JOB DETAILS:
Manager, Security and ICT
Job Purpose:
Provide strategic leadership and direction in Security and ICT Management in the Institute by securing information systems around confidentiality, integrity and availability of information and ensure the security and safety of all Institute buildings, warehouses, property, equipment, and people.
Requirements:
• A minimum period of ten (10) years relevant work experience, three (3) years of which must have been in a Supervisory position;
• Bachelor’s degree in any of the following disciplines: - Computer Science, Software Engineering, Information Communication Technology, Business Information Technology, Criminology, Security Management and Policing studies, Criminology and Security Management or its equivalent qualification from a recognized institution;
• Master’s degree in any of the following disciplines: - Computer Science, Information Communication Technology, Business Information Technology or equivalent qualification from a recognized institution;
• Certification in Microsoft Office User Specialist or equivalent qualification from a recognized institution;
• Experience with security technologies & controls;
• Experience in Systems Audit, Information Security Management and Ethical Hacking;
• Relevant ICT certifications such as CCNP, MCSE, CISA, CISSP, Prince 2 or equivalent qualification from a recognized institution;
• Leadership course lasting not less than four (4) weeks from a recognized institution;
• Membership to a relevant professional body where applicable; and
• Fulfil the requirements of Chapter Six (6) of the Constitution.

Key Duties & Responsibilities
• Develop, implement and review security and ICT policies, procedures, systems, standard and guidelines;
• Establish an information security management framework as guided by the information security standard;
• Oversee the design, implementation, operation and maintenance of the information security management system;
• Develop, deploy and maintain appropriate security systems that ensure Network, Systems and Data Security from internal and external security threats;
• Develop, document, implement, test and review Business Continuity Plans and Disaster Recovery Plans to ensure high systems availability and business continuity;
• Oversee the implementation and oversight of controls in both hardware and software systems across the Institute;
• Coordinate the training of security team on security rules, procedures and safety measures;
• Prepare security status report of the Institute;
• Spearhead the implementation of CCTV surveillance in the Institute and ensure real time collection of surveillance information;
• Facilitate the identification, investigation and provision of resolutions on security breaches;
• Oversee specifications aimed at the computerization and networking of all functions, activities and processes in the Institute;
• Evaluate user requests for new, modified or updated software application programmes to determine feasibility and compatibility with current system as well as oversee the Institute’s intranet and internet;
• Evaluate both hardware systems and software programmes to determine their efficiency, reliability and compatibility and recommending data communication systems;
• Facilitate security surveys and inspections while collaborating with relevant stakeholders on matters relating to the security of the Institute;
• Coordinate emergency procedures and contingency planning;
• Assess risks and mitigation potential consequences and develop response plans to the risks and potential threats;
• Ensure prudent utilization of the resources allocated;
• Liaise with the SHE, Biosafety and Biosecurity division to ensure compliance maintenance of all safety and security policies, regulations and guidelines.
Terms of Service
The successful applicant will be appointed for five (5) year contract term renewable subject to satisfactory work performance and retirement age.
