Humanitarian Officer - Health Informatics and Research

ROLE PURPOSE: 

Provides essential technical and administrative support to the health informatics team to ensure that Save the Children’s health information system, IMPACT (DHIS2), and other systems and processes are well functioning and able to provide timely guidance for programming and decision-making across the movement. Liase with Global Technical Advisors and Country Office Technical Advisors to ensure timely support and guidance.

KEY AREAS OF ACCOUNTABILITY:

Administrative support and coordination of technical support for the maintenance of IMPACT, Save the Children’s DHIS2 platform. Where relevant, provide coordination and administrative support for other databases, including Save the Children’s digital standardised programming guidelines for Health, Nutrition, and WASH (COMPASS).

DHIS2

  • Support the maintenance of IMPACT (DHIS2)
  • Provide troubleshooting support for users and coordinate higher level technical support as relevant
  • Training of new users in DHIS2 and support deployment of IMPACT to new sites
  • Collaborate with Country Offices and the Emergency Health Unit to develop streamlined data sets to meet internal, Ministry of Health, and donor reporting requirements
  • Design and facilitate periodic engagement and training workshops to strengthen user capacity on DHIS2 across Global, Regional and Country office colleagues
  • Conduct regular data quality checks and database cleaning, including purging redundant user and test accounts, data elements, and dashboards
  • Provide quality first line technical support for users, and escalate identified bugs
  • Ensure data are appropriately represented and are available in visual form to decision makers
  • Collate data collection and reporting needs from country/field offices

Administrative Support

  • Manage the health informatics SharePoint environment and ensure best practices in collaborative working within the team.
  • Act as spokesperson for the health informatics systems and various research projects in collaboration with the Humanitarian Health Adviser - Health Informatics
  • Where relevant, support coordination and administrative aspects for Save the Children’s digital standardised programming guidelines for Health, Nutrition, and WASH (COMPASS).

Information and Communication Support

  • Collate, edit and produce, and help design and implement dissemination strategies for, various types of information (newsletters, training brochure, reports, and publications) to internal and external audiences.
  • Help develop and maintain the IMPACT and COMPASS webpages, My Learning pages, and Workplace by Facebook profiles.
  • Act as a point of contact and to provide a timely response to external and internal requests for information about IMPACT, COMPASS, and various research activities.

EXPERIENCE AND SKILLS

Essential

  • Qualification or equivalent experience in public health or health information systems
  • Proficiency in use and maintenance of DHIS2
  • Excellent computer literacy, including advanced Microsoft Office with advanced Excel skills
  • Ability to solve problems, work under own initiative and see tasks through to completion
  • Proven organisational and time management skills with the ability to work under pressure and meet deadlines while maintaining attention to detail
  • Experience organising and delivering training to colleagues in person and remotely
  • Fluency in written and spoken English
  • Understanding of and commitment to humanitarian work

Desirable

  • Formal qualification in DHIS2
  • Formal training in or experience of data protection regulations (including GDPR) and their application to digital information systems
  • A post-graduate degree, or equivalent experience, in public health
  • Formal training in, or equivalent experience of, SharePoint
  • Experience using web content management systems and or with HTML5
  • Fluency in written and spoken French

Senior Humanitarian Advisor, Child Protection

ROLE PURPOSE: 

This role is an exciting opportunity for a Humanitarian Child Protection professional to provide technical support to our child protection work with children in humanitarian responses. The postholder will work closely with the Humanitarian Child Protection (HCP) Response Lead to define funding needs and support the development of partnerships and new business opportunities. S/he will also represent Save the Children in relevant inter-agency fora.

Specifically, the post holder will be accountable for (1) provision of child protection technical expertise to support country offices (CO) in the development and implementation of high-quality, integrated programming in humanitarian crises, including throught deployment; (2) support the Humanitarian Child Protection (HCP) Response Lead with new business development to address strategic priorities and response-level funding gaps; (3) contribution to internal technical approaches and tools and inter-agency evidence generation and standard setting.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

EXPERIENCE AND SKILLS

Essential

  • Extensive experience in delivering high quality humanitarian programmes and providing technical support to child protection.
  • Strong understanding of principles, practices and policy priorities related to child protection.
  • Strong experience of capacity building and mentoring on child protection approaches.
  • Knowledge of policy, research and evidence-based methodologies with regards to child protection, and other relevant child focused programming.
  • Professional qualification in or closely related sphere, such as social work, international law, psychology etc.
  • Ability to undertake significant and regular international travel up to 30% of time.
  • Strong interpersonal and communication skills including influencing, negotiation and coaching.
  • Commitment to building and supporting a diverse and inclusive technical team.
  • Fluent spoken and written English

Senior Humanitarian Advisor - Health Informatics

ROLE PURPOSE: 

Enable data-driven decision-making across Save the Children public health programming through the development, management, deployment and maintenance of IMPACT, Save the Children’s DHIS2 health information system.

KEY AREAS OF ACCOUNTABILITY:

Manage and oversee the governance, functioning and strategic development of Save the Children’s DHIS2 platform and drive the quality and uptake across Save the Children.

DHIS2

  • Review and oversee implementation of DHIS2 governance procedures and policies
  • Carry out ongoing maintenance, development, and improvement of existing country programme datasets
  • Manage first and second line support for DHIS2 and coordinate relevant second-line and third-line support with the hosting and support contractor
  • Ensure rigorous and ongoing quality control and data governance Manage system architecture and system upgrades with the DHIS2 hosting and support contractor

Leadership in health informatics

  • Work with the humanitarian public health advisors and the epidemiologist to refine and strategically expand implementation of DHIS2 across the movement with a focus on child public health data.
  • Identify critical capacity and capability gaps in health informatics to generate information to influence and advocate for further investment across the movement
  • Work with the public health technical teams to develop standard datasets whilst ensuring that country/programme specific data collection needs are met
  • Provide training to relevant staff on data entry and visualisations
  • Develop system functionality (e.g., GIS) in consultation with the epidemiologist and Country Office teams
  • Ensure rigorous and ongoing quality control and data governance (including removing inactive users, harmonising duplicate data elements, etc).
  • Ensure compliance with country-level data protection legislation as well as the GDPR
  • Manage system architecture and system upgrades with the DHIS2 hosting and support contractor
  • Develop a knowledge management system for DHIS2 including the development of standard operating procedures and training guidance, creating and maintaining a bank of configuration files, and enforcing the use of a shared digital workspace (i.e. SharePoint)
  • Manage first and second line support for DHIS2 and coordinate some second-line and third-line support with the hosting and support contractor
  • Advocate for the use of DHIS2 across members and collect and respond to feedback

EXPERIENCE AND SKILLS

Essential

  • Qualification or equivalent experience in computer science, information systems or the management of information systems
  • Qualification or equivalent experience working in health programmes and/or in information management in low and middle-income settings
  • Experience in DHIS2 database design and maintenance
  • Outstanding attention to detail
  • General understanding of humanitarian settings and associated health, nutrition and/or WASH activities
  • Problem solving and action orientation, creative, innovative
  • Strong communication and interpersonal skills
  • Strong team management experience
  • Demonstrable experience of working effectively at all levels including influencing senior stakeholders and peers, as well as with all levels of end users
  • Fluency in written and spoken English

Desirable

  • Formal qualification in DHIS2
  • Certification in, or equivalent experience of, information technology frameworks (e.g. ITIL, ASL, ISO/IEC 20000)
  • Formal training in, or equivalent experience of, data protection regulations (including GDPR) and their application to digital information systems
  • A post-graduate degree, or equivalent experience, in public health
  • Formal training in, or equivalent experience of, SharePoint
  • Fluency in written and spoken French
