ROLE PURPOSE
The post holder(s) will be responsible for the design, implementation, follow up and evaluation of WASH infrastructure construction and rehabilitation in communities targeted by Save the Children in the region of Turkana and Wajir - KENYA Country Office. Need Assessment
- Be responsible for technical part of WASH needs assessments and participate in the selection of target communities and WASH facilities to be rehabilitated and / or build in the project, through technical feasibility studies, household level questionnaires, focal group discussions, visits to facilities and sites, and interview with key members of the community.
Program design and implementation
- Be responsible/ support for the design, establishment of work specifications and quotation, follow-up and evaluation of activities related to the construction of WASH infrastructures in public institutions and communities, such as:
- Construction or rehabilitation of sanitation facilities (latrines, incinerator, refuse pit, sokage pit.
- Construction or rehabilitation of drinking water infrastructures (hand dug well wells, boreholes, pipe network, reservoir, drinking water treatment device).
- Technical training of community volunteers, members of WASH committees, governmental staff
- Planning, organization and follow up of the community mobilization in target communities on issues related to of construction, operation and maintenance of WASH facilities.
- Be responsible to establish the technical aspect of the internal purchase order and tender documents for construction and rehabilitation of WASH facilities.
- Be responsible for the quality control of materials WASH bought by Save the Children and its subcontractors.
- Site management: general supervision of contractors and save the children staff under his management, ensuring the safety of construction sites and community participation.
- Validate the progress and quality of work of the contractors, and make the connection with the administration and logistics to ensure their payments.
- Design, implementation and organization of training for construction of small WASH facilities at household level (hand washing device, sand filter.
- Follow up logistics / budget management / site supervision in case of direct intervention of Save the Children for small scale works (rehabilitation of water points or latrines etc.
- Follow-up of activities of local partners of Save the Children (such as local NGOs or governmental agencies) in the field of WASH facilities construction, and participate in their capacity building.
Monitoring, Evaluation, Accountability and Learning
- Verify that WASH infrastructure construction and rehabilitation works done by partners and contractor are carried out according to quality standards established by Save the Children through quality checklists
- Plan and be responsible for the weekly reporting of data in order to follow up the standard project and strategic indicators (number of beneficiaries, number and type of activities completed.
Reporting
- Writing weekly report to line manager, and verbal reports whenever necessary.
Integration, coordination and transversal aspects
- Ensure that construction works is integrated with hygiene promotion and community participation component, to ensure sustainability of the infrastructure built.
- Coordinate WASH construction activities with other sectors of Save the Children, in order to integrate activities in the same geographical area and for the same beneficiaries.
- Coordinate WASH construction activities with other local actors (governmental and non-governmental).

CLIMATE ADAPTIVE PROGRAMMING (CAP) SPECIALIST

ROLE PURPOSE:
The objective of this assignment is to conduct the relevant studies and consultations with different stakeholders in climate change and DRR as it relates to children in Uganda. The CAP Specialist will oversee and support the coordination, consultation and development of the relevant documents for SCU.
The CAP specialist will work closely with the Head of Climate Adaptive Programming and Livelihoods, the gender specialist and the Director of Advocacy, Campaigns, Communications and Media to carry out the activities below:
Outcome 1:
1. Work closely with the Response Innovation Lab (RIL) to develop Consultation tools (including Q&A tools for civil society, donors, government actors, etc; and some online surveys)
2. Conduct stakeholder mapping using the PRIME tool. Stakeholders will range from government departments, civil society, climate activists, with a focus on youth.
3. Organize and hold meetings with different stakeholders
4. Analysis and documentation (2-5 pages) on an assessment of the relationship between Gender, DRR and climate change and how to create or adapt programming to address these issues
5. Review of save the children’s previous work to document lessons and best practices
6. Draft final document presenting our understanding of this sector, including approaches, challenges, successes, gaps (may include a RIL-led eco-system mapping)
Outcome 2:
1. Work closely with the Response Innovation Lab (RIL) to develop Child and youth consultation tools
2. Conduct desk review and scoping of relevant civil society partners
3. Work with CSO to conduct joint child and youth consultations including environmental and climate change awareness training package
4. Write a report of consultation
5. Launch and circulated the findings of outcome 1 and 2 - Public report and press release; organize and hold a launch event.
Outcome 3:
1. Work closely with the business development team to develop a pre-positioning package for Climate Adaptive Programming fundraising. This will include a strong contextual background statement, a capacity statement for SC Uganda’s capacity on climate adaptive programming, identified national civil society and government actors and potential partners
2. Create an impact document to illustrate results and impact from past climate programming
3. Complete partnership assessments of prioritized and scoped partners from outcome 2 for preliminary vetting and formal strategic partnerships)
4. Create a compelling capacity statement for SC Uganda’s capacity on climate adaptive programming
5. Complete a donor mapping of climate change donors and their current strategies.
6. Support Finance, Operations and the SLT to adapt global carbon footprint and other climate change policies, including SC Uganda’s internal Greening Plan, in line with SC climate change guidance
