FUNCTIONS OF THE COUNTY EXECUTIVE COMMITTEE MEMBER
In addition to the functions provided under Article 183 of the Constitution, in accordance with Section 36 of the County Government Act, 2012, County Executive Committee Member shall: -

• Supervise the administration and delivery of service in the County and all decentralized units and agencies in the County; 
• Perform any other functions conferred by the Constitution or National legislation; and
• Carry out any function incidental to any of the assigned functions.

QUALIFICATIONS FOR APPOINTMENT
Applicants will be required to possess the following: -

• Be a Kenyan citizen;
• Be a holder of at least a first degree from a recognized University in Kenya;
• Satisfies the requirements of Chapter Six of the Constitution; and
• Have knowledge and experience and a distinguished career of not less than five years in the field relevant to the portfolio of the department to which the person is being appointed.

TERMS OF SERVICE

• Five (5) year contract, renewable once.

FUNCTIONS OF THE COUNTY SECRETARY
According to the County Government Act 2012, Sec. 44(3) the County Secretary shall –

• be the head of the County Public Service; responsible for arranging the business, keeping the minutes of the County Executive Committee subject to the directions of the executive committee;
• convey the decisions of the County Executive Committee to the appropriate persons or authorities; and perform any other functions as directed by the County Executive Committee.

QUALIFICATIONS FOR APPOINTMENT
The applicants will be required to possess the following:-

• Be a Kenyan citizen; 
• A university graduate with at least 10(Ten) years’ experience in administration and Management;
• Satisfies the requirements of Chapter Six of the Constitution

TENURE OF OFFICE

• The County Attorney shall hold office for a term of six (6) years.

FUNCTIONS OF THE COUNTY ATTORNEY

The County Attorney –

• is the principal Legal Advisor to the County Government;
• shall attend the meetings of the County Executive Committee as an ex-officio member of the executive Committee;
• shall, on the instructions of the county government, represent the county executive in court or in any other legal proceedings to which the county executive is a party, other than criminal proceedings;
• shall advise departments in the county executive on legislative and other legal matters; 
• shall negotiate, draft, vet and interpret documents and agreements for and on behalf of the county executive and its agencies; 
• shall be responsible for the revision of county laws; 
• may liaise with the Office of the Attorney-General when need arises; and 
• shall perform any other, function as may be necessary for the effective discharge of the duties and the exercise of the powers of the County Attorney.

QUALIFICATIONS FOR APPOINTMENT

• person qualifies for appointment as County Attorney if such person
•  is an Advocate of the High Court of Kenya of at least five years standing; and Meets the requirements of Chapter Six of the Constitution.
