Managing Director
Kenya Ports Authority (KPA) is a Commercial and Strategic State Corporation mandated to maintain, operate, improve, and regulate all sea and inland waterway ports in Kenya. KPA aspires to position the Ports of Mombasa, Lamu and Kisumu as competitive regional hubs. KPA provides direct connectivity to more than 80 ports worldwide and is linked to a vast hinterland comprising Uganda, Rwanda, Burundi, Eastern Democratic Republic of Congo, Northern Tanzania, South Sudan, Somalia, and Ethiopia by road. A railway line also runs from the Port to Uganda and Tanzania.
KPA is seeking to recruit an individual with a high degree of integrity and professionalism, impeccable administrative capabilities, and strategic orientation to fill the position of Managing Director.
Reporting to the Board of Directors, the Managing Director will be an ex officio member of the Board and will have the Executive responsibility for operating port services and facilities and maintaining, improving, and regulating all scheduled seaports on the Indian Ocean coastline of Kenya, Inland Waterways, and Inland Container Depots.
Key Responsibilities
i. Serve as the Accounting Officer for the Authority
ii. Serve as the Principal Spokesperson of the Authority on matters operation
iii. Providing strategic leadership in accordance with the mandate of the Authority stipulated in the Kenya Ports Authority Act.
iv. Formulating, implementing, and reviewing both the Strategic and Business Plans of the Authority to achieve Authority’s mandate.
v. Overseeing corporate planning and financial operation of the Authority, ensuring that sound fiscal and risk management practices are in place to maintain the Authority’s financial strength & sustainability.
vi. Ensuring that all financial and non-financial resources and assets are effectively and efficiently managed and preserved by maintaining sound policies, controls, prudent procedures, adequate records safety, security, and accountability requirements that meet international standards and benchmarks.
vii. Developing and maintaining positive external relationships, external communication initiatives strategic partnerships and positive corporate image with stakeholders, while actively seeking new opportunities for growth.
viii. Management and administration of the top leadership and staff of the Authority in line with the mission and vision of the Authority supported by adequate manning levels, finances, and partnerships.
ix. Ensuring implementation and fulfilment of the policies and agreed objectives, performance targets and services standard of the Authority and reporting thereon to the Board.
x. Advising the Board of Directors on all matters within the Authority's responsibility.
xi. Ensuring proper management of budgets, funds, and property of the Authority, and developing economic, efficient and cost-effective internal management structures.
xii. Managing and implementing change initiatives to achieve desired business plans and culture.
xiii. Maintaining a conducive work environment for attracting, retaining, and motivating employees.
xiv. Fostering a corporate culture that promotes ethical practices and good corporate citizenship.
Job Specifications
i. Master’s degree in any of the following areas: Port Management, Maritime and Shipping Logistics, Engineering, Business, Social Sciences, Public Policy, Science & Technology.
ii. Be a holder of a Bachelor's degree or its equivalent from a recognized institution.
iii. Have knowledge and experience of not less than 15 years of relevant work in Port Management, Maritime and Shipping Logistics, Engineering, Business, Social Sciences, Public Policy, Science and Technology, with at least five (5) years served in a managerial / leadership role in a large organization, either commercial or public entity with a national mandate.
iv. Be a member of a recognized professional body and in good standing.
v. Leadership course lasting not less than four (4) weeks.
vi. Experience in Strategic Leadership Development and/or Corporate Governance
vii. Have a thorough understanding of the public sector policy and reforms, corporate planning, and relevant legislations.
viii. Knowledge and understanding of the port industry and maritime operations will be an added advantage
ix. Proficiency in Computer Applications
x. Fulfill the requirements of Chapter Six of the Constitution of Kenya 2010
xii. Managing and implementing change initiatives to achieve desired business plans and culture.
xiii. Maintaining a conducive work environment for attracting, retaining, and motivating employees.
xiv. Fostering a corporate culture that promotes ethical practices and good corporate citizenship.
Candidates will be required to satisfy the requirements of Chapter Six of the Constitution of Kenya 2010 including:
• Certificate of good Conduct from the Directorate of criminal Investigations
• Clearance Certificate from the Higher Education Loans Board
• Tax Compliance Certificate from the Kenya Revenue Authority
• Clearance from the Ethics and Anti-Corruption Commission; and
• Report from an Approved Credit Reference Bureau
An attractive remuneration package and benefits awaits the successful candidate. This appointment is on contractual terms for a period of (3) three years, and is renewable based on satisfactory performance and business requirements.
