JOB DETAILS:

Context:
• Under the overall supervision of the Regional Health Assessment Programs (HAP) Coordinator, and direct supervision of the Regional Radiology Coordinator in IOM Nairobi Regional Teleradiology Center, and in collaboration with the relevant units in the Regional Offices (RO), the field missions and the global teleradiology team, the International Radiologist (Teleradiology) will be responsible and accountable for organizing the IOM Regional Teleradiology primary reading and Teleradiology Quality Assurance processes, providing quality radiological interpretation and assist the IOM regional radiology support works including the radiology technical support and guidance, guideline development and trainings, for ensuring the quality of IOM radiology services with respect to Migration Health Assessments Programs(HAP) and other programmes implemented by the IOM Migration Health Division in different locations in the region.

Core Functions / Responsibilities:
• Organize the daily teleradiology primary CXR reading service workflow provided for different IOM health assessment operations and non-IOM panel clinics in different countries, in
• coordination with Supervisor, including allocation of the radiologists’ schedule, and Teleradiology support staff, and ensure smooth Teleradiology workflow, monitor the chest x-reading of the consultant radiologists, and ensuring optimal workflow, quality CXR readings, timeliness, and fraud less process.
• Provide Teleradiology chest X-ray primary reading from different migrants’ health assessment in accordance with the technical instruction of the migrant receiving countries, IOM teleradiology system Standard Operating Procedures (SOPs), and Radiology standards, and properly identifying all the radiological signs of TB and other incidental abnormal findings and complete the country specific X-ray reporting forms.
• Assist the Teleradiology primary technical preparations and users training, in coordination with technical team and field clinics as part of the technical and logistical preparations for the initiation of the Teleradiology service for new migrant health assessment field locations to ensure timely compliance of the Teleradiology system requirements and smooth establishment of the different Teleradiology programmes.
• Implement and provide internal quality assurance (QA) monitoring review of chest X-ray images and consultations of difficult cases for primary readings done by consultant and/or national radiologists, assist in regular performance evaluation of consultant radiologists, and provide corrections and internal feedback as needed, as well as suggest further QA enhancement measures.
• In coordination with the Regional Radiology Coordinator, organize regular internal radiology trainings and image viewing sessions, prepare advisories to notify staff on changes to standard operating procedures to maintain established service quality levels.
• Review queries and feedbacks from panel physicians in the field clinics and Government partners in relation to CXR reports, timely respond, discuss and explain the findings, and provide feedback to the concerned radiologists as needed.
• Provide regional teleradiology second opinion consultation X-ray readings for requests from different field operations, and discuss the findings as needed, and suggest expansion methods.
• Participate in the IOM global teleradiology quality control process, through monitoring of the QC process being done for the Center, making sure the significantly disagreed cases are responded on time by the concerned primary radiologist and arranging discussion on the discrepancies with Global Telerad radiologists, and implement the feedbacks.
• Coordinate with the field missions and provide radiological technical support, technical advice and guidance to country-level operations including direct technical support during purchasing of radiology equipment, establishing or outsourcing radiology unit or other radiology related matters, as well as audit visits, and technical recommendations.
• Participate in the Teleradiology related statistical and activity reports including review of the teleradiology primary readings and quality control monthly stat reports, preparing presentations, quarterly/yearly regular activity reports, and other ad hoc reports produced by the Centre.
• Organize and provide regional/country level radiology training workshops, web-based and onsite trainings to radiologists, panel physicians, and radiology technologists working in the field, to enhance the radiology capacity and staff development.
• Contribute to preparing, reviewing, and updating the IOM Radiology guidelines, radiology standards, technical specification of radiology equipment’s, training materials, templates, and other technical documents, as well as providing technical advice to the radiology units in the field for proper implementation and maintenance of IOM radiology standards.
• Contribute to the development of IOM Teleradiology systems and software applications and implementation, by participating in the drafting of Teleradiology business requirement, users testing, and users’ feedback and proper piloting.
• Liaise with representatives of key migrant receiving countries including the US Centres for Disease Control and Prevention (CDC), Australia's Department of Home Affairs (ADHA) and Immigration, Refugees and Citizenship Canada (IRCC), other donors, and collaborate with international and non-government organizations regarding radiological related matters as needed.
• Undertake duty travel to other Country Offices for the purpose of audits, quality control and trainings, and, if necessary, to assist with the establishment of new radiological facilities.
• In the absence of the regional Radiology Coordinator, serve as officer-in- charge to manage the activities of the Teleradiology programs of the Centre and regional radiology support.
• Perform such other duties as may be assigned.

Required Qualifications and Experience:
Education

• Degree of Doctor of Medicine or university degree in Medicine from an accredited academic institution and specialization in Radiology from an accredited academic institution with seven years of relevant professional experience, with an emphasis on Chest Radiology, Tuberculosis and Chest X-Ray screening and management.
• Professional Radiology Board Certification from relevant radiology board certification body from the applicant’s country of residence with up-to-date license is required.
• Additional master’s degree in public health, Epidemiology, Health Informatics, International
• Health, or a related field from an accredited academic institution with five years of relevant professional experience is an advantage.

Experience
• Experience and professional knowledge in diagnostic radiology programmes, with an emphasis on chest radiology and screening, and thorough knowledge of the natural history, radiological, and clinical presentation of tuberculosis;
• Experience in writing technical reports, presentations, conducting training, preparing guidelines, and training material;
• Experience in managing radiology units with ability to supervise staff, implementing quality management, radiation protection measures and establishing radiology units an advantage;
• Experience data management and analysis, and use of statistical package an advantage; and Previous work experience in an international organizations and companies, especially in Migration health work relevant to the sector, screening health assessments services an advantage.

Skills
• In-depth knowledge and skill in interpreting radiology images, mainly screening chest x-rays, radiology quality control, as well as international radiology standards, radiation protection rules, with thorough knowledge of English medical/radiological terminology and key indicators;
• Good writing, communication, and negotiation skills, with ability to work under minimal supervision; and demonstrated ability to establish working relationships with government authorities, other national/international institutions and NGOs;
• Competence with computers, with proficient in a Microsoft Office environment, including Microsoft Excel, Word, PowerPoint, and comfort in learning use of new software;
• Knowledge and skill in using digital radiography systems, PACS, and radiology information systems and teleradiology systems;
• Knowledge and skill in data management and analysis, use of statistical software and analysis, writing reports, and presentation;
• Knowledge and experience in quality assurance (QA) and quality control (QC) programmes, and internal monitoring;
• Effective resource management and analytical skills, including good knowledge of financial administration, and demonstrated ability to supervise staff, good planning and organizational skills in relation to migration health, and different migrant health assessment programs;
• Knowledge in using statistical software such STATA, data management and analysis, with good knowledge and skill of writing stat reports, and presentations an advantage; and, Knowledge in software development activities including, business analysis, review and testing, and implementation an advantage.

Languages
• IOM’s official languages are English, French, and Spanish.
• For this position, fluency in English is required (oral and written).
• Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
