Responsibilities
Technical
• Oversee coordination of field work in line with the Prime’s planned strategic M&L approach.
• Work closely with the project staff to approve daily content, providing quality assurance.
• Manage external consultants.
• Ensure consistency across all areas of data collection and activity implementation.
• Contribute to measurement and analytics approaches to track success metrics and define the impact of activity efforts.
• Review quarterly and annual reports of technical teams for content ideas.

Operational and Managerial
• Serve as Acting COP when the COP is out of office.
• Liaise with the COP on M&L activities.
• Manage staff members, assuming quality assurance, and accountability for the timely, quality submission of assigned task.
• Encourage efficiency in delivery of tasks by continually monitoring activities against goals, minimizing duplication of personnel activities, and defining and using standard operating procedures.
• Ensure systematic collaboration and information gathering with communications colleagues from implementing partners through regular meetings and check-ins.
• Participate in strategy development, specifically providing hands-on management during the research process.
• Support professional development and capacity building of staff.

Qualifications
• Bachelor’s degree in a relevant field is required. Master’s degree is highly desirable.
• Minimum five years of supervisory experience managing staff and/or subcontractors working on MEAL projects, including TPM is required.
• Minimum seven years of experience related to MEAL, including four years of field-based experience is preferred.
• Experience conducting quantitative and qualitative field research in a complex emergency setting.
• Familiarity with issues related to the implementation of humanitarian assistance activities for refugees and IDPs, food aid, and multi-sector humanitarian assistance in Sub-Saharan Africa.
• Familiarity with the operations of BHA-funded programs in Somalia is highly desirable.
• Experience overseeing quality control on TPM and analytical work products.
• Strong oral and written communication, analytical, interpersonal, and team management skills.
• Proficiency in written and spoken English is required.

JOB DETAILS:

Responsibilities:
• Support the DKM in producing high quality data and knowledge management deliverables.
• Engage with the DKM, USAID, and IPs through regular trips to Mogadishu to facilitate uptake and use of the virtual platform.
• Develop and operationalize a lessons-learned and issues tracking system.
• Prepare maps, visualizations, and other data driven deliverables.
• Lead the field level design and development of the virtual platform for Task 2 including a Virtual Reporting Platform.
• Develop and deliver virtual platform training for project staff and system users.
• Act as advisor and make recommendations to the Mission for matters related to knowledge management activities.
• Ensure high quality data is collected, cleaned and verified.
• Manage technical aspects of data-sharing are implemented according to project guidelines and USAID direction.
• Facilitate the practical application of knowledge resulting from monitoring, assessments, and other activities.
• Conduct continuous evaluations of knowledge and learning activities and promote effective use of monitoring results.
• Coordinate technical and administrative/logistical aspects of the production or delivery of knowledge management activities.
• Perform any other duties as assigned by the Senior Learning Advisor from time to time.

• Familiarity with the operations of BHA-funded programs in Somalia is highly desirable.
• Experience in third-party monitoring (TPM) research and/or implementation.
• Experience overseeing quality control on TPM and analytical work products.
• Experience working with USAID and/or other international donors.
• Strong oral and written communication, analytical, interpersonal, attention to detail, organizational, and team management skills required.
• Proficiency in written and spoken English is required.
