • Resourceful and skilled at collecting, analysing and using data to recommend, make and communicate decisions of a technical nature to lay audiences.
  • Demonstrated ability with regard to computer skills, including excellent word- processing capabilities, proficiency with e-mail and internet applications and experience in using office software applications such as MS Excel, Power Point and Word

 

Senior Technical Officer – Regional Collaboration Centre (RCC)

Major Duties and Responsibilities

The Technical Officer Planning shall:

  • Design and refine how country consultations will transpire with individual member states, including developing template documents that will guide data collection and final outputs
  • Develop schedule of country consultation meetings and craft agenda for the meetings
  • Produce documents that outline the type and scale of support each country will receive; refine documents with additional consultations; and align with member states and Regional Programme Teams
  • Regularly monitor the progress of support provided to countries against agreed support items
  • Develop new support package to countries based on performance of implementing partners support to member states and need of individual member states
  • Represent Africa CDC in a professional manner, which creates a positive image and enhances the credibility of the organisation
  • Perform any other duties as requested by the superior

  • Bachelor’s Degree in Public Health, Health Economics, and other related fields, and at least 5 years of relevant

Regional Programme Lead

Major Duties and Responsibilities

The Regional Programme Lead shall:

  • Liaise with government focal points for defining country plans and supporting program
  • Oversee all Saving Lives and Livelihoods programme implementation regionally and in member countries
  • Engage with partner organisations at regional and country level to ensure collaboration and alignment between different efforts for the roll-out of COVID-19 vaccines
  • Monitor and validate progress of regional implementing partners and report performance to the PMU
  • Identify strategic objectives and priorities for the region by continually assessing the performance of the programme and the need of Member States in the region
  • Develop regional plans and work to achieve its objectives
  • Work with the Technical Assistance Team to provide technical expertise to regional implementing partners on a proactive basis or based on the request of the regional implementing partners
  • Lead the hiring and staffing of technical experts and National Coordinators for the Regional Team
  • Manage and monitor the performance of National Coordinators and provide the necessary guidance and support to ensure the smooth flow of work and to improve performance
  • Manage risks associated with Africa CDC Programme Management Unit operations in the region
  • Represent Africa CDC in a professional manner, which creates a positive image and enhances the credibility of the organisation
  • Perform any other duties as requested by the RCC Coordinator

Qualifications and Skills required

  • Master’s degree in public health or associated fields of Candidates need to have at least 10 years of work experience of which 6 years is spent as an expert and 3 years at a supervisory role

Or

  • Bachelor’s degree in public health or associated fields of study. Candidates need to have at least 12 years of work experience of which 6 years is spent as an expert and 3 years at a supervisory role

 

Technical Officer for Surveillance and Rapid Response

Major Duties and Responsibilities

The Technical Officer for Surveillance and Rapid Response shall:

  • Provide programmatic and technical assistance to Member States on activities related to surveillance systems strengthening that will assist Member States in the prevention, detection and effective response to public health threats in the
  • Assist Member States in implementing training on event-based surveillance and capacity building in areas of COVID-19 case detection, collection and analysis of COVID-19 data
  • Collect and analyze surveillance data on COVID-19 (including, case, lab, and vaccination data) and generate timely reports that inform decision making for preventing and responding to public health emergencies
  • Coordinate with the Africa CDC Division of Surveillance and Disease Intelligence to provide technical support on all surveillance related activities, including Event-based surveillance and analysis of COVID-19 surveillance data
  • Collaborate with the Africa CDC Division of Emergency Preparedness and Response to support response to COVID-19 related events
  • Train implementing partners in the utilization of the Africa CDC SLL DHIS2 platform for data capture, reporting and trouble shooting
  • Represent Africa CDC in a professional manner, which creates a positive image and enhances the credibility of the
  • Perform any other COVID-19 surveillance related activities as requested by the supervisor.

Qualifications and Skills required

  • Master’s Degree in Public Health or related fields, and a minimum of 2 years of relevant work experience with special emphasis on public health surveillance and disease intelligence. Completion of a Field Epidemiology Training program would be an added advantage.

Or

  • Bachelor’s Degree in Biomedical sciences, Clinical Medicine, Public Health or related fields and a minimum of 5 years of relevant work experience. Completion of a Field Epidemiology Training program would be an added advantage.

Required skills and Competencies

Functional skills

  • Theoretical and practical knowledge of surveillance, outbreak response and development of guidance documents (Strategic plans, policies, SOPs)
  • Working experience in supporting the implementation of public health programmes with emphasis on disease surveillance and intelligence, and response to outbreaks at national or regional levels
  • Mastery of public health principles and practice as they relate to the implementation of public health programmes and service delivery
