Background
The Government of Kenya has received financing from the World Bank towards the cost of the Kenya Youth Employment and Opportunities Project (KYEOP) and intends to apply part of the proceeds for procurement of Individual Consulting Services (Monitoring and Evaluation Specialist).
The attention of interested Individual Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers of January, 2011 and revised in July, 2014 setting forth the World Bank’s policy on conflict of interest.
The Government of Kenya (GoK), through the Ministry of Youth Affairs, Sports, and the Arts seeks the services of a Monitoring and Evaluation Specialist (Consultant) to; Develop a concrete Implementation Completion Report (ICR) delivery plan with timelines and persons responsible for providing data from each of the project Implementing Agencies (IAs), Prepare Project ICR in the prescribed format.
The report should consolidate all project data collected by the various projects Implementing Agencies (IAs) including the Management Information System (MIS), conduct employment tracking of project beneficiaries, Oversight the Tracer Study and Evaluation of Government Catalytic Fund and any other duties as assigned by the National Project Coordinator (NPC). The consultant will be based in Nairobi, Kenya, but with availability to travel to other counties.
A Consultant will be selected in accordance with the Individual Consultants Selection method set out in the applicable World Bank’s Guidelines: Selection and Employment of Consultants.
