Context:
The International Organization for Migration (IOM) is one of the major humanitarian and development actors in Somalia. IOM is leading the Danwadaag Consortium that aims at implementing durable solutions for displacement in Somalia.
As a cutting-edge programme that challenges the status quo and seeks new solutions, Danwadaag builds the capacity and accountability of relevant governance structures to lead on durable solutions, provides land and housing solutions paired with basic services and livelihoods opportunities working towards (re)integration support to Displacement Affected Communities. Through government-led inclusive community planning processes and collective efforts for recovery focused on the most vulnerable, Danwadaag programmes also aim to support foundations for peace and reduce drivers of conflict, while ensuring inclusive decision-making processes. The CLT seeks additional capacity to ensure that these activities are relevant and implemented effectively and efficiently, and in line with National, International, and IOMand consortium-member-specific frameworks, while meeting donor requirements. Against this background, the CLT seeks to hire a Monitoring, Evaluation, Accountability and Learning (MEAL) National Officer who can lead the MEAL activities outlined below for the consortium to ensure that activities, outputs, and outcomes are on track, impact is measured adequately, and that all lessons learnt inform ongoing and future programming.
Under the overall supervision of the Consortium Coordinator and under the direct supervision of the Programme Officer, the MEAL Officer will support the Danwadaag Consortium Leadership Team (CLT) within the Emergency and Post-Crisis Unit (EPC) of IOM Somalia.

Core Functions / Responsibilities:
• Track, document and prepare reports of project outputs and outcomes to be shared with relevant stakeholders such as donors and partner agencies and coordinate with 2 the MEAL and Reporting Officer and Communication Officer and Graphic Design Officer, PSU, the utilization of the outputs of M&E findings in information materials, and lead on Value for Money (vfm) reporting.
• In coordination with the Programme Officer, identify the key performance questions, indicators and parameters for project development, monitoring projects’ performance and achievements and measure progress towards objectives, quality and immediate impact of activities to inform programming by developing monitoring tools, leading implementation of, and writing reports on baselines, end lines, and other M&E activities.
• Support the development of monitoring and evaluation frameworks for projects to ensure that outputs and outcomes are measured properly and timely, including the development of a robust mechanism for remote monitoring and for tracking project outcomes.
• Consistently monitor activities of the programme and workplan implementation as well as progress towards objectives, quality, and immediate impact of activities by updating indicator matrices against set targets to inform programming by developing monitoring tools, leading implementation of M&E activities, consistent aggregation and analysis of data, development of status reports and statistics to inform project management of progress of results achievement.
• Prepare regular monitoring reports on Danwadaag projects to provide timely input for donor reports and for IOM Somalia internal/external reports by ensuring timely collection of data and analysis (qualitative and quantitative) for reporting and feedback as part of quality assurance and compliance.
• Facilitate and monitor the operational implementation of CLT surveys, including but not limited to the below to inform programming:
Local (Re)integration Assessment (LORA.
Monitoring and impact measuring of livelihoods and other cross-consortium implementation.
Matching grants initiative by coordinating with community mobilizers and field teams.
• Carry out capacity trainings related to M&E for partners, provide technical guidance to partners and lead on learning sessions based on M&E findings, including challenges encountered, mitigation measures and how challenges affect programme implementation to inform ongoing and future activities, by developing tools and mechanisms to draw lessons learnt from field teams and activities.

• Carry out periodic field visits to ensure M&E tasks are well understood by partners, appropriate M&E tools to monitor activities are used, performance of implementing partners is reported accordingly, and adherence to agreed M&E standards and norms is promoted; to undertake M&E data quality assurance and data verification, identify bottlenecks impeding project delivery and gather feedback about IOM’s work among others.
• Lead the improvement of the online platform Project Management Tool (PMT) and ensure data submitted to the donors and PMT align.
• Monitor the CLT’s M&E budgets to ensure utilization of costs in timely fashion by keeping a matrix on M&E-related expenditures and track overall implementation budget against the RMF.
• Monitor project implementation on the ground ensuring adherence to project objectives, project activities, selected target groups, expected outputs, outcomes and timelines articulated in the project documents.
• Perform other duties as may be assigned.

Education
• Master’s degree in International Relations, International Development, law or a related field from an accredited academic institution or
• Bachelor’s degree in the above fields with two years of relevant professional experience.

Experience

• Experience in monitoring, evaluation, accountability, and learning, including knowledge of remote implementation of complex M&E systems.
• Experience producing M&E reports including baselines, endlines, FGD implementation, post intervention/distribution monitoring.
• Experience working for an International NGO or UN agency.
• Experience with international humanitarian organizations, non-governmental or governmental institutions/organizations in a multi-cultural setting.
• Experience supervising field teams and coordinating with different stakeholders for the implementation of M&E activities and reporting

Skills
• Knowledge of working in conflict/volatile contexts on durable solutions and community stabilization in Somalia.
• Knowledge of implementing M&E activities for durable solutions and community stabilization programming.
• Excellent and demonstrable analytical, communication and writing skills.
• Knowledge in the usage of Kobo collect for M&E data collection and office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and data analysis.
• Proficiency in statistical software, such as R and STATA, is an advantage.

Languages
• Fluency in English both written and spoken is required. Working knowledge of Somali and other Somali dialect spoken in other regions of Somalia.
