Manager HR - Global HQ- IT

Job Overview/Summary

We are looking for a multifaceted individual to join the HR team as Manager HR for IRC Headquarters IT department. In this role, you will primarily support the Director HR for in terms of Workforce planning and deployments of resources for Enterprise Resource Planning (ERP) project also known at IRC as “Integra” team in Kenya and other countries where IRC Integra team has a presence. As part of IRC Headquarters HR team, you will collaborate with fellow HR team members to manage and improve HR processes. By following a client-service approach, the HR manager will improve the overall employee experience and help implement operational efficiencies for the team. The Manager HR will report to the HR Director – Global HQ- IT and work closely with the HQ-based HR team and Kenya IHUB HR.

Provide Frontline Support Including And Not Limited To

Highlights of Your Key Responsibilities:

  • Support HR Director in ERP Contingency plans development, Staff backfills, Talent Acquisition from IRC Countries, Internal and external rosters, and hiring in the country programs where Integra is deployed.
  • Maintain an effective monitoring system to track Contingency plans and budgets by coordinating with country programs HR leads and finance teams.
  • Coordinate with Kenya I Hub HR Team on hosted IT and ERP staff HR-related matters and link up with HQ HR team.
  • Create and maintain HRIS system to track ERP team HR management cycle and budgeting who are located in 11 countries including USA and Kenya.
  • Ensure that Integra positions (new+ Replacement) are filled in a timely manner and coordinate with recruiters on progress tracking and sharing trackers for follow-ups. This also requires coordination with Global mobility team and regional and country HR leads as per location strategy.
  • Support HR Director in coordinating the full employee experience, from onboarding to exit management, ensuring all processes are performed in a timely, efficient, and client-centered manner
  • Act as a first-line "go-to" for Integra/IT employee inquiries about IRC policies, resources and programs, independently resolving requests and advancing to HR Partners as needed
  • Support all administrative aspects of HR communications and reporting, helping to deliver key data insights for the function
  • Work with the HR team to ensure that all HR-related information including Benefits, Promotions, Annual Performance Reviews, Training & Development, and others are effectively cascaded, ensuring increased transparency for our team
  • Participate in the implementation of global HR initiatives, working with HR colleagues and clients to help identify and build streamlined and scalable process improvements across the function
  • Ensure that HR data is collected, processed, analyzed, and presented through different means for better decision-making. [RK1] [KP2]
  • Provide backup support to the global HQ HR team when needed.
  • Any other task designated by the management

Job Requirements

Work Experience & Education:

  • At least 4 years of experience in an HR support function or Client Service role with outstanding capabilities in MS Excel. Experience in Workday or similar HRIS and applicant tracking systems.
  • Bachelor's degree or equivalent experience
  • Experience with Employee Relations and/or Information Technology is a plus
  • Experience in a large, matrixed organization and/or within a non-profit setting is a plus

  • Strong data analytics skills and ability to use basic data outputs to tell a high-level story
  • Experience in Workforce planning contributing to ERP Project workplans with input to budgets, Talent acquisition, deployment locations in diverse working environment.

Project Director - Ensuring Quality Access and Learning (EQUAL) for Mothers and Newborns in Conflict

The Project Director, EQUAL will provide overall leadership, project management, and external engagement for the entire program, with a focus on achieving results defined in the contract. The PD will ensure adherence with EQUAL’s workplan; provide management oversight to staff and partners; and ensure quality control, financial management, and contractual compliance. The EQUAL Project Director will ensure cohesion among consortium members and champion the goals of locally led research to advance maternal and newborn health.

Major Responsibilities

  • Provide high level leadership and direction, across the project to guide effective implementation to achieve the desired outputs and outcomes.
  • Lead the overall project by establishing, in collaboration with the Research Director, a strategy with both operational and research-focused key performance indicators, achievements, timelines and work plans in adherence with technical quality standards and donor guidelines.
  • Supervise the development of budgets and spending plans and monitor the financial health of the project, ensuring targets are being met within the team.
  • Supervise and monitor project activities in accordance with the FCDO contract, ensure reporting (monthly, quarterly and annually) against program level results and Key Performance Indicators.
  • Ensure IRC meets FCDO contractual project, legal and financial requirements and represent the IRC and the consortium as primary liaison focal point with FCDO.
  • Provide oversight to the EQUAL project team, and maintain a work environment that promotes teamwork, trust, transparency, mutual respect, and recognition and empowers staff to take ownership, thus enabling an environment for dedication
  • Develop and leads a well-functioning and encouraging consortium that consistently delivers high quality research, experienced technical expertise to FCDO country offices and programs, and research uptake. As part of this, develop and maintain strong lines of communication and collaboration.
  • Lead excellent cooperation with and between consortium partners; partner organizations and government officials ensuring alignment as well as instituting clear processes and protocols for surfacing any issues or challenges in a timely manner.
  • Develop and maintain collaborative and positive relationships with internal and external partners through effective communication and engagement.

Education

  • Master’s degree in public health or related field is preferred.

