Principal Legal Counsel

Duties and Responsibilities

The Principal Legal Counsel will be the Head of the Legal Services Department reporting to and serving under the direction of the Clerk of the County Assembly and will be responsible for the following:-

  • Drafting of Private Members’ Bills;
  • Drafting of amendments to Bills to be proposed to the County Assembly by any Member of the County Assembly or any Committee of the County Assembly;
  • Giving legal interpretation of Acts and Bills and generally giving legal advice on matters relating to the County Assembly;
  • Providing legal advice and any other legal services to the County Assembly Service Board, County Assembly and its Committees; the Speaker and the Clerk;
  • Ensuring that Bills passed by the County Assembly comply with the Constitution;
  • Ensuring that the integrity of the legislative process is upheld, observed and maintained;
  • Legal representation of the County Assembly and the County Assembly Service Board in court proceedings;
  • Advising the Speaker, the County Assembly Service Board, the Clerk, the Management Committee, the various Departments, Members of the County Assembly on compliance with the Constitution and all existing legislation in the country;
  • Drafting contracts and other legal instruments for the County Assembly Service Board;
  • Conveyancing for the County Assembly Members and staff car loan and mortgage schemes;
  • Managing the pupillage programme within the Department;
  • Implementing policies and priorities developed by the County Assembly Service Board; xiii)Undertaking legal research;
  • Overseeing the implementation of Departmental training plan;
  • Appraising staff in the Department;
  • Coordinating preparation of Departmental budget proposals and procurement plans;
  • Overall supervision of the Legal Department staff; and
  • Mentoring and coaching staff.

Requirements for Appointment

  1. Served in the grade of Senior Legal Counsel for a minimum period of three (3) years or its equivalent;
  2. a Bachelor of Laws degree from a recognized institution;
  3. a Master’s Degree in Law from a recognised institution will be an added advantage;
  4. Been admitted as an Advocate of the High Court of Kenya;
  5. a current practicing certificate from the Law Society of Kenya;
  6. Demonstrated integrity, professional competence and administrative ability as reflected in work performance and results.
  7. Proficiency in computer applications.
  8. Proof of handling cases/matters in Courts of Law.

Principal Security Officer

Duties and Responsibilities

The officer will be the Chief Security Officer in the County Assembly responsible for planning and coordination of security functions and operations in the Assembly and his/her duties and responsibilities will entail: –

  • Overall supervision of the staff at the Department;
  • Coordinating security surveys and investigations;
  • Formulating, interpreting and implementing the Assembly’s security, safety and disaster management policies, rules and regulations;
  • Superintending the estate management functions in the Assembly premises;
  • Ensuring safe custody of Assembly assets and track their movement to enhance proper accountability and correct usage;
  • Coordinating with other security organs for reinforcement of security;
  • Advising the speaker and the Clerk on matters pertaining to security;
  • Overseeing security of Members, staff and visitors within the Assembly precincts;
  • Ensuring the enforcement of Speaker’s rules, Standing Orders and relevant provisions of the County Assemblies Powers and Privileges Act;
  • Ensuring the enforcement of relevant institutional policies and laws to ensure decorum is observed within Assembly precincts;
  • Ensuring compliance with occupational safety and health requirements.
  • Monitoring of the CCTV footages.
  • Overseeing the implementation of departmental training plan;
  • Preparation of Departmental work plan, budget proposals and procurement plans; and
  • Mentoring and coaching staff.

Requirements for appointment

For appointment to this grade, an officer must have: –

  1. Must have served in the disciplined forces for a period of not less than ten years with exemplary service;
  2. Bachelor’s degree in Security Management and Criminology or any other equivalent and relevant qualification from a recognized Institution;
  3. A Master’s s degree in Security Management and Criminology or any other equivalent and relevant qualification from a recognized Institution will be an added advantage;
  4. Demonstrated an understanding of relevant County Assembly procedures; and
  5. Demonstrated managerial, professional competence and administrative ability as reflected in work performance.

Legal Counsel

Duties and Responsibilities;

  • Drafting of Bills;
  • Drafting of Committee stage amendments reports to Bills proposed to the Assembly by any Member of County Assembly or any Committee of County Assembly;
  • Liaising with legal officers in the office of the County Attorney on litigation matters involving County Assembly;
  • Legal representation of County assembly and the CASB in court proceedings;
  • Drafting legal opinions on matters before or relating to County Assembly and giving legal advice on commercial matters;
  • Review and examine claims, litigation, arbitration and prepare draft responses to the same;
  • Draft contracts for review; and
  • Undertaking legal research on matters before the Department.

Requirements for Appointment

For appointment to this grade a candidate must have: –

  1. Served in the grade of Legal Counsel II for a minimum period of three (3) years or its equivalent;
  2. A Bachelor of Laws degree from a recognized institution;
  3. Been admitted as an Advocate of the High Court of Kenya;
  4. A current practicing certificate from the Law Society of Kenya;
  5. Certificate in Supervisory Skills lasting not less than two (2) weeks from a recognized institution;
  6. Proficiency in computer applications; and
  7. Shown merit and ability as reflected in work performance and results.
