Economic Recovery Assistant – Financial Inclusion

Responsibilities:
R1. Project Management/Development, Monitoring & Evaluation:

  • Support to plan, oversee and implement financial inclusion activities in DRC Urban Program within the project.
  • Remain abreast of topical developments related to economic recovery and financial inclusion that will promote community participation in the financial sector hence improving their economic/livelihoods and well-being.
  • Contribute to promote sector learning and knowledge management in the Livelihoods sector through: collating findings/ information collected from the field as well as routine monitoring to draw lessons.
  • Support in community mobilization, sensitization, formation of groups and training on VSLAs (Village Savings & Loans Associations) as well as FED (Financial Enterprise Development) to promote financial inclusion amongst the vulnerable and unbanked communities.
  • Contribute to developing and/or adopting sector guidelines and tools in support of Livelihoods program implementation.
  • Support in submitting timely and high-quality activities/donor, and internal progress reports.
  • Contribute in Livelihoods sector growth in scope through fundraising – identification of sector gaps and root causes analysis, and support in developing quality concept notes/proposals with corresponding activity budgets.
  • Support the Financial Inclusion team in project kick-off, review and  closure meetings including periodic program review, planning and external meetings as often as requested by the supervisor.
  • Assist in ensuring the sector adheres to CHS (Core-Humanitarian Standards) Principles in project implementation; participate in CHS audits and support M&E plan.

R2. Technical Implementation:

  • Contribute to implementation of technical activities related to financial inclusion including building the capacity of VSLAs as well as work with digital partners to digitize VSLAs.
  • Support to conduct training in financial literacy and entrepreneurship skills, working with micro-businesses to strengthen business plans and operations.
  • Coach and mentor entrepreneurs to be able to scale up their businesses.
  • Support entrepreneurs through market linkages, business information and access to finance through the relevant partners in the project.

R3. Coordination & Partnership:

  • Support to develop and maintain effective working relationships with all stakeholders, including urban refugee and host community members and leaders, NGOs, UN agencies, DRS (Department of Refugees Services), FSP (financial service Providers) and other DRC team members including partners to enhance multi-agency and multi-sectoral cooperation and coordination on response activities.
  • Contribute to promoting collaboration and synergy between refugee-focused interventions and the host communities.
  • Assist to actively participate and engage in relevant coordination meetings and collaborate with other agencies of relevance/value add to DRC’s urban agenda.

R4. Budget Management:

  • Provide support to ensure sound budget expenditure, adherence to DRC financial procedures and donor requirements as related to the financial inclusion sector.
  • Contribute to drafting spending plans, procurement plans, and work plans based on financial inclusion activities and budgets.
  • Assist to participate in Budget Follow-Up (BFU) meetings to ensure the budget is tracked and over/under expenditures are addressed in time in consultation with the Economic Recovery Officer and Project Manager.

Experience and technical competencies:

  • Minimum of 2 years + of field experience in implementing economic recovery/financial inclusion programming in an International NGO or other relevant agency.
  • Experience in financial inclusion interventions and models (VSLA/GS&L, co-operative societies, Grameen, village banks) is an added advantage.
  • Good technical experience in financial inclusion programming including working with VSLAs, developing the capacity of micro-enterprises, working with micro-loans programs/formal financial institutions and providing financial inclusion and entrepreneurship training. Experience working with ‘sharia-compliant’ financing is an added advantage.
  • Experience in working with digital service providers and digital financial services including the implementation of digital solutions is desirable.
  • Good project management skills, with experience managing multiple location, sector project budgets.
  • Experience working in urban displacement responses and in multi-sectoral interventions.
  • Experience in the digitization of savings groups, enterprises, or social associations is an added advantage.
  • Good planning, organizational and problem-solving skills with ability to work both independently and within a team in a demanding working environment.
  • Good analytical and strategic planning skills.
  • A demonstrated ability to build and maintain relationships with host governments/communities, donors, partners, local organizations, and other stakeholders.
  • Good level of communication and interpersonal skills.

