Kakamega County is located in the western region of the country with an area of 3,051.3 square kilometers

Director, Governor's Press Unit

Duties and Responsibilities 
The officer shall head the Governors press unit. Specific duties and responsibilities will entail: 

  • Provide leadership for the Governor’s press unit; 
  • Identifying Government events in a specific sectoral area that require packaging for dissemination to the media and the public; 
  • Preparing and organizing for Government policies, programmes and projects can be propagated and promoted; 
  • Gathering Information on policies, programmes, significant events and how they impact on customers and disseminating the same to the public/media; 
  • Ensuring proper projection of corporate image of the organization; 
  • Carrying out research based on both local and international press on possible causes of negative publicity on Government and developing appropriate interventions;
  • Ensuring proper use of finances, stores, equipment’s; and 
  • Supervision, guidance, training and development of staff. 

Requirements for appointment 
For appointment to this grade, an officer must: 

  • Have served in the grade of Deputy Director of Public Communication Job Group (R) or in a comparable and relevant position in the Public Service for a minimum period of three (3) years; 

OR

  • Have 15 years’ experience in Communication, five (5) of which shall be in a senior management position;
  • Have a Bachelors degree in any of the following disciplines: Mass Communication, Communication Studies, Journalism, International Relations, Public Relations, Social Sciences or any other approved equivalent qualifications from a recognized University/Institution; 
  • Have a Masters degree in any of the following disciplines: Mass Communication, Communication Studies, Public Relations, Journalism, Information Science, International Relations, Social Sciences or any other approved equivalent qualifications from a recognized institution; iCertificate in Strategic Leadership Development Programme lasting not less than six (6) weeks from a recognized institution will be an added advantage; 
  • Possess good oral and written communication skills in both English and Kiswahili; 
  • Possess advanced computer application skills; 
  • Be a person of integrity, motivated and a team player;
  • Have demonstrated professional competence in information service; and
  • Meet requirements of chapter six of the Constitution on leadership and integrity.

Deputy Accountant General

Duties and Responsibilities
The officer will report to the Chief Officer responsible for Finance. An Officer at this level will be deployed to head the County Treasury Headquarters. Specific duties will entail: -

  • Reviewing the applications of accounting standards and systems including IFMIS and recommending changes and improvements; 
  • Overseeing cash management and exchequer operations both for expenditure and revenue in liaison with the Central Bank of Kenya and other banks;
  • Provision of advisory services to the County Accounting Officers and other stakeholders on all financial and accounting matters in an accounting unit; 
  • Ensuring proper interpretation and implementation of financial regulations and procedures, treasury circulars, letters and instructions; 
  • follow up with Heads of Accounting Units (HAU) on non-compliance with standards, 
  • Circulars, financial regulations and procedures, letters and instructions;
  • developing supplementary financial regulations and procedures to enhance internal controls established through normal treasury regulations and procedures; 
  • Provision of quality and timely accounting services in the accounting unit including maintenance of accurate accounting records and preparation of management and statutory financial reports 
  • Ensuring conformity to the law; 
  • Participate fully in ministerial committees’ especially tender, planning, audit, training, etc.; 
  • Authorizing payments, sign cheques, identify suitable cheques signatories and set limits as appropriate; 
  • Maintain an inventory on all bank accounts in the accounting unit and their approved signatories including County Departments and Agencies;
  • Supervision, training, development and deployment of accounts staff in the unit. 

Requirements for Appointment
For appointment to this grade, the officer must have: -

  • Relevant working experience of fifteen (15) years, five (5) of which shall be in a senior management position in the Accounting, Audit or Financial field;

 OR 

  • Served in the grade of Senior Assistant Accountant General, Job Group CPSB 04 (‘Q’) or comparable 
  • position in Public Service for a minimum period of three (3) years.
  • Passed Part III of Certified Public Accountant (CPA) Examination or its recognized equivalent. 
  • Master’s degree in any of the following disciplines: - Accounting, Finance, Business Administration, ommerce or their relevant equivalent qualification from an approved institution. 
  • Registered with the Institute of Certified Public Accountants of Kenya (ICPAK); 
  • Certificate in Strategic Leadership Development Programme lasting not less than six (6) weeks from a recognized institution will be an added advantage; and
  • Meet requirements of chapter six of the Constitution on leadership and integrity.

