PURPOSE AND RESPONSIBILITIES OF THE ASSIGNMENT:
With a growing portfolio the Hub is looking for an Innovation Learning Design and Impact Officer to take impact measurement and knowledge sharing to the next level. Reporting to the Sustainable Food Systems Innovation Advisor, you will be spearheading this critical work within the Hub. Entrepreneurial and independent, you will be working with all functional units in the Regional Bureau, HQ and Country Offices as well as stakeholders and partners in the global and regional innovation ecosystem and lead the development of this portfolio.

The responsibilities will include:
Drive the collective learning agenda for the Innovation Hub:
 

• Use innovation approaches like Human Centered Design to define what we want to learn, when and why. Map potential research questions and define which case studies are most relevant to share externally about the Hub’s innovation journey.
• Develop timely surveys and after-action reviews and assess feedback to gain actionable qualitative insights into what is working / what could be improved across the Hub’s programming.
• Work with workstream leads within the team to implement lessons learned into project design.
• Further refine the existing learning framework to evaluate the impact of each Innovation Hub’s innovation activities in collaboration with the Innovation Hub Team and WFP Evaluation team.
• In collaboration with communications, knowledge management and graphics, co-create content on the work of the innovation hub, particularly with regards to what we have learnt, where we have failed, how we have iterated our approach.

Orchestrate the development and set up of an innovation learning community:

• Proactively facilitate cross learning on innovation (case studies, calls, workshops etc) between our country offices, the Columbian Innovation Hub and HQ teams; utilizing channels such as the WFP Global Innovation Network, WFP East African Innovation Community, regional network etc.
• Champion cross learning on innovation across the UN innovation community (UNIN) and play a key role in knowledge exchange and collaboration with other UN agencies.
• Develop a plan to create a community of practice with external actors (innovators, entrepreneur support organizations, universities, governments, etc.) to create a space where learning is shared, valued and leveraged.

Lead on impact measurement and reporting:
• In collaboration with CARE counterparts, revise the Hub’s current Theory of Change (TOC) on a periodical basis based on lessons learned and the Hub’s evolution of activities.
• In collaboration with HQ and implementing partner, develop a standardized set of indicators to enable the overarching measurement of impact of the Hub activities, at both the individual and collective level, aligned with the TOC.
• Identify and bring partners on board as required to support us to assess the impact of our activities and generate insights for future programming (e.g. research centers of universities).
• Identify stories and major communication moments that showcase the impact of the Hub’s work in strengthening food systems across the region to be sustainable.
• Lead on donor project reporting requirements and information management between donors, internal stakeholders and project leads.

Support other partnerships and events needs as required:
• Provide input into communication materials and fundraising.
• Prepare inputs, talking points and briefings for WFP senior management, inter-agency opportunities and donor communications.
• Develop material for advocacy/fundraising purposes.
• Coordinate the Hub’s fundraising activities and participation at external events.
• Contribute to the Hub’s core innovation activities (e.g. innovation challenges; bootcamps; sprint programmes; thought leadership).

DELIVERABLES AT THE END OF THIS FIRST CONTRACT PERIOD:
• Establishment of a learning strategy and a workplan for the portfolio of work.
• At least 5 learning case studies shared publicly across various channels (e.g. knowledge café, website).
• Surveys/reviews completed immediately after relevant activities.
• Satisfactory reporting to donors and key stakeholders internally and externally.
• Partnerships in the work to bring additional skillset to the hub for impact measurement.
• Satisfactory support to other hub activities including required research, presentations, and strategies.
• Satisfactory 360 review by manager and collaborating team members.
• All work and materials developed during the contract are well documented and available to all relevant stakeholders in designated knowledge management processes/platforms.

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:

• Advance degree in innovation, design, international development or First University Degree with additional years of related work experience and/or trainings/courses.

Experience:

• At least four years of progressively responsible experience managing a fast-paced learning agenda in the East African Region in the international development sector.
• Experience working and delivering in the private and/or humanitarian sectors, preferably at large-scale organizations.

