a) Duties and responsibilities
The legal Counsel position exists to ensure provision of non-partisan, professional legal services to members and staff of County Assembly and to the CASB.

Specific Responsibilities

i) Advising the Office of the Clerk, Office of the Speaker and the County Assembly Service Board on institutional and legal affairs and matters of County Assembly governance;
ii) Coordinating representation of County Assembly and the CASB in court proceedings;
iii) Giving appropriate instructions to appointed external counsels -continuously liaising with the external counsel on record on matters assigned;
iv) Commissioning drafting of Bills, amendments to Bills to be proposed to the Assembly by any Member of County Assembly or any Committee of County Assembly;
v) Giving of legal opinions on matters before or relating to County Assembly and giving legal advice on all legal matters;
vi) Providing legal advice to the CASB, County Assembly Service, County Assembly and its Committees and generally giving legal advice on matters relating to County Assembly;
vii) Providing any other legal services that may be required by County Assembly, the Committees, the Speaker, the CASB or the Clerk;
viii) Coordinating legal audit of Bills passed by County Assembly to ensure they comply with the Constitution and other statutes;
ix) Liaising with the Office of the County Attorney on matters involving Assembly;
x) Commission legal research on matters before the Department;
xi) Setting and agreeing on performance targets with staff members;
xii) Supervisory duties and performance management of the direct reportees in the Department;

(a) Duties and Responsibilities
The key objective of this position is to facilitate communication between hearing and hearing impaired individuals through sign language. As an interpreter, you must understand the subject matter of discourse so you can accurately translate what is being said into sign language and sign language into spoken language.

Main Responsibilities
a) Providing a full range of interpreting/transliterating services for deaf/hard of hearing (HoH) members and employees;
b) helping hearing impaired individuals understand the proceedings of the plenaries and committees of the Assembly;
c) Interpreting any conversation, meeting, and training session or other requested event, including providing oral interpreting to Members and Staff who do not use sign language;
d) Responsible for interpreting in a variety of communication modes during assembly-wide work related events such as programs, conferences, and appraisals, and counseling sessions, etc. for specific training needs and benefits;
e) serve as a liaison between County Assembly and the deaf community;
f) Utilize skill in a variety of signed languages, Contact Sign, and Conceptually Accurate Signed English, CASE) to facilitate communication;
g) Enlighten Member and staff on Deaf Culture and interpreter services;
h) Identify process improvement opportunities to improve on services to Assembly customers; and
i) Any other duty as may be assigned from time to time

b) Requirements for Appointment
For appointment to this position of sign language Interpreter, you must have:-
Academic Qualifications
i) Served as a sign language interpreter for a minimum period of two (2) years;
ii) A bachelor’s degree from a recognized university
iii) Certification in Kenyan Sign Language (KSL) from a recognized institution – Advance stage;
iv) Fluency in English and Swahili languages;
v) Proficiency in computer application; and
vi) Shown merit and ability as reflected in work performance and results.

Pursuant to section 155(5) of the Public Finance Management Act, 2012, Public Finance Management (County Government) Regulations, 2015 section 167 and Audit Committee Guidelines for the County Government, the Assembly invites suitably qualified Kenyans to apply for the following:
a) One (1) position for Chairperson of the Audit Committee;
b) Two [2) positions for Members of the Audit Committee.

To be appointed as CHAIRPERSON of the Audit committee one should:
1. Hold a degree from a recognized university in Kenya
2. Hold CPA(K) in good standing
3. Have Knowledge and experience of not less than 7 years in:
a. Audit and or
b. Financial management/accounting
4. Have knowledge and experience in public service/devolved system of government and knowledge in risk management.
5. Be a person with integrity and in compliance with requirements of Chapter six of the constitution

To be appointed as MEMBER (2) of the audit committee one should:
1. Hold a degree from university recognized in Kenya
2. Have progressive working experience of not less than 5 years
3. Member of professional body in good standing
4. Have knowledge and experience in public service/devolved system of government
5. Be a person with integrity and compliant with requirements of chapter six of the constitution.

Terms of Appointment
1. Members of Audit committee shall be appointed for a term of 3 years on part time basis and shall be eligible for re-appointment for a further one term only.
2. The term should only be extended after performance of the member has been reviewed.
3. Applicants should not be past/present employee/agent of Kirinyaga County Government / Assembly or holder of a political office