Director of Medical Services

Duties and Responsibilities 

  • The Overall duties will be to oversee service delivery and will include; Diagnostic Services, Clinical Services, 
  • Nursing Services, Pharmaceutical Services, Blood Safety, Rehabilitative and Referral Services. Specific duties 
  • and responsibilities will include: -
  • Provide leadership in the implementation of a strategic plan which is linked to the Department of Health and National Health Plans; 
  • Lead in the development of Annual Work Plans; 
  • Supervise the implementation of the existing quality assurance systems provided to monitor the quality of service, investigate incidences/complaints in the hospitals and health facilities 
  • iLead in the management of clinical audits, promote issues pertaining to quality assurance including multidisciplinary audits and quality initiatives; 
  • Coordinate the training, coaching and mentoring of health personnel; 
  • Monitor compliance of clinical and rehabilitative quality assurance guidelines; 
  • Develop and implement medical Standard Operating Procedures (SOPs) and protocols; 
  • Coordinate emergency response and clinical care; and 
  • Monitor and Evaluate activities against quality standards and response. 

Requirements for the appointment 
For appointment to this grade, a candidate must: -

  • Have served in the position of Deputy Director of Medical Services/Medical Specialist I Job Group, CPSB 04 (“Q”) or its equivalent for a minimum period of three (3) years in Public Service; 
  • Have a Bachelor of Medicine and Bachelor of Surgery from a university recognized in Kenya; 
  • Masters’ degree in the relevant medical field from a university recognized in Kenya; 
  • Be registered with the Kenya Medical Practitioners and Dentists Council and possess a valid practicing license; 
  • Have capacity to undertake multiple tasks within strict timelines; 
  • Possess strategic and analytical skills with a deep understanding of the strategic and operational 
  • challenges of the health sector at County and National levels; 
  • Have analytical ability necessary to evaluate and determine health status of patients and implement proper care plan; 
  • Interpersonal skills necessary to interview and counsel patients; teach and instruct health care personnel on procedures and treatment; 
  • Ability to design and conduct operations, research, analyze and utilize research findings in planning activities to improve service delivery; 
  • Certificate in Strategic Leadership Development Programme lasting not less than six (6) weeks from a recognized institution will be an added advantage; 
  • Demonstrate a good understanding of the County Government’s mandate on Health, National health policies, and Kenya’s vision 2030; 
  • Demonstrate understanding of and commitment to the National Values and Principles of Public Service, Governance as espoused in the Constitution of Kenya 2010 under Articles 10 and 232 and
  • Meet requirements of chapter six of the Constitution on leadership and integrity

Director, Public Health

Duties and responsibilities 
Specific Duties will entail: -

  • Provide leadership in service delivery in the following areas: - Public Health, Reproductive Health, New-born, Child, and Adolescent Health, Vaccines and Immunization, Nutrition and Dietetics, Community Strategy, Disease Surveillance among others; 
  • Ensure the Implementation and Compliance of Cap 242 Laws of Kenya and any other Legislations on Public Health; 
  • Develop and implement policies, guidelines, Budgetary plans, strategies, programs, standards and procedures in the area of promotive, preventive and environmental health programmes;
  • Lead in the development and implementation of Strategic Plans as linked to Vision 2030 and Health Sector goals; 
  • Ensure notification of infectious diseases and administration of Quarantine for infectious diseases; 
  • Coordinate Preventive health programs including vector control, malaria, HIV/AIDS, TB; 
  • Coordinate Public Health Research and Innovations; 
  • Coordination of Health Partners and other Private Partnership (under Public Health); 
  • Implement policy on safe management of healthcare waste; 
  • Coordinate all public health and sanitation health services and projects within the County; 
  • Monitoring and evaluation of public health projects and programmes to ensure that their delivery is within the required public health standard; 
  • Provide technical advice on Public Health matters to both CECM and Chief Officer Public Health; and 
  • Supervise the Development and management of public and private mortuaries, cemeteries and crematoria. 