Education: 

  • A Bachelor’s degree in a relevant field (Business Management, Economics, Entrepreneurship or Community Development or its equivalent).
  • Fluency in written and spoken English is essential

Regional Safety Coordinator

Your main duties and responsibilities will be:

Safety Risk Management System

  • Assist and monitor the development of country operation safety risk assessments (SRAs); supervise and endorse the assessment of safety levels; ensure that the safety level system is kept current
  • Advise the SMT, CDs and area managers on available safety management strategies, including the transfer, avoidance, acceptance and/or control of risks
  • Assist in the development of safety plans, including local safety rules (LSRs); standard operating procedures (SOPs); critical incident management plans (CIMPs); and minimum operating safety standards (MOSS)
  • Support the implementation of safety improvement plans (SIPs), and assist in the implementation of staff capacity training plans, including the delivery and prioritization of training modules, specifically personal awareness, and safety training (PAST) and incident management team (IMT) training to country operations
  • Undertake regular MOSS audits across the region

Technical support, advice, and capacity building

  • Provide technical supervision and support to all senior safety staff across the region. Develop their skills and knowledge through constructive feedback, training events and supporting personal development goals
  • Assist country offices with the selection, recruitment, and professional development of safety staff
  • Provide regular analysis, statistics, and reporting on key developments within the region to ED and GHoS
  • Provide safety advice as part of programme development and during programme implementation, including programme assessments
  • Identify potential scenarios, indicators of change and key decision points
  • Conduct ad hoc safety risk assessments post incident or due to low levels of MOSS compliance
  • Ensure risk registers identify safety risks where relevant and work with SMT on identifying risk treatments and porgramme or operation access constraints
  • Act as the focal point for technical advice on procurement and installation of safety-related equipment
  • Provide strong oversight to consortium’s where DRC is involved to ensure that an appropriate level of duty of care is maintained
  • Oversee the travel clearance request system to ensure compliance

Representation

  • Be the focal point for safety co-ordination between relevant actors.
  • Attend IAWG Regional Security Forum (RSF), INSO, UN and other relevant external fora
  • Establish a network of contacts and represent DRC at security meetings

Incident and critical incident management and response

  • Support the establishment and maintenance of the Nairobi CIMT and country-level IMTs
  • Coordinate the CIMT in the event of a critical incident
  • Ensure effective country-level CIMPs are in place
  • Brief CIMT members on their responsibilities and ensure alternate members are available and briefed
  • Assist in the management of safety incidents and provide timely and accurate incident reports
  • Conduct After Action Reviews following a critical incident

Required

  • Relevant university degree (in lieu of degree, at least 8 years’ experience in the safety and security sector not including military experience)
  • At least 5 years in security and safety management including international safety and security experience in several countries, preferably within EAGL region
  • At least two years as a safety and security manager with an INGO at a country or regional level; preferably with experience in high-risk environments within sub-Saharan Africa
  • Proven ability to develop and implement effective and contextualized safety and security protocols and systems
  • Ability to be flexible and demonstrate an innovative approach to safety risk management
  • Substantial experience in information gathering, analysis and report writing, including conducting and producing high quality SRAs.
  • Demonstrated experience with critical incident management
  • Demonstrated experience with delivering effective safety-related training
  • Proven ability to prioritize tasks and meet deadlines
  • Proven ability to work effectively with minimal supervision
  • Stable, dedicated team-player with a good sense of humor and a high level of personal integrity

Area Manager

About the job

Your main duties and responsibilities will be:

Management

  • Enable an effective team through result-oriented management systems, providing leadership, on-job capacity building and designing staff development strategies.
  • Provide direct management of senior program, support and security staff; provide oversight and management of the entire team in Turkana County.
  • Ensure programs are developed, implemented and evaluated within clear monitoring frameworks with a focus on programme quality and in adherence to   DRC and donor regulations and the core humanitarian principles.
  • Provide on-site support through frequent visits to project sites and conduct briefing with the team on key findings and agree on actions
  • Ensure that the learning from the DRC programmes in Kakuma,  Kalobeyei,  Lodwar & other parts of Turkana County are shared and disseminated accordingly.
  • Frequent consultations with sectors lead to determine key issues in Turkana County and obtain common positions around these issues

