About the project:
This project is designed to Enhance Partnership with Council of Governors through funding from
Bill and Melinda Gates Foundation to Strengthen and diversify the Maarifa Centre at the COG. This
investment is at the very heart of the Council of Governors's core, envisaged mandate namely;
• To create "a mechanism for sharing of knowledge and best practices between Counties" and
• build a "platform to facilitate capacity building for County Governors";
• The project will work towards capturing and sharing learning on facility improvement funding
• (FIF) and Community health systems (CHS) and services across the country from practical
• implementation experience given the nuances of each county;
• To providing a platform/hub for identifying, testing and evaluating the effectiveness of FIF and
• CHS innovations; gathering/collating best practices globally and adopting relevant practices in
• Kenyan Counties in partnership with the Council of Governors.
• This Project seeks to set Kenya’s Universal Health Coverage strategy implementation on the
• right learning and knowledge-sharing path during this critical phase by injecting greater
• dynamism and capacities to the existing Maarifa Centre rendering it more responsive to the
• unique FIF and CHS needs of individual Counties.
Main Purpose Of Job
The Monitoring, Evaluation and Learning (MEL) officer will track the implementation and
execution of the Bill and Melinda Gates Funded investment to Enhance Partnership with Kenya
Council of Governors (COG). The position will be based at the Council of Governors. Specifically,
the MEL officer will track implementation of the grant and mobilize necessary technical assistance
to develop and maintain an effective monitoring and evaluation framework for the Investment.
Main Roles
• Sustain a working collaboration with National and County coordination groups in
• developing targeted action plans and undertaking follow ups on the plans routinely.
• Support the Council of Governors Maarifa Centre in tracking application and uptake of the
• identified FIF and CHS good practices.
• Facilitate knowledge sharing among stakeholders.
• Align the reporting structure and needs of the knowledge sharing investment.
• Track implementation and execution of the grant’s work-plan and mobilize necessary
• technical assistance to develop and maintain an effective monitoring and evaluation
• framework for the investment.
• Provide technical assistance for evaluation of the investment’s activities and advise on
• Monitoring Evaluation and Learning‐related procedures and policies.
Required Qualifications
Education and knowledge
• At least Degree in Social Science, Public Health, statistics or any other relevant Social
Science discipline, with professional training in M&E.
Experience
• At least four (4) years of related professional experience, with technical knowledge and
• understanding of the Kenya health system.
• Demonstrated experience and knowledge in establishing Monitoring, Evaluation and
• Learning systems.
• A perfect command of project level M&E (Data analysis and interpretation, Development
• of monitoring tools, tracking of project indicators).
• Professional experience in primary health care, capacity building and public health
• projects.
• Demonstrable capacity to network and to negotiate with key stakeholders across different
• sectors in support of public health.
• Ability to build positive working relationships, characterized by mutual respect and
• professional courtesy, with counterparts and program beneficiaries across cultural,
• linguistic and geographic boundaries.
Skills and Competencies
• Leadership skills with the ability to coordinate teams and facilitate communication.
• Highly organized in both time and in resources; need to manage progress reports and work
• plan.
• Analytical skills and critical thinking
• Ability to multitask; work well under pressure, and work efficiently to meet strict deadlines.
• Excellent interpersonal skills to allow for collaboration with other team players.
