The Embassy of the United States of America to Kenya, located in Nairobi, is home to the diplomatic mission of the United States to the Republic of Kenya. The embassy opened in central Nairobi on 2 March 1964, when the United States established diplomatic relations with Kenya.

Procurement Agent

Duties

  • Job holder is responsible for a broad range of procurement and acquisition functions, to a very large Mission, that include simplified acquisitions, supplier analysis and selection, negotiation, contracting, and supply chain management implemented through complex acquisitions mechanisms. Prepares and executes negotiated contractual documents and binding agreements.
  • Performs assignments semi-independently directly with Department of State, USG agency subscribers to ICASS, and other designated U.S. federal agencies.
  • He/she supervised by LE Staff Procurement Supervisor (C52101).  

EXPERIENCE:  

  • A minimum of three years of progressively responsible experience in procurement, contracting, acquisition, or logistics management with specialized experience in purchasing a variety of materials and services is required.

Education Requirements:

  • Bachelor’s Degree in Business Administration, Procurement, Supply Chain Management, Logistics Management, or Finance is required.  

Evaluations:

LANGUAGE:  

  • Level IV English (Fluent, Speaking/writing/reading) (This may be tested) is required.
  • Level III Kiswahili (Good working knowledge, speaking/reading/writing) is required.

SKILLS AND ABILITIES: 

  • Skill in the use of most elements of the Microsoft Office suite such as Outlook, Word, Excel, and PowerPoint, and SharePoint and managing files/records/databases is required. Good analytical, negotiating, and time management skills, along with strong proofreading skills and attention to detail skills are required.
  • Skill in Analyzing Complex, Abstract Written Information including written material such as statements/scopes of work, contracts, financial analysis, technical evaluation reports, and other acquisition documents so as to understand proposals, to perform successfully the acquisition management duty and, if needed, to advise others about contracts.
  • Skill in Time and Project Management including identifying resources, anticipating challenges, establishing milestones, defining beginning and end states, so as to efficiently and knowledgeably accomplish projects.
  • Skill in solving practical problems relating to acquisitions. Ability to work calmly, tactfully, and effectively under pressure is essential, as well as the ability to maintain strict confidentiality, and meet all standards of conduct/ethics standards in accordance with US law throughout all phases of the acquisition process.
  • Skill in Time and Project Management including anticipating challenges, establishing milestones, defining beginning and end states, to accomplish projects efficiently and knowledgeably.
  • Skill in constant keyboard operation, where both fast speed and accuracy are important and touch-typing skills will be needed.
  • Numeric skills for manipulating and reporting acquisition data are important.

Public Health Administrative Management Assistant

Duties

The primary purpose of the Program Administrator is to manage the Department of Health and Human Services / Office of Global Affairs (HHS/OGA) office, including property, administration, and policy support functions.  The Health Attaché Office currently includes one US Direct Hire:  the Health and Human Services Health Attaché.  Financial management duties include but are not limited to budget planning and oversight, vouchering, processing of office transactions related to HHS/OGA operations. In consultation with HQ and the Health Attaché the incumbent prepares the office annual budget, tracks expenses, and updates officers regularly on status of funds and makes recommendations for fiscal oversight. The incumbent is expected to arrange logistics in support of conferences, official functions, and travel; s/he prepares and dispatches related correspondence, and serves HHS/OGA as an administrative liaison to the Government of Kenya and US Embassy to maintain productive relationships with high-level African government offices (e.g. Ministry of Health [MoH] Cabinet and Permanent Secretaries Office) and subordinate scientists and technical staff in order to schedule Health Attaché Office meetings and follow-up at steering committee/working group level with members where the Health Attaché is not available or needed for the level of engagement.. 

Requirements:

EXPERIENCE: 

  • A minimum of five years of public health sector experience performing administrative, financial and  program management duties is required.

JOB KNOWLEDGE:  

  • Knowledge of the principles of management and organization, including management planning and control, resource utilization, and administrative practices and procedures is required.
  • Knowledge of public health relevant to the African setting, and the ability to manage budgets, are required.
  • Incumbent should have basic knowledge of research institutions and multinational organizations that partner with the U.S. in health activities in Kenya, including the World Health Organization (WHO), UNICEF, Africa-CDC, UNAIDS, Africa Union, and similar organizations and of health-related international and domestic non-governmental organizations.
  • The incumbent should have basic knowledge and understanding of the functions and operations of the Department of Health and Human Services and other U.S. agencies that have responsibilities for health, health programs, biomedical research and public health policy.

Education Requirements:

  • A Bachelor’s degree in Business, Management, Public Administration or Finance is required.

Evaluations:

  • Level IV (fluent) in English (speaking/reading/writing) and Level IV (fluent) in Kiswahili (speaking/reading/writing.) required

SKILLS AND ABILITIES: 

  • The core competencies required include demonstrated administrative, management skills including budgeting, analysis and planning, decision making, problem solving, multitasking, managing sensitive diplomatic interactions, communication and reporting skills, and building trust with collaborators in Kenya and the United States.
  • The incumbent must be able to work creatively and independently and be able to develop and maintain effective working relationships with national and international health partners.