Knowledge & Skills:

• Ability to gather and synthesize different types of qualitative (e.g. interviews, stakeholder consultations, network analysis) and quantitative (e.g. impact modelling) information to guide major strategic and operational decisions with regards to learning and design
• Ability to create plans/tools for gathering learnings and insights
• Collaborative spirit, able to partner with a wide range of people at all levels and across different cultures and to act with credibility and diplomacy
• Self-motivated and able to work with a high degree of autonomy, taking initiative and proactively seeking support when needed
• Excellent communication/presentation skills, with the ability to write learning reports, synthesis information to create actionable insights, write and deliver presentations, share lessons succinctly across networks
• Sets high-level of ownership over projects to achieve impact
• Intrapreneurial experience such as starting a new program / creating new processes

JOB DETAILS:

PURPOSE AND RESPONSIBILITIES OF THE ASSIGNMENT:
The incumbent, reporting to the RBN Head of Partnerships, will lead the development and growth of the WFP Innovation Hub for Eastern Africa by leveraging WFP brand, public and private partners, deep field access and expertise to develop, nurture and scale sustainable innovations to increase food security in Eastern Africa. The incumbent will be in-charge of iterating the current strategy to deepen the impact of the hub on food systems across the region. She/he will ensure innovation coordination and innovation knowledge management across the region, source innovations, provide technical advice to internal and external innovation projects in country offices and across the regional bureau, develop new programmes and secure adequate funding, as well as support the scale up of innovations through partnerships management. The incumbent will be working closely with all relevant functional units across the wider organization, CARE Denmark and external stakeholders within the Eastern Africa external innovation ecosystems.

Responsibilities will include:
• Lead and grow the RBN Innovation Hub Team:
• Manage a growing team of 6+ professionals.
• Recruit and grow the team with the right talents and diversity.
• Define the right team structure for the Hub with clear roles and responsibilities.
• Lead performance feedback and development sessions with team members.
• Ensure that each team member has clear quarterly deliverables & KPIs and performs at the highest level to deliver upon their defined workplans.

Further define and operationalize the strategy of the Innovation Hub to scale its operations and impact:
• Lead consultations (donors, partners, WFP teams and local innovation ecosystems) to better understand needs of local innovation ecosystems as well as market failures & opportunities overlapping with WFP positioning and key priorities.
• Iterate the vision of the Hub as learn from current activities and respond to programmatic needs across country offices.
• Prioritize and co-design future innovation activities to maximize the impact of the Hub.
• Develop partnerships with corporations, innovation entities, NGOs and development agencies to increase offerings to entrepreneurs.
• Work with the Evaluation team to identify potential partners who can strengthen the Hub’s MEL approach to better qualify and quantify the impact of the Hub and its portfolio, particularly at the systems level
• Attend and engage in relevant conferences, ecosystem gatherings, industry association meetings, and speaking engagements for sourcing, branding, thought leadership and learning opportunities.

Building processes to ensure scalability and documentation of our programmatic activities:
• Design and build the Regional Innovation Hub processes and capabilities in line with Regional strategic priorities with a strong coordination with WFP Legal and Finance teams.
• Leveraging the work of the Munich Innovation Accelerator, the UNIN network and CARE Denmark, develop innovation capacity across country offices by spreading access to and advice on use of innovation methodologies, (such as human centered design, lean start up etc) and innovation process from ideation, sourcing, sprinting and scaling.
• Support in building the UN Regional Innovation Network to share best practices and create a space for innovation related discussion.
• Support resource mobilization and seed funding efforts, ensuring these opportunities are made known and country offices have the support they need to pursue these funds.

Scaling up portfolio projects, MSMEs and start-ups to maximize their impact:
• Further test the assumption that WFP can build momentum for private investment in innovations and foster market development: test mechanisms for supporting post-program fundraising efforts and explore financing partnership structures.
• Grow the Innovation Hub brand with local innovation entities (innovation centers, incubators, accelerators, etc.) and develop a robust sourcing process to ensure the creation of an impactful pipeline of entrepreneurs.
• Design and implement the review, selection and due diligence process to select the most promising innovations to attend the acceleration programmes organized by the Hub.
• Leverage an existing entrepreneurial network in the region to provide an alumni support structure for the innovations in the Hub’s portfolio.
• Grow a network of global experts, mentors and partners to support the Hub’s portfolio.
• Leverage the existing work of the Munich Innovation Accelerator in scaling portfolio businesses that show breakthrough potential; develop processes for dropping innovations that aren’t performing.

DELIVERABLES:

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:

• Advanced university degree in business, innovation, design, technology or First university degree with additional years of related work experience and/or trainings/courses.

