Chai SACCO Society Ltd is a leading Savings and Credit Co-operative Society Ltd with fully fledged branches in Nairobi, Mombasa, Litein, Nkubu, Kisii and satellite offices in Olenguluone, Silibwet, Othaya,, Kangari, Kapsabet, Nyamira & Kutus. 1. Job Profile
Job Title: Head of Finance

Status Contract

• Credit Manager

2 Purpose of the Job
Provide strategic leadership in the management of the organization’s finances, by safeguarding the financial resources, financial policies and financial procedures

3. Duties and Responsibilities
I. Managerial Roles and Responsibilities
i. Work in close cooperation with the Chief Executive Officer to ensure that an appropriate financial policy framework is in place to guide the financial decision making in terms of clarity on turnover, profit, costs and investment and forward planning
ii. Contribute to the preparation of the manual budget and forecasts and formulation and implementation of divisional and departmental plans in line with the corporate objectives
iii. Maintain records to meet legal and tax requirements as well as helping managers in planning for their departments.
iv. Co-ordinate and guide Senior Management and Heads of Departments in the preparation and evaluation of divisional/departmental annual budgets and consolidate the same into a budget.
v. Continually review the Finance manuals and policy documents to ensure compliance with the strategy and the present challenges.
vi. Provide guidance on Loaning Policies and Activities in the Sacco
vii. Provide professional financial and corporate advice to Senior Management, the Board and its Committees.
viii. Prepare accurate and up to date financial and management accounting information to facilitate the preparation of reliable reports, budgets, business plans and management decisions.
ix. Create and maintain good and effective working relations with banks, financial institutions, statutory bodies and key/leading corporate clients
x. Responsible for maintaining effective cash flow and treasury management.
xi. Establish and maintain effective control systems for the preparation of monthly, quarterly and year end management and statutory accounts.
xii. Implement capital expenditure projects and asset acquisitions and maintaining an up to date assets register
xiii. Oversee the overall accounting, record keeping, report preparation and monitoring of the finances of the head office.
xiv. Participate in preparation and implementation of the Strategic Plan
xv. Supervising, training and appraising staff.

II. Operational Roles and Responsibilities
i. Design and manage the implementation of effective systems for proper recording and billing, collection of all monies due, and institution of appropriate recovery action on any outstanding debts and loans
ii. Ensure balanced processes and procedures are in place to maintain internal control and internal equity
iii. Management of the Society’s investment portfolio
iv. Management of the Society’s assets
v. Liaise with Internal Audit Department to facilitate statutory audit
III. Perform any other duties as may be assigned from time to time

Key Result Areas
The jobholder’s accountability areas are outlined as follows:
i. Implement continuous financial audit and control systems to monitor the performance of the Society, its flow of funds, the adherence to the budget, the expenditures
ii. Timely preparation and implementation of organization plans
iii. Cost effective and efficient management systems
iv. Timely and accurate reports
v. Effective internal control system procedures
vi. Accurate records of Society’s assets
vii. Controlled expenditure and budget control

Directly Supervises Senior Credit Officer

2 Purpose of the Job
Responsible for the growth of Society’s loan portfolio while ensuring quality and health of the loan book is maintained.

3. Duties and Responsibilities
Roles and Responsibilities

Strategic roles
i. Provide leadership in development, implementation and review of credit management strategies.
ii. Oversee entire lending process including continuously reviewing of credit policy in-line with changing trends.
iii. Achieve established departmental goals within defined timelines, as well as define and implement a measurement of acceptable staff performance in order to safeguard the Sacco’s loan portfolio.
iv. Conduct various assessments and audits to ensure departmental procedures are achieving accurate and desired results.
v. Implement data clean-up procedures and corresponding changes when necessary and as appropriate to ensure correct and up to date credit data at individual and corporate level is maintained.
vi. In liaison with the marketing department, develop and review the loan products periodically.
vii. Reviewing capacity needs, supervising and initiating training needs for the personnel in the credit department.
viii. Setting and evaluating performance of credit staff across the Sacco.
ix. Provide appropriate inputs at Board and management committees’ level to ensure appropriate measures are taken to rectify any identified gaps in the lending process.
x. Participate in the preparation and implementation of the Society’s strategic plan
Operational roles
i. Timely compilation and submission of reports as required by SASRA, CRB, Insurance among other authorized and regulatory bodies.
ii. Preparing, analyzing and submitting regular reports in relation to loan applications, disbursements.
iii. Manage the daily operations of the credit department in an efficient and effective manner.
iv. Ensure growth of Branch loan portifolio is achieved as per annual Business plans.
v. Oversee loan processing at all branches.
vi. Approve loans within the limit and facilitate further approval for loans above the limit
vii. Ensure timely disbursement of approved loans in liaison with finance department
viii. Ensure that all securities/collaterals are perfected, charged, recorded and maintained under lock and key.
ix. Educating and training both members and staff on loan policy.
x. Any other duties assigned from time to time by the Head of Finance.

iii. Ensure efficient and effective members service delivery and timely resolution of customer complaints

vii. Demonstrate management and supervisory skills sufficient to manage business.

4. Job Specifications

a. Education

• Bachelor’s degree in Finance, Accounting, Banking, credit management or any other related.
• Professional qualifications in Credit Management (Certified Credit Professional) of CPA.
• Masters Degree in business related course is an added advantage
• Membership of a recognized professional body

b. Skills Required
• Computer literacy skills with experience working with Accounting Packages
• Strong data analysis skills
• Negotiation skills, focused, self-driven and attentive to detail.
• Strong strategic advisory and analytical skills
• Fluent in English with excellent communications, presentation and interpersonal skills
• Strong interpersonal skills with excellent in communication and presentation skills.
• Ability to define, build, and execute creative and realistic operational plans
• Detail and logic oriented, with and attention to thoroughness

c. Minimum Experience Required
• Minimum of 5 years’ relevant experience in credit administration or loan management gained from working at management level in a financial institution
