Wash Manager

Overall Purpose

Responsible to the Head of Disaster Management for effective design, development, implementation and evaluation of community-based safe and affordable water and sanitation programmes. Specific duties include supervising the construction and rehabilitation of water supply systems and sanitation facilities.

Duties & Responsibilities

  • Coordinate with Regions, Branches and other stakeholders to develop water and sanitation strategic plan and budget in line with KRCS strategic objectives and government’s policies and priorities
  • Provide technical support and supervision to Regions and Branches to ensure effective implementation of watsan projects
  • Design and develop specifications for the procurement of water and sanitation equipment, machinery and related hardware
  • Coordinate the construction of new water supply systems and sanitation facilities  
  • Identify and map existing non-functional water systems for rehabilitation or new sites for construction of sanitation facilities 
  • Plan and coordinate emergency watsan relief activities in response to disasters in liaison with DPR department
  • Coordinate and monitor prudent utilization and application of available resources
  • Contribute in the development, implementation and evaluation of capacity building programmes aimed at equipping and strengthening staff, volunteers with skills for sustainable community-based water, sanitation and hygiene programming
  • Coordinate preparation of funding proposals and appeals for resource mobilization in line with the strategic plan  
  • Implement strategies for strengthening collaborative partnerships and networks with stakeholders, donors, government agencies, the private sector and other players  
  • Coordinate monitoring, evaluation reporting and documentation of watsan hardware programmes  
  • Participate in multidisciplinary teams to develop, implement and evaluate strategic management plans using participatory community methods
  • Develop and implement lobby and advocacy programmes with a view to reform laws and policies that hamper the implementation of programmes
  • Represent the Society at meetings, conferences and workshops and other forums to promote and articulate issues related to humanitarian relief
  • Prepare concept papers, periodic progress reports and annual reports showing achievements against planned targets 

Minimum Qualifications

  • Relevant BSc qualification in Civil Engineering or equivalent qualifications
  • Over five (5) years experience in developing, implementing community-based water, sanitation and hygiene programmes especially in arid and semi-arid areas.

  • Knowledge of water and sanitation, humanitarian relief issues, trends and goals aimed at preventing and alleviating human suffering
  • Strong leadership, team building, conflict resolution and ability to deliver the Society’s strategic objectives
  • Strong communication and presentation skills in both English and Kiswahili, including ability to build collaborative relationships  
  • Technical expertise in strategic management, project planning and budgeting, resource management as well as programme monitoring and evaluation 
  • Demonstrated competence in resource mobilisation including implementation of effective fundraising strategies to increase resource through grant proposals 
  • Ability to develop and implement accountability and performance management systems, as well as provide support for professional development
  • Ability to maintain high standards of personal integrity; establishing productive relationships; treating individuals with fairness and respect 
  • Ability to empower programme staff through coaching and counselling by emphasizing accountability and results oriented management 
  • Demonstrated proficiency in computer applications such as word processing, spreadsheets, data-base, email and utilization of the internet, auto-card and other engineering design software
  • Ability to monitor project against milestones, double-checks the accuracy of information to discover weakness and strive for high quality performance.

Data Management Officer

JOB SUMMARY:

Reporting to the M&E Manager, the Data Management Officer will be responsible for overall databases and data management for tracking program activities and deliverables. S/He will be responsible for development and operationalization of platforms for data collection, storage, protection, promotion and delivery of data that meets the quality standards. The Data Management Officer will ensure timely and controlled access to data, while facilitating decision making by the program team.

KEY RESPONSIBILITIES:

  • Lead/Oversee M&E database setup and management as well as leading the review of the existing data collection and management systems.
  • Define, implement and manage the standards for acquisition and maintenance of data to ensure data quality in the program.
  • Provide technical support in Database and data management for KRCS and its implementing partners/Sub-Recipients.
  • Oversee and participate in data processing, verification, cleaning and ensuring forms are filled according to quality protocols.
  • Provide guidance and technical support in defining research methodologies during program surveys and evaluations.
  • Coordinate and conduct Data quality audits to ensure data quality at all levels of the data flow in the program.
  • Conduct qualitative, quantitative data analyses and generation of routine program reports in guiding the program team in decision making.
  • Track, analyze indicators and performance and make recommendations to the management on grant performance.
  • Develop and maintain a system for archiving projects’ M&E guidelines, tools, data files, analysis files, reports and presentations.
  • Facilitate and ensure all donor, partner, and Senior Management data queries are addressed in an accurate and timely manner.
  • Lead the process of M&E tools, standard operating procedures and guidelines development for the program.

KEY COMPETENCIES, EDUCATION AND EXPERIENCE:

  • A minimum of university degree in Mathematics, Bio/Statistics, Information Technology or related field from a recognized institution.
  • A minimum of 3 years work experience in managing big data, analysis (qualitative and quantitative), research and donor reporting.
  • Over 3 years’ experience in database development and management for Public Health, HIV and AIDs, Human Rights and Gender programming.
  • Highly motivated, self-confidence, willing to learn, good team work and able to work under high pressure and within a limited time frame.
  • Demonstrated proficiency in computer applications and languages in databases management.
  • Strong analytical skills, data organization, assessments, mining, validation, analysis and security.
  • Strong communication and presentation skills, including ability to develop reports and prepare relevant publications.
  • Ability to develop and implement performance management system for timely decision making.