Experience:
• At least eight years of progressive responsible national or international experience in a startup, innovations function in private businesses or innovations in the humanitarian or international development sector.
• Solid experience working in a large-scale humanitarian or development organisation and in the startup or innovation world.
• Proven track record managing and growing teams

Knowledge & Skills:
• Passion and deep understanding of innovation
• Startup experience or intrapreneurial qualities; worked or led cross-functionally and get things done in a scrappy and hands-on way

JOB DETAILS:

PURPOSE AND RESPONSIBILITIES OF THE ASSIGNMENT:
Reporting to the Head of the WFP Regional Innovation Hub For Eastern Africa, you will be working with all functional units in RBN including Partnerships, Supply Chain, Programme, Evaluation, and others. You will also work with WFP Country Offices, stakeholders, and partners in the regional innovation ecosystem.

The responsibilities will include:

Support and drive the development of a healthy startup/innovation pipeline (both external innovation ecosystem and internal WFP innovations) across the region:
• Support country offices (CO) to select a credible implementing partner (IP) to execute IGNITE innovation challenges and to develop associated workplans and budgets.
 

• Support COs and IPs to design the innovation challenges and associated processes (application design, management, communications, innovator recruitment etc)
• Support the COs and IPs to ensure successful delivery of innovation challenges against set budget and workplan.
• Review and select MSMEs and start-ups to attend the acceleration programmes organized by the Hub; co-create criteria for selection with other team members/IPs, building on what was executed for IGNITE cohort 1.
• Support the due diligence process of each business in each ecosystem/country context, engaging partner organizations if/when needed.
• Support the cultivation and maintenance of a network with other accelerators/investors in the social impact/food tech/agri-tech/supply chain tech/fintech sectors for pipeline sharing and exchange of lessons learned in the ecosystem.
• Manage and support the innovation investment selection process with Implementing Partners and Innovation Hub’s Innovative Financing Advisor

Coordinate the delivery and scaling of cross-regional innovation projects:
• Coordinate and support country offices with the delivery of innovative projects e.g. aflatoxin prevention and control in South Sudan and Rwanda.
• Coordinate/oversee the delivery of pilot/scale up projects with selected country office programmatic teams.
• Coordinate the production of research projects as required, in collaboration with necessary functions, e.g. FSQ, Food Systems.
• Organize the sharing of learnings on projects across the region (workshops, info briefs etc).
• Coordinate and consolidate the necessary inputs (methodologies, activities, lessons, impact, case studies) for donor reporting on these projects.

Manage the organization of program delivery and support measurement and learning activities:
• Coordinate and manage the budget of the Innovation Hub’s portfolio of work; working with finance to create quarterly reports on spending/budget positioning, to correct/justify any variances to plan and to release funds to country offices (overall accountability will reside with Head of Innovation Hub).
• Organize workshops and events, e.g. innovation bootcamps, and create needed materials (liaising with internal procurement and communications).
• Create and manage process flows for existing and new programming (Gannt charts with roles and responsibilities, coordination between country offices and partners) managing timely execution of deliverables against timelines.
• Working with the Learning Advisor and partners to collect impact data of activities, gathering actionable insights to inform future program design and meet reporting requirements.
• Work with the Learning Advisor to develop and meet donor reporting requirements as required.
• When needed during programs, act as an ‘entrepreneur in residence’ to support project teams during ideation and product design stages.

Support other Innovation Hub activities:
• Provide analysis and content preparation (data on projects, PowerPoint presentations, briefs etc) for corporate priority topics, donor meetings and executive management meetings
• Collaborate with colleagues in other divisions and/or external stakeholders on topics related to innovation.
• Support other core processes of the Innovation Hub (e.g. fundraising, partnerships, events, procurement) as required.
• Support the Head of the Innovation Hub as required.

QUALIFICATIONS & EXPERIENCE REQUIRED:
• Education: Advance degree in business, innovation, design, international development or other related degrees.
• Experience: Three years post graduate relevant professional experience in African Start-ups, consulting, FMCG private businesses or innovation/entrepreneur support in the humanitarian/international development sector, or five years of under graduate professional experience with a first University Degree.
• Program and event organization, project management, and data collection and analysis experience required. Experience working with startups/organizations in the East Africa innovation ecosystem and/or in food systems is beneficial.

Knowledge & Skills:
