Monitoring, Evaluation, and Learning (MEL) Director

Key Responsibilities

  •  Provide technical leadership to capture and communicate program results, as well as ensure high-quality, timely, valid, and verifiable data collection, reporting and analysis.
  •  Develop and implements framework for project results measurement, accountability, learning and development effectiveness to measure and report project success, including articulation of Theories of Change (ToC).
  •  Using a CLA framework, ensures that lessons learned, and best practices are captured, synthesized, reported, and disseminated.
  •  Review and update the project’s M&E plan on an on-going basis.
  •  Supports prioritization and regular use of health information by project partners at national and subnational levels, , leveraging routine information systems to the extent possible, and supports prioritization of indicators and strengthening of data for effective governance, coordination, and accountability of health services.
  •  Provides leadership and technical oversight, support, and direction on performance monitoring across all operational components of project.
  •  Coordinate and manage all monitoring, evaluation, and research and deliverables for the project and ensure that all required reports and documentation for the project’s internal management systems and for external reporting are produces according to USAID guidelines.
  •  Responsible for report requirements on project delivery to USAID.
  •  Ensures that the MEL system adheres to USAID guidelines and meets the needs of the program for learning, analysis, and reporting.
  •  Leads efforts to develop and implement an effective knowledge management system to ensure lessons and best practices are incorporated into ongoing interventions and innovative approaches.
  •  Leads development, selection, and application of M&E processes and tools.
  •  Lead and manage staff professional development to build their capacity and strengthen competency and professional development.
  •  Provide technical staff training where necessary (i.e. On- the- job -training, through coaching or formal short courses facilitated by managers themselves to develop to skills and knowledge).
  •  Provides strategic guidance on MEL activities and oversees MEL activities across the project, including indicator selection, baseline assessments, and setting targets.
  •  Guides team efforts to use data and research to inform evidence-based program design and adaptive management.
  •  Oversees and advises on information management processes by reviewing data collection efforts, overall data reliability, consistency, quality, and reporting.
  •  Fluent writing, reporting, and presentational skills in English.

Candidate Requirements

  •  Bachelor’s degree in M&E, Statistics, Economics, or related field; Master's degree preferred.
  •  Demonstrated experience in gathering, organizing, and analyzing large amounts of data as well as the ability to design manageable, transparent M&E systems that report progress against indicators throughout the life
  •  Prior experience developing, implementing, and managing performance monitoring plans (PMPs).
  •  Demonstrated experience with complex donor-funded development projects
  •  Experience with USAID rules and regulations, as well as best practices in M&E
  •  Proficiency in data analysis software, Excel, Word, and other MS Office software
  •  Experience in leading and oversight of qualitative and quantitative research and demonstrated experience managing data collection teams
  •  Excellent organizational and management skills to manage MEL teams and activities
  •  Extensive experience in a senior management role on a donor funded program.
  •  Extensive supervisory experience.
  •  Strong understanding of USAID regulations and M&E reporting requirements, preferably in the health sector.
  •  Fluency in English.

Chief of Party 

Key Responsibilities

  •  Provides overall leadership, strategic guidance, vision, and management to staff and the overall project team, including staff, consultants, and partner organizations.
  •  Plan, direct and coordinate technical and operational activities to ensure that project goals and objectives are met ad prescribed timeframes and funding parameters are in compliance with USAID regulations and Palladium’s policies.
  •  Provide overall technical and administrative leadership to the project implementation team, including development of strategies, budgets, work plans, MEL plans and reporting
  •  Ensures the strategic and functional integration of all technical areas as well as strong collaboration with government counterparts, donors, private sector, and other implementing partners,
  •  Coordinates with other local USAID representatives, USG projects, as well as other development partners to ensure collaboration, integrated approach, and complementarity of the interventions to add value to private service delivery improvement and HIV/AIDS, malaria, and family health programming.
  •  Serve as the project's primary point of contact with USAID, other implementing partners, MOH, and other stakeholders; ensure alignment and harmonization with other programming where appropriate, including public/private sector partnerships.
  •  Oversee budget implementation and financial management, working closely with the Director of Finance & Operations/Grants Manager; ensure the project's preparedness for USAID audit.
  •  Responsible for meeting contractual obligations, producing deliverables and targets, and achieving project results as specified by USAID.
  •  Oversees project planning, contributes technical expertise as necessary to ensure USAID/Kenya & East Africa Private Sector Opportunities to a Fully Private Care and Treatment, with a focus on results and financial accountability for all project activities.
  •  Provides strategic vision on program sustainability and resilience.
  •  Leads and advises on best governance principles, including ownership, inclusiveness, transparency, accountability, integrity, and ethical standards.
  •  Balances the interests of various stakeholders and supports participatory governance through multisectoral partnerships.
  •  Ensure interventions reflect high technical quality and are in line with the project's scope of work.
  •  Communicates/works with health sector leaders in Kenya, including MOH, subnational health sector leaders, and key stakeholders at the national level.
  •  Lead and manage staff professional development to build their capacity and strengthen competency and professional development.
  •  Represents the project to USAID, senior policymakers, and in professional and donor forums.
  •  Fluent writing, reporting, and presentational skills in English.

Candidate Requirements:

  •  Master's Degree or higher in health, social sciences, international development, or in a related field.
  •  Extensive professional experience in at two or more of the following areas: private sector health financing and engagement, supply chain, health policy formulation, private sector service delivery, advocacy for co-financing, HIV/AIDS, malaria, and family health.
  • USAID program experience a must with at least 5 years of experience as a Chief of Party on a USAID funded project or other donor-funded development project.
  • At least 5 years of experience in partnership building, particularly with the private sector, government representatives, donors, and community organizations.
  •  Demonstrated knowledge and experience with USAID or other donor planning and reporting systems, operations, programming, and structure
  •  Extensive experience managing and leading technical and administrative teams for complex development projects
  •  Extensive experience working in low- and middle- income countries (LMICs).Experience in Kenya and/or East Africa region preferred.
  •  Excellent interpersonal, writing, presentation, organizational and computer skills required (Outlook, Word, Excel).
  •  Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities often within a required timeframe.
  •  Ability to respond and adapt quickly to changing requirements and competing demands.
  •  Must be willing to live and travel within Kenya.
  •  Fluency in English.

Senior Technical Advisor, Private Sector Health

Key Responsibilities:

  •  Provide technical support and leadership to private sector health financing, supply chain, health policy formulation, private sector service delivery, advocacy for co-financing, HIV/AIDS, malaria, and family health, including desk-based research, quantitative analysis (e.g. costing), health market analysis, and commercial sector and investor partnership building.
  •  Leads planning, development, and implementation of private sector health activities, including management of staff, budget, reporting requirements, and products.
  •  Prepares presentations, manuscripts, reports, and briefs for internal and/or client use.
  •  Supports capacity building and knowledge sharing within the team on private sector engagement and investments in health.
  •  Represents the project/program in specific technical meetings and fora, including coordination meetings with partners, clients, and other stakeholders.
  •  Participate in outside associations, conferences, and symposia, including presentations of technical work.
  •  Fluent writing, reporting, and presentational skills in English.

Candidate Requirements

  •  Master’s degree in Business, Public Health, International Development, Public Policy, Health Sector Management, or a related field.
  •  Extensive experience in private sector health, public-private partnerships, and private investments in health in Kenya, including experience with USAID strongly preferred.
  •  Strong understanding of commercial sector in the Kenyan context, including private hospital and clinic networks, healthcare manufacturers, and health insurance, among others.
  •  Experience working with/ for commercial companies and/ or investors highly desirable.
  •  Strong quantitative skills, including data analysis and statistical interpretation. Experience with statistical software such as Stata, and familiarity with macro coding in Excel is desirable.
  •  Experience with government engagement in the context of fostering better understanding and collaboration between public and private sectors in health, desired.
  •  Ability and interest to present complex information to diverse audiences. Clear and effective writing and oral communication skills, including significant experience with report development and presentation software.
  •  Strong program management, organizational, and interpersonal skills required.
  •  Attention to detail and ability to perform multiple tasks and balance competing priorities effectively and efficiently often within a required timeframe.
  •  Fluency in English.

Director of Finance & Operations

Key Responsibilities

  •  Provides overall management of administrative operations, including logistics, procurement, budgeting, finances, human resources, information technology, property, and security.
  •  Oversees sound and effective systems for project administration and operations, including grants, subcontracts, procurement, and compliance.
  •  Support COP to maintain effective working relationships with donors and key government officials related to finance and operations.
  •  Support the annual workplan process and other strategic planning processes.
  •  Coordinate budgeting processes for program activities and conduct continual analysis and planning of operating, staff, and external project expenditures.
  •  Manage the procurement process, including negotiating competitive prices and documenting decision-making processes in accordance with USAID and Palladium’s regulations.
  •  Monitor salaries and benefits to ensure they are in line with agreed budget plans and competitive compensation structure benchmarking studies.
  •  Ensure contractual obligations are sound and appropriate for project.
  •  Supervises financial operations and monitoring of obligations, budgets, and expenditures.
  •  Prepares budgets for annual work plans and financial reports for USAID.
  •  Coordinates and manages the mobilization of short-term and long-term technical assistance and administrative staff.
  •  Develops internal control measures to ensure accurate and timely financial reporting at the headquarters and field levels.
  •  Conducts internal and coordinates external financial audits.
  •  Fluent writing, reporting, and presentational skills in English.

Candidate Requirements

  •  Master’s degree or higher in accounting, finance, business management or a related field is required.
  •  Extensive senior-level experience managing finance, administration, grants management, and operations activities for complex and large-scale donor funded programs, particularly with subcontractors. At least 3 years’ experience in the management of programs of the same complexity and size.
  •  In-depth knowledge of USAID financial management rules and regulations, and reporting requirements
  •  Demonstrated experience with supervision and oversight of subgrants and subcontracts
  •  Demonstrated experience in management, supervision, and coordination of a team of senior finance, HR, and operations professionals
  •  Excellent knowledge of local labor laws and policy interpretation
  •  Advanced skills in budgeting and financial reporting with USAID programs and projects
  •  Knowledge of basic accounting software packages, advanced proficiency in Word and Excel
  •  Superior attention to detail: organizational skills, planning skills, problem solving skills, analytical skills, and critical thinking.
  •  Fluency in English.
