Individual Consultancy- Consensus Building on operationalization of framework for Resilience measurement and analysis1. Overall Objective of the consultancyTo facilitate the review, piloting, and finalization of the IGAD Framework for Resilience Measurement and Analysis, which provides the IGAD Secretariat, Member States, and other partners tools to undertake robust resilience measurement and analysis at national and regional levels.
2. Scope of WorkThe objective of the assignment will be achieved by carrying out the following tasks:
• Review the draft IGAD Resilience Measurement Framework: The consultants will carry out an in-depth review of the IGAD Resilience Measurement Framework, identifying its strengths and weaknesses, considering IDDRSI’s Priority Intervention Areas (PIAs). The IDDRSI PIAs are Natural Resources and Environment Management; Market Access, Trade, and Financial Services; Livelihood Support and Basic Social Services; Disaster Risk Management, Preparedness and Effective Response; Research, Knowledge Management, and Technology Transfer; Conflict Prevention, Resolution and Peace Building; and Institutional Strengthening, Coordination and Partnerships and Human Capital, Gender and Social Development. The consultants will submit an inception report, which details the methodology to be employed to accomplish the assignment and the workplan.
• Ensure the contribution of the IGAD Member States to the development of the final Resilience Measurement Framework: Because of their higher vulnerability and risk levels, drought-prone IGAD countries are facing considerable challenges that exceed their capacity to respond to and recover from droughts and other natural and manmade disasters. The countries are at different stages in their development endeavors and their communities pursue a number of dissimilar livelihoods, on which disasters impact differently. The Framework is therefore required to reflect the specific contexts of the Member States. To achieve this, the consultants, together with IFRAH staff, will visit the seven countries that constitute IGAD, will meet the relevant institutions and experts, and seek their contributions to the Framework Indicators.
• Support consensus building on the Framework for Resilience Measurement and Analysis: The consultants shall support the consensus-building workshop that will give subject matter experts from the IGAD Member States and partners an opportunity to discuss and evaluate the effectiveness and relevance of the indicators in the proposed Framework, agree on their computation methodologies, weighting, data requirement and availability and frequency of reporting.
• Prepare the report of the workshop: After the workshop, the consultant will prepare a report that will detail the participant's discussions and deliberations in the workshop. In addition, the report is required to document and emphasize the proceedings’ key action points.
• Support Piloting of the draft Framework: After incorporating the recommendations and changes proposed and agreed upon during the consensus-building workshop, the consultants will support IGAD to pilot the Framework for Resilience Measurement and Analysis in at least 2 Member States in order to showcase its effectiveness and application before adoption by the Member States.

1. Piloting the draft Framework
Report of the piloting of the framework on resilience measurement, analysis, data, and indicators as well as associated guidelines in at least 2 IGAD Member States presented to USAID. The report will document achievements, challenges, lessons learned, best practices, and recommendations among others.

4. Location and DurationThis assignment will start immediately after contract signing and shall be completed within 90 days, spread over six months. The consultants will perform their duties remotely with periodic visits to IGAD member states as may be required.
5. SupervisionThe consultant will be directly supervised by Dr. Abdi Fidar, IFRAH Regional Resilience Analyst. Dr. Abdi Jama, IFRAH’s Coordinator, will work closely with the team throughout the exercise to ensure that the processes applied to accomplish the activity conform to IGAD’s policies and standards.
6. Selection CriteriaAcademic Qualifications: Advanced university degree (Master's degree or equivalent and above) in subjects with strong background in mathematics/statistics (such as Engineering, Environmental Science, Agricultural Economics etc). A first degree with 2 years of qualifying experience will be accepted in lieu of an Advanced degree.
Experience: A minimum of twelve (12) years of experience in areas related to disaster risk management, drought emergency management, disaster resilience analysis, econometric research, socio-ecological system analysis, environmental impact assessment, life cycle analysis, etc, of which at least three years of experience is in areas closely related to the present assignment. A strong track record in qualitative data collection and analysis and proficiency in statistics software and Microsoft Office are required. For the advertised consultancy assignments, fluency in oral and written English is an absolute requirement.
Skills: Demonstrate knowledge of moderating online discussions and developing online content. Demonstrate a good understanding of sustainable development issues and sustainability management. Excellent communications, interpersonal, coordination, networking, and organization skills. Ability to take initiative actively, work independently and grasp new concepts quickly.
The candidate should have the ability to deliver outputs and work under pressure to meet the deadlines mentioned in this Terms of Reference and/or the work plan.