Requirements for Appointment 
For appointment to this grade, a candidate must: -

  • Have served in the grade of Senior Assistant Director Public Health Job Group CPSB 04 (‘Q’) or its equivalent for a minimum period of three (3) years in Public Service; 
  • Have a Bachelor’s degree in either Environmental Health or Public Health or an equivalent qualification from a recognized institution; 
  • Possess a Master’s degree in any of the following disciplines: Environmental Health, Public Health, Epidemiology, Food Safety and Quality, Food Science and Technology, Community Health, Occupational Health and Safety, Health Promotion and Education, Solid Waste; Certificate in Management or Disaster Management from a recognized institution will be an added advantage; 
  • Must be registered and have a valid practicing license from Public Health and Technicians Council (PHOTC); 
  • Have capacity to undertake multiple tasks within strict timelines; 
  • Possess strategic and analyical skills with a deep understanding of the strategic and operational challenges of the health sector in the county and the country; 
  • iHave the ability to design andconduct operations, research, analyze and utilize research findings in planning activities to improve service delivery; 
  • Possession of Certificate in Strategic Leadership Development Programme lasting not less than six (6) weeks from a recognized institution will be an added advantage; 
  • Demonstrate a good understanding of the County Government’s mandate, health policies, vision, 
  • Meet requirements of chapter six of the Constitution on leadership and integrity.

Director of Public Communications

Duties and Responsibilities
An officer at this level will head the Public Communications Directorate. Specific duties and responsibilities will entail 

  • Initiate or review of public communications policies and design of appropriate programmes and infrastructure to facilitate its implementation;
  • Initiatee research on various public communication issues and developing appropriate interventions; 
  • Develop standards and regulations in the management of public communications functions.
  • iidentifying Government events that require packaging for dissemination to the media and the public; 
  • preparing and organizing fora where Government policies, programmes and projects can be propagated and promoted; 
  • Carrying out research based on both local and International press on possible causes of negative publicity on the Government and developing appropriate interventions 
  • preparing media supplements, documentaries, press release/media features; 
  • deployment of public communications personnel; 
  • succession planning as well as ensuring training and development of public communications personnel.

Requirements for Appointment 
For appointment to this grade, an officer must:

  • Have served in Job Group (‘N’) and above in the public service or its equivalent with continuousservice of twelve years;
  • have a Masters degree in any of the following disciplines: Mass Communication, Communication Studies, Information Sciences, Public Relations, International Relations, Journalism, Social Sciences or any other approved equivalent qualifications from a recognized institution;
  • have a Bachelors degree in any of the following disciplines: Mass Communication, Communication Studies, Information Sciences, Public Relations, International Relations, Journalism, Social Sciences or any other approved equivalent qualifications from a recognized institution;
  • have a clear understanding of the National Development Goals, Vision 2030, Millennium Development Goals and the role of Public Communications in achievement of the same; 
  • possess strong leadership skills required at that level; 
  • possess good oral and written communications skills in both English and Kiswahili;
  • be of high integrity, motivated and a team player; (possess advanced computer applications skills; 
  • Certificate in Strategic Leadership Development Programme lasting not less than six (6) weeks from a recognized institution will be an added advantage; 
  • Have demonstrated a clear understanding of National and County development policies, goals and objectives and ability to integrate them into the Administrative Officers function; 
  • Be competent in computer application skills;
  • Have excellent communication skills; and
  • Meet requirements of chapter six of the Constitution on leadership and integrity.
