JOB DETAILS:

Description The scope of position encompasses information technology (IT) technical assistance in re-design, configuration, testing and implementation of the Labware Laboratory Information Management Systems (LIMS) installed at the National Public Health Reference Laboratory(NPHL) County reference laboratories and sub-county facilities for antimicrobial resistance surveillance (AMR). The candidate will work directly with end users and system owners and external consultants, to improve data collection, transmission, quality and efficiency and provide technical solutions to achieve AMR surveillance goals. The candidate will be based at the NPHL, and reports to laboratory AMR focal point at NPHL and AMR focal point at MOH.
Responsibilities
• Provides support working with the NPHL technical team to conduct business process re-design, perform gap analysis and propose and implements solutions to the AMR surveillance LIMS system.
• Engage with system users to understand the challenges. process flows and configure the LIMS system to optimize data entry. transmission. integration and export./exchange.
• Automate the data transmission to NPHL AMR surveillance system databases from surveillance sites. and selected public and private hospitals that agree to share their data with MOH
• Support the integration of AMR sun reliance systems and data with other MOH public health surveillance systems. WHDNET and other reporting systems on need basis.
• Develop change control documentation and prepare technical and user manuals for both the technical and end-users of system.
• Develop training guides. provide on—site technical assistance and provide LIMS training for users and updated functionality at national and county reference laboratories and document feedback.
• Monitor system performance and support the implementation of scheduled preventive mechanisms for optimization and backups in collaboration with the NPHL technical team and vendors.
• Participate in meetings and provide regular formal and informal updates to supervisor. AMR team and designated stakeholders
• As needed. identify and communicate areas for system improvement on AMR sun reliance to MOH. NPHL. CDC and other designated stakeholders
Deliverables
• Documented challenges with the system in current state at:
• County/Sub-county laboratory
• NPHL level
• Stakeholder level (MOH*, CDC)
• Updated user requirements document at the 3 levels (county, national, stakeholders)
• New/modified features of the LIMS systems to
• Workflow/process flow configurations and alerts
• Data transmission to external partner systems e.g. WHONET
• Automatic data transmission/integration with AMR surveillance sites (public and private)
• Dashboards and visualizations on AMR surveillance data
• System deployment and test reports from the AMR surveillance sites
• Training manuals. user manuals and user feedback after training
• Recommendations for future enhancements
Professional Qualifications
• Master's degree or Bachelor's degree in Information Technology. Computer Science with minimum 4 years' experience working with information systems
• Demonstrated experience working with electronic medical record (EMR) and/or Labware is an added required
• Demonstrated proficiency in LIMS Basic scripting and Small-Talk language is required
• Proficiency in report design using SAP Crystal Reports
• Knowledge in relational database design and data warehousing design including experience in using MS SQL, My SQL, and Postgre SQL Databases
• Experience with data integration and development of standards is an added advantage
• Ability to communicate succinctly and effectively to key stakeholders
• Workflow/process flow configurations and alerts
• Data transmission to external partner systems e.g. WHONH
• Automatic data transmission/integration with AMR surveillance sites [public and private]
• Dashboards and visualizations on AMR surveillance data System
