JOB SUMMARY
The Emergency Response Officer supports the Disaster Risk Reduction (DRR) Unit in the delivery of humanitarian response to the deprived, excluded and vulnerable families affected by disasters in Marsabit, Isiolo and Turkana Counties. The Emergency Response Officer will manage the day-to-day humanitarian response activities, and facilitate stakeholder coordination, guide and support program implementation, prepare project progress reports and ensure the efficient and effective use of project resources.

Roles and Responsibilities
• Provide leadership in the day-to-day management and coordination of the delivery of emergence response project.
• Facilitate project planning, monitoring and implementation of the project in the targeted counties of Turkana, Isiolo and Marsabit.
• Ensure all planned project activities are delivered timely as per the project detailed implementation plan (DIP), quarterly workplan and budgets.
• Mobilize communities, project beneficiaries and stakeholders to full participate in the project activities.
• Ensure timely and proper management and utilization of project budget and other resources.
• Conduct regular project monitoring, supervision, and review visits to project activity sites at least twice a month.
• Manage timely and quality preparation of project reports (internal, financial, donor, special and other) and ensure internal reviews, and submission are done within the set deadlines.
• Undertake post distribution Monitoring (PDM) for the project activities and share the report for review and learning.
• Coordinate communications between the project and all other ChildFund Kenya departments and the field; and maintain open communication with Local Partner staff in the target counties.
• Support ChildFund Local Implementation Partners in Turkana, Isiolo and Marsabilt Counties in the review of their Emergency Preparedness Plan (EPP) and action plans for emergency response interventions.
• Assist in the project design and development process, which may include proposal and concept writing, assessments, technical input, and assisting in start-up activities of new humanitarian response projects
• Support the Emergency unit in developing and presenting material and presentations related to ChildFund Kenya Emergency response work.
• Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, and values regarding internal and external actors.
• Monitor developments in crises areas country and develop regular SitReps based on the situational changes.
• Coordinate closely work with the Emergency Response Unit (ERU), M&E focal point and field personnel to harmonize information collection and respond to information requests.
• Facilitate requests between the field and ChildFund Kenya Country office for project interventions.
• Coordinate project procurement and logistics - preparation of procurement plan and ensuring all procurement processes are on time
• Actively participate in the Drought emergence meetings and forums in respective counties
• Ensure child are protected at all time by all those involved in the project and that the ChildFund Child safeguarding policy is always adhered to.
• Perform other duties as assigned. The duties and responsibilities listed above are representative of the nature and levels of work assigned and are not necessarily all- inclusive

Qualifications and Skills Requirements:
• A Bachelor’s degree in social sciences, development studies, disaster management, Nutrition or equivalent qualifications.
• At least 3 years’ progressive experience in project/programme management preferably in a humanitarian context.
• At least 3 years working experience in designing, implementing, and monitoring donor funded projects.
• Previous working experience in Arid and Semi-arid Land (ASAL) counties and with marginalized communities is desirable.
• Good Knowledge of SPHERE and other humanitarian programming standards.
• Knowledge on cash programming, child protection, gender & nutrition in in emergencies and application across sectoral interventions is an advantage.
• Demonstratable experience of integrating gender and diversity into programme work.
• A good understanding of integrated programming, multi-sectoral programming, linking humanitarian and long-term development work.
• Excellent ability to handle multiple tasks and many administrative details in a fast paced and constantly changing environment.
• Experience in stakeholder engagement skills, with a proven record of working with relevant government departments, private sector and communities.
• Excellent organizational skills, including forward planning and ability to meet deadlines.
• Ability to be flexible and achieve results in a fast-moving environment.
• Well-developed oral and written communication skills in English and Kiswahili.
• Proficient in Word, Excel, PowerPoint, and other general experience with software programs.
