Humanitarian Program Support Assistant

ROLE PURPOSE

The Humanitarian Program Support Assistant is responsible for supporting the program support officer in management of vehicle fleet, assets, communications and procurement to ensure effective, transparent and accountable program support to the Save the Children Mandera area office. 

SCOPE OF ROLE:

MAIN RESPONSIBILITIES

Procurement and Supply:

  • Assist program support officer in managing procurement requirements of the field Office; implement procurement as per approved guidelines, procedures (Purchase Requests, Purchase Orders, Goods Received Notes, etc.)
  • Check the availability and prices of requested items in the local market; liaise with country office if procurement must be conducted there
  • Prepare a weekly summary of all outstanding purchase requisitions, showing the current status of the items and the date which they are expected to be supplied to the projects
  • Ensure the office is well stocked with necessary supplies stationeries and other consumables
  • All arrangements for meetings and conferences as required ensuring these are delivered to a high  quality and cost effectively.

Warehousing and Inventory Management

  • Acknowledge reception of items in good order and condition
  • Count and record the quantity on appropriate documentation
  • Cross-check quantities and quality in accordance with delivery documents and planned reception
  • Supervise loading and offloading of delivery and distribution trucks
  • Ensure proper storage of commodities in shelves or pallets not to exceed maximum stack heights
  • Ensure organization of the items by type, shipment, FEFO & FIFO.
  • Keep clean the store and secure stocks
  • Enter all data into stock and bin cards
  • Update warehouse operation data into the Warehouse management software (TIM)
  • Conduct of cyclic counts and inventories in accordance to project schedule
  • Planning of the needs and requisition of re-supplies
  • Check and maintain Store security measures, e.g. locks, windows, and maintain SCI key management policy.

Transport & Fleet:

  • Ensure that SCI and hired vehicles are checked on a daily basis, and that regular service and maintenance is carried out as per agreed schedule
  • Responsible for tracking of all vehicles on the fleet, including movement planning and day-to-day allocation
  • Ensure vehicles have current and lawful documentation.
  • Monitor fuel consumption and submit monthly reports
  • Receive travel requests, and maintain trip schedules and Staff Movement Board.
  • Coordinate with incoming and outgoing travellers on pick up an drop times ensuring drivers are briefed of movement plans
  • Ensure accommodation is arranged for travellers. 

Asset Management:

  • Maintaining up-to-date control of all assets including tracking donor, value, and location, managing staff issue, and recording all asset movements and disposal
  • Oversee the issuance and return of assets to/from staff
  • Ensure good condition of assets, and maintain asset condition reports.
  • Report any defective communication equipment or service and check on running costs with program support officer to ensure no misuse occurs.
  • Report any defective IT or office equipment to the  program support officer 

Administration & Reports:

  • Develop shared electronic & manual files to ensure easy access to information
  • Comply with all relevant Save the Children policies and procedures with respect to child safeguarding, code of conduct, fraud, health and safety, equal opportunities and other relevant policies
  • Carry out any other tasks required by the line manager

QUALIFICATIONS AND EXPERIENCE

Essential

  • Diploma in Logistics/Procurement, Supply Chain Management, Business management or relevant qualification.
  • 2 years’ experience in procurement and Supply Chain with INGO, Government or private sector
  • Willingness and capacity to be flexible and accommodating when faced with difficult and frustrating working conditions.
  • Proactive approach and demonstrable ability function well under pressure
  • Prepared to live and work in an uncertain security environment
  • Ability and willingness to frequently travel and stay at the field
  • Commitment to and understanding of Save the Children’s aims, values and principles

Emergency Nutrition Officer

ROLE PURPOSE

The Emergency Nutrition Officer will be responsible for day-to-day implementation of the humanitarian nutrition and interventions in the emergency programme. He/She will play a critical role in the scale up of IMAM services as well promotion of optimum maternal,infant and young child practices at community level.The position holder will work closely with the sub county health department and the local partner to strengthen health system support for improved quality of care

SCOPE OF ROLE:

MAIN RESPONSIBILITIES

Programme Implementation

  • Organize trainings for Ministry of Health staff and community health volunteers on nutrition system strengthening including Integrated Management of Acute Malnutrition, IMAM Surge, and baby friendly community initiative
  • Promote infant and young child feeding practices through community campaigns and other channels. 
  • Ensure availability and distribution of IEC materials, nutrition protocols and supplies, reporting tools etc. at health facility and Community Level. 
  • Develop and implement Health System Strengthening training needs, assist in defining training needs, develop strategies to achieve targets and coordinate training activities.
  • Coordinate and maintain strong partnerships with other actors in health and nutrition at sub-county and community levels. 
  • In consultation with subcounty nutrition focal point organize mobile integrated mobile clinics. 
  • Promote integration of nutrition in FSL ;Cash transfer for vulnerable house hold

