Job specifications
Duties and Responsibilities at this level will include but not limited to:
• Ensuring the correct interpretation and implementation of the Public Procurement and Disposal Act, 2015, the regulations, procedures and other statutes that impact on Supply Chain Management;
• Formulating, implementing and reviewing policies, plans, programmes and strategies on procurement;
• Reviewing, updating, interpreting and implementing existing procurement policies, regulations and procedures;
• Coordinating procurement activities;
• Advising on all policy matters pertaining to procurement and supplies;
• Carrying out internal monitoring and evaluation on procurement;
• Assessing and measuring the performance of suppliers and contractors;
• Coordinating the preparation and the implementation of procurement manual;
• Coordinating preparation of procurement plan, and progress reports.
• Ensuring value for money in procurement of goods, works & services.
• Introducing modern inventory management techniques and approaches;
• Disposal of unserviceable stores;
• Overseeing implementation of e- procurement strategies.
• Implementing the department’s strategic plan and realization of its objectives;
• Overseeing the implementation of performance appraisal system and performance contract in the department;
• Ensuring accountability and prudent management of resources and assets and ensuring compliance with principles and values of good governance, transparency, accountability, ethics and integrity.
Requirements for appointment
For appointment to this grade, a candidate must have: -
• Master’s degree in a Procurement related field such as Commerce, Business Administration and/or Procurement from a recognized institution;
• Bachelor’s degree in any of the following disciplines: Commerce, Business Administration, (Supplies Management Option) or equivalent qualification from a recognized institution;
• A minimum period of twelve (12) years relevant work experience and at least four (4) years in a management role in Public Service or Private Sector;
• Leadership course lasting not less than four (4) weeks from a recognized institution;
• Member of Kenya Institute of supplies management or any other relevant professional body in good standing.
• Proficiency in computer applications
• Good Communication skills
• Shown merit and ability as reflected in work performance and results.
• Fulfilled the requirements of chapter six of the Constitution.
