Local Level Advocacy Advisor

The Local Level Advocacy Advisor role will develop and implement Advocacy policy capability enhancement system (includi ng guidelines, processes, competencies, learning assets and learning pathways on EVAC dashboard) and support RO, and FO teams to plan and implement comprehensive advocacy policy influence competency and capability strengthening interventions. This role will build up evidences from existing tools and approaches such as Citizen Voice and Action and dashboard to develop policy narrative supported by voices of children and community to influence decision makers at Field and Regional Levels.
This role will also manage and provide expert advice to the sector RO, FOs and other learning networks regarding collecting and sharing lessons learned, identifying and validating promising and good practices policy landscape, increasing staff capacity, subject matter expert identification, and planning online learning opportunities to translate filed evidences into policy narratives. In conjunction with the Local to Global advocacy and impact team, s/he will establish and manage EVAC policy dashboard systems and processes to ensure FO, RO and Global influence by utilization of field evidences and support world-class implementation of selected sector interventions primarily focused on Ending Violence Against Children.
This role liaises with broader A&EE teams as well as SO, RO, and FO communicators and marketers in order to share evidence of WV’s impact with external audiences to attract new donors and partners, and to build WV’s reputation as a global leader in the advocacy industry.
The Local Level Advocacy Advisor will engage externally to share and also explore/learn how other organizations build advocacy policy evidences to influence decision at FO, RO and Global level impacting the lives of most vulnerable children.
In summary, The UN Convention on the Rights of the Child (UN CRC) creates government responsibility to end violence against children. There are other actors with responsibility to end violence against children, however, this treaty requires tangible actions that only governments can adopt and implement so that by those government actions, all formal and informal actors in society can also do their part(s) to end violence against children.
• Tracking government’s actions to meet these responsibilities is an essential component of World Vision’s It Takes a World to end violence against children campaign. Specifically, reviewing government laws and policies that protect children and prevent violence will help to:
• Identify policy gaps (and successes) to help formulate policy recommendations to fill those gaps; 
• Build baseline data to evaluate ITAW Campaign advocacy goals / successes;
• Offer FO staff opportunities to connect national level policies to local level advocacy (WV’s Citizen Voice and Action Project Model uses social accountability to evaluate whether and how governments are implementing national policies at the local level;
• Offer FO staff an opportunity to increase their capabilities on policy analysis (working in tandem with WV’s global priorities extends global capabilities to national level actions);
• Encourage the development of joint policy objectives at national levels, and joint policy messaging at global levels;
• Offer real-team EVAC policy data in preparation for donor and stakeholder meetings; and,
• Position for grants that build capacity towards policy implementation.

Major Responsibilities
• Contribute towards Strategic Priorities on Our Promise II roll-out
• Create, implement, and nurture evidece building through roll-out and management of EVAC Dashboard.
• Lead the design and implementation of a Advocacy technical dashboard management and strengthening system to provide a clear path for FO, ROs, SOs and Global Advocacy teams in terms of utilization of evidences for advocacy and external engagement
• Lead the development of Advocacy learning assets and platforms that cover the full employee life-cycle (i.e. onboarding, compliance training, on-going professional development) in partnership with sector technical experts
• Create and implement a sector internal/external communications plan, in collaboration with Local to Global Advocacy team and others A&EE function lead i.e. Sr. Advisor External Engagement in matters related to EVAC dashboard
• Pro-actively identifies emerging practices, best practices, and innovations (collectively – “assets”) and shares through multiple communications platforms.
• Support input on the development of New global campaign.
• Identify and support ROs and FOs implementing evidence based policy including EVAC Dash Board and CVA
• Manages internal and external advocacy related communication to ensure relevant information, management and roll-out of EVAC dashboard and other A&EE identified priorities
• Work with the A&EE Team Sector Lead and Sector EE Advisor to develop external-facing communications that position WV as a thought leader in advocacy

Build Capabilities
• In collaboration with key stakeholders design the roll out of EVAC dashboard capability development system including competency frameworks, policies, standards, guidelines and capability strengthening interventions and processes that lead to accreditation of technical staff
• Partner with FOs RO and SO leaders to continuously assess an provide support on the functionality and utilization of EVAC Dashboard including capacity building needs among FOs and provide coordinated (RO/GC/SO/TSO) support to address identified needs.
• In collaboration with the Knowledge Management Manager, contribute to embedding the EVAC Dashboard into relevant Learning Pathways and position the Dashboard as a capability building tool
• Develop a culture of collaboration and sharing among the stakeholders; identify emerging practices, best practices, and innovations and shares same across the Partnership; establish procedures for the identification of Sector programmatic subject matter experts

Ensure linkages on social Accountability
• Develop and oversee a system to regularly monitor and evaluate sector capability to maintain a portfolio view of interlinkages with CVA database on social accountability
• Manage development of communications materials for internal and external narrative of sector effectiveness and learning
• Support the New Action Agenda for Children rollout

External Engagement
• Strengthen and build strategic partnerships with external learning agencies and academic institutions to explore practices of others in EVAC policy Capability development.
• Engage our external peer partners in knowledge sharing, learning & development, and collaboration on our Local to Global and broader A&EE Team
• Work in collaboration with External Engagement Team, RO and FO to leverage opportunity to influence policies at various levels on EVAC.

Other Responsibilities
• Most of the Local to Global Advocacy and Impact Team
• Carry out additional responsibilities and projects as assigned, including administrative and planning functions

Required Skills
• Master’s Degree in human rights or other related field
• Minimum 5 years’ Policy analysis or related experience
• Skill of development of Policy Brief
• 5-7 years, child rights and child protection expertise
• A legal or public policy background that provides the expertise to be able to research, identify and analyse legal and regulatory provisions of the national legal and regulatory codes.
• A network of sector specialists in education, police, health and social work, if needed, to answer regulatory questions pertaining to these services.