Monitoring, Evaluation, Accountability & Learning (MEAL)

  • Work with the Monitoring, Evaluation, Accountability and Learning (MEAL) team and other project staff in monitoring and evaluation of project activities including preparation of monitoring reports, documents and lessons learned.
  • Share case studies, human-interest stories, documentaries and other related materials with MEAL Unit
  • Carry out regular field monitoring visits and attend facility review meetings to provide support.
  • Participate in milestone meetings for monitoring of the progress of the programme such as mid-term reviews, strategy meetings, previews and reviews and annual reviews.
  • Collect complaints and feedback during field activities and ensure that these are shared with MEAL officers for updating of the CFRM database.
  • Ensure exchange and sharing of experience, lessons learnt, best practices and new methods to county officials, programme staff, other SCI partners as well as within the organization in collaboration with the health and nutrition teams.

QUALIFICATIONS AND EXPERIENCE

Essential

  • Degree in Nutrition or Diploma in Nutrition with vast experience
  • Qualified nutritionist registered with KNDI
  • Minimum 3 years of relevant professional work experience in Nutrition Programming.
  • Good understanding of the MOH and county health departments, particularly integration of donor funded programmes into county plans.
  • Effective working relationships with stakeholders from government agencies, international organisations, donors, academics and opinion-leaders.
  • Experience in training and capacity building.
  • Strong leadership and interpersonal skills. Demonstrated ability to build and maintain relationships with a wide array of organizations

Child Protection Officer

Save the Children International Kenya- Mandera Office, has an exciting opportunity for you to join our team as Child Protection Officer. The post holder will responsible for field level implementation of child protection and psychosocial support activities in Mandera. She/he is expected to provide direct counselling services to children identified or referred to Save the Children, community structures and other partners working with sub county children officers and child protection volunteers, conduct capacity building training for programme staffs, community structures and staff from partner agencies at the same time undertake community awareness session on MHPSS and child protection in the community. The officer is tasked with providing guidance and working with the child protection actors, community workers, volunteers and community counsellors. 

The officer may be called upon to support the MHPSS coordinator in the other implementation counties; Wajir, Turkana and Garissa.

Contract Duration: 6 Months

KEY AREAS OF ACCOUNTABILITY:

Programme Delivery

  • Facilitate and coordinate provision of professional counselling services for children with protection concerns by conducting play and art therapy, individual and group sessions and work with caregivers to address children concerns
  • Conducting relevant training to programme staffs, community structures and staffs from partner agencies.
  • Support the MHPSS Coordinator to develop detailed implementation plans; monitor performance against work plan deadlines, ensure accurate data collection on performance indicators.
  • Lead the implementation of the counselling KPI’s, including training and provision of ongoing counselling support to the targeted beneficiaries.
  • Support in the development of capacity enhancement sessions for the community/lay counselors, conduct and/or supervise trainings for the community structures and volunteers to ensure programming meets quality standards.
  • Plan, organize and implement quality community sensitization forums in partnership with the community workers.
  • Represent SC in interagency meetings and also playing the role of the child protection focal point person.

Monitoring, Evaluation and Reporting

  • Work with the Monitoring, Evaluation, Accountability and Learning (MEAL) team for monitoring and evaluation of programme activities including taking corrective action where necessary; preparation of Counselling reports, documentation of lessons learnt.
  • Document programme learning and ensuring it contributes to organizational advocacy.
  • Maintain an up to date database on counseling clients.
  • Ensure timely implementation of budgeted activities in addition to budget tracking and control.
  • Conduct/ensure regular follow-up visits to monitor the rehabilitation and reintegration of clients, and document changes identified.

Partnerships and coordination

  • Develop partnerships with child protection and education committees to enhance community participation, ownership and sustainability of programmes by orienting them on the project goals and to solicit their involvement in the implementation of the project
  • Collaborate and coordinate with other aid agencies, governmental institutions and community level structures in order to promote community ownership and sustainability of the project initiatives.
  • Represent Save the Children in interagency working groups and refugee coordination meetings

QUALIFICATIONS AND EXPERIENCE

  • Good communication skills with fluency in written and spoken English and Kiswahili
  • Graduate degree in counseling or Psychology, with 3 years’ experience working with children is desirable
  •  Past experience implementing child protection programmes at officer level and knowledge of community based child protection approaches, preferably including experience in participatory approaches (PRA/PLA) and child participation methodologies is desirable.
  • Ability to use a wide range of child counseling methodologies
  • Demonstrable ability to adapt to changing programme priorities and emergency priorities that may arise
  • Strong self-starter, able to take initiative and adapt to changing circumstances and priorities
  • Positive attitude towards community work with emphasis on the ability to learn from communities and support innovative approaches to problem solving
  • Registered with the Kenya Counsellors and Psychologist’s Association (KCPA)
