Objectives of the Assignment
Our organization is growing and has identified learning and development as one of its primary objectives. To this end, we are seeking a consultant to spearhead development of a learning & development policy & framework for the Africa Region taking into account our organization’s mission & values and our areas of operations.

Reporting to the Associate Director HR, the consultant will have the overall responsibility of creating a learning and development policy framework for Evidence Action Africa region.

Scope of Work
We are seeking a consultant to help us implement a comprehensive learning and development policy and implementation plan as well as tools. The envisioned scope of work is as follows;
• Undertake desk research and analyze all the necessary documents to understand Evidence Action’s learning and development needs.
• Design a training needs assessment tool and if deemed necessary, conduct a training needs assessment for existing staff
• Using insights from the internal assessment and Evidence Action’s strategic priorities, carry out a “Gap” analysis to identify gaps in the learning and development requirements for the institution.
• Develop a comprehensive learning and development framework for the Africa Region
• Identify opportunities for organizational learning and different learning methodology e.g. on the job training, external training, internal training etc
• Develop a feedback tool to capture training fit and insights for continuous development of the learning and development plan.
• Develop an implementation tracker for the learning and development plan, highlighting key milestones, timelines and feedback.
• Develop an assessment tool to be used to measure the effectiveness of the learning and development interventions
As part of assessment of capability to deliver on these areas, applicants are expected to submit a work plan & methodology for completing the above deliverables within the agreed timeframe.

Duration of the Contract
This assignment is expected be completed between May – July 2022

Reporting/Management

The lead consultant will report to the Associate, Director, HR or her designate.

Qualifications and team profile

We anticipate that the individual consultant or firm will possess the following skills and experience.
• A post-graduate or equivalent qualification/ degree in or any other relevant discipline. ·
• Excellent knowledge of learning and development management, training needs assessment, developing training curriculum, learning and development plan and overseeing implementation.
• At least 7-10 years of prior work experience in the field of training, especially in the regional and international context.
• Demonstrated experiences and skills in facilitating stakeholder/working group consultations and training on learning and development.
• Excellent writing, editing, and oral communication skills in English.
• Excellent analytical, interpersonal, and reporting skills.
• Proven capacity to supervise and coordinate all administrative and technical aspects of the consultancy.

Evaluation of the consultant will review the following;

Technical Approach and Methodology

Project Relevance
1. Detailed work plan, methodology and approach to implementing the project.
2. The relevance of the proposal to particular needs, understanding of the issues and problem analysis.
3. Clarity of work plan and specific project activities.
4. Demonstrated experience in training, strategic planning, organizational assessment and development plan for non-profit organizations and donor programs
5. Demonstrate the capability and capacity to meet the requirements in terms of the specification.
6. Certification of the consultant.

Experience and expertise
1. Previous relevant experience supported by the portfolio of work for a similar scale project.
2. Proven experience of working with INGOs on similar projects
3. Evidence of a minimum of three contactable references signed.

Financial Proposal

Budget
The proposed budget should have a detailed breakdown of the cost such as manpower with the level of effort, any equipment, etc. The budget should include all the applicable taxes.
