Context:
There are 7.2 million people in need of humanitarian assistance in Somalia. The country also has one of the highest numbers of Internally Displaced Peoples (IDPs) in the world with more than 2.9 million who have been displaced by conflict, insecurity, forced evictions, droughts, and floods. Clan disputes, protests, the weakness of the national forces, the gradual withdrawal of the African Union Mission in Somalia, Islamic State and continuing Al Shabaab attacks cause insecurity and instability across Somalia. Somalia is currently experiencing a severe drought and it is anticipated that 1 million individuals could be newly displaced in 2022.
The IOM Somalia mission is implementing frontline activities as well as taking the lead in the Displacement Tracking Matrix (DTM) programme, which encompasses mobility tracking, flow monitoring, and surveys components that aim at supporting evidence-based programming. As co-chair of the Information Management and Assessments Working Group (IMAWG), and key member of Internally Displaced Peoples Working Group (IDPWG), the DTM programme is enabling humanitarian actors plan and respond to needs in Somalia and across the region.
Under the overall supervision of the Senior Programme Coordinator (Emergency and Post Crisis), and the direct supervision of the Programme Manager (DTM), and in coordination with the Regional Data Hub in Nairobi, Kenya. The Information Management Officer will be responsible for overseeing all aspects of the Information Management requirements for the implementation of specific DTM operations.
Core Functions / Responsibilities:
• Assist in planning, developing, and implementing the integrated mechanism for information management across DTM activities for the accurate and reliable collection, storage and processing of data in a timely manner.
• Contribute to the technical implementation of DTM activities in line with Headquarters (HQ’s) DTM methodological framework, IOM’s technical information management requirements, data protection, data governance and operational needs.
• Oversee data quality control throughout the information management cycle including through appropriate training of DTM teams on data collection and information management.
• Contribute to the development of new research methodologies (qualitative and quantitative) and related data collection tools and contribute to the improvement of the existing ones.
• Supervise data collection processes and data management activities including encoding, storing, and transferring data as well as processing.
• Conduct preliminary analysis of data collected through DTM exercises and provide inputs for the development of information products that best visualize and disseminate the information, in close coordination with the Regional Data Hub.
• Contribute to the development of, and track, and follow up on the timely preparation and generation of information products, and support information sharing and dissemination through all relevant channels in line with IOM’s data protection principles and as agreed by the programme manager.
• Identify gaps in data and information relevant to the programme implementation and work closely with the Programme Manager (DTM) aiming to address such needs.
• Support the unit on survey design, assessment preparation, and data collection planning and monitoring.
• In coordination with the Programme Manager (DTM), engage data users (external and within IOM to strengthen the identification of information needs and data user requirements.
• Contribute to the design of other databases and auxiliary systems for existing or new programmes and projects in IOM, as required.
• Actively provide technical support, when necessary, in relevant interagency meetings (Government, UN, I/NGOs, other partners), including cluster/sector, working groups and task force meetings to follow up on resulting action points and recommendations; share meetings minutes with relevant units/colleagues.
• Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Information Management, Computer Science, Media, Social Sciences or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Experience in Information Management, emergency humanitarian operations; management and coordination of information flows, data management including collection, storing, processing, and analyzing data to generate information products;
• Experience working with international organizations and humanitarian/assessment operations, experience in DTM is an advantage;
• Experience in relevant issues such as migration, displacement, and humanitarian assistance;
• Experience with handling confidential data; and
• Experience in advanced data visualization and information design.
Skills
• Excellent understanding of different data collection methodologies, data compilation, cleaning, processing and analysis;
• Demonstrated ability for leadership in the context of partnership building and consensual decision-making;
• Proven skills to analyze statistical information using analysis software. Knowledge of R and/or Python an advantage;
• Proven skills working with ESRI, ArcGIS or other GIS-related software;
• Proven skills working with mobile data collection software (KoBO, ODK, ONA);
• Knowledge of Relational Database Management System (RDBMS);
• Knowledge of data protection guidelines and principles;
• Excellent knowledge in advanced data visualization, presentation, and information design skills;
• Advanced knowledge of Adobe Illustrator, Adobe InDesign, Power BI; and
• Knowledge of the region is an advantage.
Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
For all applicants, fluency in English is required (oral and written). Working knowledge of Somali is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
