JOB DETAILS:
Kirinyaga Water and Sanitation Company LTD, a public water utility company fully owned by the County Government of Kirinyaga, mandated to provide cost effective and affordable quality water and sanitation services to the residents of Kirinyaga County, is seeking to recruit self-driven individuals for the positions of;
1) Manager, Procurement
The successful candidates will be part of corporate Management team responsible for establishing long-term goals, strategies, plans and policies that are aimed at improving performance, service delivery, attaining growth and improving operational efficiency of KIRIWASCO.

Job purpose
To provide strategic leadership and guidance in the overall management of the Supply Chain function through planning and coordinating of all activities related to sourcing, acquisition and disposal of assets while ensuring legal compliance.
Key Responsibilities/Duties/Tasks
Reporting to the Managing Director, the Manager, and Procurement will be responsible for;
I. Managerial/Supervisory Responsibilities
i. Overseeing the performance of all activities within the procurement cycle in order to ensure compliance with the relevant laws and regulations
ii. Developing and overseeing the implementation of the Company procurement policy and work instructions manual;
iii. Interpreting and advising the MD, Company staff and external stakeholders on all procurement and asset disposal matters including processes and procedures;
iv. Developing work plans for the department, supervise implementation and evaluate performance to achieve the Company’s strategic plan, and ensure adherence to the performance contracting requirements;
v. Formulating training and development strategies for departmental staff based on a competency framework, in line with both the Company’s strategy and individual needs.
vi. Developing and maintaining positive relationships with Company’s suppliers and service providers;
vii. Liaising with the National Treasury and the Authority on matters related to procurement and asset disposal;
viii. Appraising, supervising, mentoring and coaching of all staff within the Supply Chain Management department to ensure business continuity.
ix. Other roles as may be assigned.
II. Operational Responsibilities / Tasks
i. Overseeing the preparation and implementation of the departmental budget and procurement plan and the Company’s annual consolidated procurement plan
ii. Overseeing the preparation and execution of the disposal plan
iii. Overseeing the preparation, publishing and distribution of procurement and asset disposal opportunities.
iv. Overseeing the uploading of tenders, expression of interest and any other relevant information to the Public Procurement Information Portal (PPIP) or/and the Company’s website.
v. Identifying, monitoring and mitigating supply chain, strategic and operational risk by ensuring appropriate internal controls are in place;
vi. Reviewing periodic reports for submission to the National Treasury, PPRA, and others as required on matters relating to procurement and asset disposal;
vii. Overseeing the maintenance, safety and archiving of procurement and asset disposal documents and records for the required period;
viii. Managing the Company’s inventory management system. ix. Overseeing the research on market trends to inform placing of orders or recommend appropriate awards by the MD
x. Monitoring contract management by user departments to ensure implementation of contracts in accordance with the terms and conditions of the contracts. xi. Overseeing the registration and continuous updating of supplier lists, and liaison with the
Authority in respect of the Authority’s register of procuring agents
PERSON PROFILE
i. Bachelor’s Degree in Supply Chain Management, Social sciences, Commerce, Law, Business Administration or relevant field from a recognized institution.
ii. Membership to the Kenya Institute of Supplies Management (KISM) in good standing. iii. Valid Practicing license from KISM
iv. Work experience of not less than eight (8) years, with three (3) years in a management position.
v. Knowledge of public procurement principles and processes, public financial management and Project Management;
vi. High analytical and Problem-Solving skills vii. Communication and presentation skills viii. Negotiation skills ix. Supplier liaison skills
TERMS OF EMPLOYMENT
The appointment will be for a contract term of 3 YEARS renewable subject to satisfactory performance

(ii) Current Tax compliance certificate from Kenya Revenue Authority (KRA) (iii)A clean and current report from an approved credit reference Bureau (CRB).
(iv) Clearance from the Ethics and Anti-Corruption Commission (EACC).
(v) Clearance Certificate from Higher Education Loans Board (HELB).