Work Experience

  • Minimum 10 years progressive experience in the public health sector.
  • Experience leading complex consortia, including academic institutions, NGOs, and for-profit organizations.
  • Preferred experience working in technical delivery of maternal and newborn health projects.
  • Preferred experience with relationship management with donors and other external partners.
  • Preferred experience managing grant-funded or commercial contract projects in fragile, and conflict affected settings.
  • Experience implementing FCDO commercial contracts strongly preferred, with strong knowledge of commercial contract rules and regulations.
  • Preferred experience leading research projects.

Associate Director, Financial Planning & Analysis - Program

Reporting to the Director, FP&A, the position will work closely with the Program team to lead the budgeting and reforecast process. The Associate Director will also provide the program-related insights and analysis to the monthly management reporting package to enable decision making for finance and program leadership, coordinating with Controllership pillars (e.g. regional finance directors) as needed. They will support one analyst to partner across the program areas of RAI (Resettlement, Asylum & Integration) and CRRD (Crisis Response, Recovery and Development) and will work closely with the Sr. Director, Finance and Operations CRRD and the Director of Finance RAI.

Major Responsibilities

  • Support in leading the budget & forecast processes (receipt, consolidation, and analysis) for IRC’s program offices.
  • Provide technical support and training to country finance and regional teams to ensure budgeting tools, policies, and processes are fully understood
  • Support the improvement of the operating budget process through user-centered design methods and a continuous-improvement mentality
  • Lead the delivery of program-specific monthly reports and analyses to program leadership, the CFO and other internal partners, including the identification of and recommendations related to risks and opportunities
  • Guide the FP&A program team in providing effective finance support to program finance and leadership teams;
  • Coordinate addition of program-specific financial planning content within finance communications, trainings, policy changes etc;
  • With the Director and Sr. Director, FP&A to promote a positive, professional, and efficient team working environment

Work Experience

Job Requirements:

  • Minimum 6-8 years progressive financial planning, reporting and analysis experience
  • Experience budgeting and forecasting within a program office, or similar, in the non-profit sector

Demonstrated Skills And Competencies

  • Highly skilled with Microsoft Excel and other tools to consolidate and analyze data and for the presentation of data and insights;

Monitoring, Evaluation, and Learning Specialist

As part of this role, the MEL Specialist will collaborate closely with the VPRU MEL team, VPR project and country teams, and IRC Measurement Unit colleagues to promote consistency and quality across data management and use for VPRU programming, as well as support a learning culture within VPRU. This may include developing new tools and guidance; training or working with colleagues and partners to strengthen core MEL skills; supporting alignment of key VPR indicators and learning frameworks; developing or updating MEL systems; supporting data collection, analysis, and interpretation to inform program improvements; or supporting VPRU-led projects to design and implement MEL activities.

Major Responsibilities

  • Support VPRU MEL approaches and capacity in the context of the wider IRC Measurement Strategy (in collaboration with the Data Equity and Learning Advisor):
  • Work closely with the IRC Measurement Unit and VPRU to lead development and rollout of standardized data collection tools and systems for specific VPR interventions (“data toolkits”)
  • Lead VPRU’s Annual Statistics process, coordinating data collection, analysis, and interpretation processes across country teams, VPRU colleagues, and the IRC Measurement Unit
  • Ensure IRC’s core indicators and learning frameworks for VPR are clear, refined, and standardized
  • Strengthen capacity and provide technical support to VPRU technical experts and country program staff to improve VPR data quality and practices and build a culture of learning
  • Develop, adapt, and share new tools and technical resources to strengthen MEL systems (and refine these using country program, VPRU, and client feedback)
  • Ensure VPR expertise and updates inform IRC Measurement strategies and objectives
  • Provide tailored MEL support to VPRU-led projects and interventions:
  • Collaborate closely with VPRU Technical Innovations (TI) specialists and project teams to design and implement MEL activities for specific ongoing interventions, including through designing tools and data management processes, data collection, analysis, interpretation and validation, and reporting
  • Share learning across TI project and country teams for adaptations, improvement, and accountability
  • Provide MEL-specific technical expertise and design for business development

Job Requirements:.

Work Experience

  • Experience managing and implementing MEL activities in humanitarian or development contexts
  • Experience with using MEL activities to inform program quality improvements
  • Experience facilitating MEL training or technical assistance, particularly in diverse or cross-cultural settings with a range of skill levels
  • Experience developing MEL tools, guidance, and resources to support program teams
  • Experience or exposure to one of more of the VPRU technical sectors (or a related field) is strongly preferred: gender-based violence or women’s empowerment, child protection, and protection rule of law

Demonstrated Skills And Competencies

Technical Skills

  • Strong understanding of core MEL practices and principles
  • Ability to lead and support project or program teams through a range of monitoring, evaluation, and learning activities
  • Familiarity with design of MEL plans and activities, theories of change, and logframes
  • Familiarity with digital or mobile data collection and analysis systems
  • Excellent quantitative (and ideally qualitative) data analysis skills, particularly in Excel

Interpersonal Skills

  • Exceptional verbal and written communication skills, including proven success in working and learning in cross-cultural contexts
  • Highly organized and self-motivated, able to work well both independently and as part of a team

Education: Bachelor’s degree required; specific MEL training a plus

Language Skills: English working proficiency required. French, Arabic, or Spanish skills strongly preferred
