The Program Summary

The Program will aim to strengthen rangeland ecosystem health by enhancing the uptake and use of digital information services and tools among county governments and other key points in the rangeland management decision-making chain. The program will build on existing approaches and technology platforms/tools to develop specific program strategies focused on increasing the use, adoption, and dissemination of climate-smart rangeland management information using digital services and tools. The primary target participants and stakeholders are county governments and other key actors in the rangeland management decision-making chain (including government actors, businesses, and civil society organizations).
Leveraging on existing tools and knowledge on the digital ecosystem, the program will design an information ecosystem that takes into account the voices and needs of those traditionally marginalized (women, youth, small-scale agricultural and livestock producers) and those online as well as offline, to ensure information availability and flow. Therefore decisions and power can cross the digital divide.
The program will include a robust monitoring, evaluation and learning agenda to understand if and how the use of the various digital services and applications enable and potentially accelerate the adoption of climate-resilient practices and uptake of tools to inform future adoption and iterative learning.

The Position Summary
The NRM Advisors will support the program quality and impact through provision of technical assistance and advice in the areas of sustainable natural resource management including providing capacity strengthening to County government and Ward Planning Committees to adopt rangeland management best practices. These two positions (one NRM Advisor in Wajir and another Advisor based in Garissa) are critical members of the technical team, bringing their expertise and experience in natural resource management to promote the utilization and adoption of appropriate planning tools, policies and models. These Advisors will provide leadership in the design, development and execution of NRM interventions throughout the program to ensure they remain impactful and responsive to the changing dynamics / needs to target stakeholders.

Essential Responsibilities •
Provide technical support on Natural Resource Management to ensure program activities are grounded in technical expertise and best-practices •
Support county, sub-county and ward government uptake and utilization and adoption of natural resource planning tools through training, capacity building opportunities. •
Support the program manager in the design of appropriate models for natural resource and rangeland management based on best practices •
Provide advice and support to initiatives designed to consolidate and scale up sustainable natural resources management linked to innovative market and finance solutions (including early warning systems, climate information systems, participatory rangeland management, rangeland/grazing plans and participatory NRM approaches) •
Ensure that interventions are responsive to stakeholder needs and consistent with Mercy Corps’ relevant program guidelines, principles, values, quality standards and strategic plan. Ensure that interventions are evidence-based and adhere to adaptive management principles. •
Support program team to facilitate implementation of relevant activities among Ward Development Committees and other similar governance mechanisms. •
Provide technical support, as required, to local partners and other program stakeholders in the delivery of quality interventions and design, in line with appropriate standards and policies. •
In coordination with the MEL team, monitor the implementation of activities through regular field visits and assessments to ensure program quality and impact. Document approaches, successes and lessons learned; •
In collaboration with the program team, identify required training for government (local, regional, national), Private Sector, community and project staff and assist in identifying trainers and / or directly provide training and capacity building. •
In collaboration with NDMA, facilitate discussions within communities aimed at promoting Disaster Risk Reduction approaches including for drought cycle management as important components of NRM. •
Represent Mercy Corps at government, donor, NGO and other relevant events, in close coordination with the program manager. •
Integrate community approaches, gender sensitivity and capacity building into all activities as appropriate. Certify all interventions adhere to Mercy Corps’ Gender Policy, Do No Harm principles, and beneficiary accountability standards. •
Support and participate in county and national government policy development process related to NRM.

Accountability to Participants and Stakeholders
Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.

Minimum Qualification & Transferable Skills •
BA/S in Disaster Risk Reduction, Rangeland management, Natural Resource Management, social sciences or other relevant field required. •
A minimum of 5 years of relevant professional experience in rangelands, NRM or climate change interventions •
Familiarity and experience within the relevant target counties (or similar counties) essential •
Experienced in engaging with county and national government required •
Skilled in NRM approaches including Participatory Rangeland Management, Participatory NRM, early warning and climate information systems. •
Experience in drafting contingency plans with communities in ASAL areas is essential •
Strong management skills, including effective personnel management, adaptive management coordination and decision-making Strong facilitation and consensus-building skills •
Competent in building networks, strong problem-solving skills, and ability to influence with effective listening, persuasion, negotiation and other techniques. •
Excellent and persuasive oral and written communication skills, including report writing, in English and other language(s), and fluency in Kiswahili. Somali language skills beneficial •
Previous working experience in eastern Kenya desirable •
Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.