Security

  • Proactively ensure that the team members operate in a secure environment and are aware of DRC Policies
  • Ensure team members are following security and contingency plans as outlined by safety department in DRC
  • Focal point person for pandemics e.g COVID 19 (DRC, MOH Turkana and UNHCR)
  • Ensure a safe and secure environment for DRC staff, beneficiaries and assets through: operationalizing DRCs security procedures, providing safety and security analysis, recommendations and follow-ups.
  • Organize for regular staff training on the use of DRC safety and security systems/procedures.
  • Closely work with DRC Safety and Security team – to collaborate on operational plans such that they are grounded in sound analysis and backed by appropriate feasible mitigation measures.

Support Services

  • Ensure that the Support Services Processes in Finance, IT, Supply Chain, HR & Admin are cost effective, efficient and responsive to the growing needs of the programme in the North Rift (Kakuma and Kalobeyei, Lodwar & its environs).
  • Keenly ensure that the Support Services Processes/systems in the North Rift are compliant to DRC, donor and national policies, rules, regulations and systems;
  • Ensure a diverse and professional workforce through efficient, effective and transparent recruitment, evaluation and disciplinary processes.
  • Ensure procurement is carried-out in a fair, transparent, effective and well documented manner.
  • Supervising all financial reporting and financial procedures, including the monthly schedule for financial reporting, donor reporting and audits, cash flow and liquidity management plus ensure Master Budget is regularly updated and discussed with Country office
  • Ensure that DRC Dynamics (ERP) system is fully used in the area office used in managing Supply Chain, Finance, HR and Grant Management.
  • Ensure smooth flows of daily administrative, program support and operations work of the team
  • Create and sustain a work environment of mutual respect where team members strive to achieve excellence.

Program

  • Ensure that program designs are responsive to the community and donor identified needs and that resources of the targeted population, are well coordinated with those of other aid actors address lessons learned (from DRC and other actors) and steered towards ensuring accountability to the people to whom the services/inputs are indented to serve.

External relations

  • Establishes and maintains open and productive dialogue with the County Government, relevant line ministries, community leaders, power brokers and relevant aid agencies, private businesses and donors.
  • Attends and contributes to discussions, workshops, working groups and other forums where operations and other issues that may impact operations or the people DRC serves are discussed.
  • Host external delegations and dignitaries on work related field visits in the North Rift (Kakuma & Kalobeyei refugee camps as well Lodwar and other field operation areas in Turkana County.
  • Consistently demonstrate flexibility, resilience and ability to maintain positive relationships and compose, even under difficult circumstances.
  • Identify, build and manage collaborative partnerships with key stakeholders in the area of operations 
  • Proactively participate in relevant informal and formal coordination meetings with County, National government, District County Commissioner, RAS and donors based in the field.
  • Ensure full participation of DRC in Working groups meeting and represent DRC in Interagnecy meeting in Kakuma and Lodwar level. The AM is also expected to attend Protection working group as a passive participant and later discuss with SGBV and CP team leaders on key discussion points which require action from DRC.

About you

To be successful in this role we expect you to possess the following:

Required

  • A recognized University degree in relevant field (Emergency, economic recovery, protection, peace building.
  • Minimum 5-years relevant experience; with at least 4-years’ experience managing large-scale multi-sector programming
  • Proven experience in strategic development and program design & writing, planning, implementation, monitoring and evaluation.
  • Practical and extensive financial, HR and administration management experience with extensive knowledge of budget development/management and finance documentation, tracking and archiving; understanding of HR and administration principles and ethics.
  • Result-oriented management experience of a large, diverse and dynamic team, and a commitment to good leadership.
  • Must have a proven ability to foster teamwork and commitment to on-job training/support.
  • Practical and proven skills in negotiation and conflict resolution with a wide range of stakeholders.
  • Experience in security and safety management in highly dynamic security environments
  • Analytical and problem-solving skills and an ability to work independently and as a team.
  • Experience in a refugee setting and a good knowledge of refugee issues.
  • Proven excellent communication skills and fluency in written and spoken English essential. Excellent report writing skills is a must.
