JOB DETAILS:
The Somali Dialogue Platform (the 'Platform') is a multi-year programme funded by the FCDO, USAID, BUILD and DANIDA. The Somali Dialogue Platform provides a neutral space for political dialogue on contentious issues in Somalia’s political settlement, such as designing and implementing election systems and clarifying the federal settlement. The overall goal of the Platform is to ensure a 'high-level and sufficiently inclusive range of political stakeholders to regularly and constructively negotiate and seek solutions on contentious political settlement issues in trusted, Somali-owned dialogue spaces'.
The Rift Valley Institute is seeking a highly experienced and dynamic person to manage the Platform’s impact evaluation and communications work. The Impact and Communications manager has overall responsibility for defining, evidencing and communicating the Platform’s impact against its objectives. This includes establishing and running M&E systems that capture the complex, qualitative nature of the Platform’s work, writing compelling donor reports, promoting a culture of learning and adaptation in the Platform, and managing programme communications. The Impact and Communications Manager will work closely with the programme’s Team Leader and the Engagement and Research Leads to shape, document and report progress against the Platform’s objectives.

Location: Nairobi or Mogadishu, with frequent travel
Employment type: Full-time
Reporting to: Team Leader, Somali Dialogue Platform
Salary range: $42,100-$46,900, depending on experience. Other benefits include 28 days annual paid, health insurance, pension plan, travel allowance, and flexible working hours (subject to negotiation). All programmatic roles are subject to renewal depending on available funding.

Description of Duties
Leading programme monitoring and evaluation
• Lead on the design and implementation of the Platform’s monitoring and evaluation framework, ensure agreed, relevant and measurable indicators and processes are in place to assess progress and the Platform’s contribution to significant change, and ensure robust data collection and analysis
• Ensure data collection from Platform engagement events and meetings is routine, and is systematically recorded and stored
• Coordinate the gathering of feedback from Platform stakeholders, including follow-up interviews with participants in the Platform’s event and activities
• Ensure all Platform interactions and meta-data from them are systematically captured and organised in the Platform’s knowledge management system
• Analyse data to provide insight on the impact of the Platform’s work.
• Manage the Platform’s external evaluations
• Liaise with the Platform’s third-party monitor to support the monitoring and evaluation framework and facilitate their data collection
Managing donor reporting and representation
• Coordinate the production of donor reports and communications with the Engagement and Research Leads
• Coordinate and facilitate periodic donor meetings and reviews, recording accurate minutes and follow-up actions
Enabling programme learning
• Coordinate with the Platform’s Learning Advisor to establish the practice of programme learning, adaptation and development
• Coordinate the Platform’s internal learning events, consultatively developing agendas and areas of focus, working the Platform’s learning advisor to facilitate sessions, and ensuring capture of key outcomes
• Coordinate and record regular meetings of the Platform’s Advisory Group, ensure the Platform’s staff can leverage their expertise and insight
Supporting programme development and external communications
• Support the development and drafting of new concept notes, revised workplans and proposals
• Draft and update relevant programme communications materials, such as the programme’s website and documentation
• Ensure the Platform’s public outputs comply with the visibility and branding policy and RVI’s guidelines.
• Manage the programme’s social media feeds (including Facebook and Twitter), ensuring timely dissemination of relevant information
• Maintain the Platform’s email distribution lists for sharing updates and research products
• Lead on relations with the media, agreeing public messaging and rumour management strategies
Coordinating internal communications
• Support coordination of Platform weekly meetings, managing agendas, supporting accountability and facilitating discussions, taking accurate minutes and actions
• Develop and sustain internal communication protocols (internal messaging, emails, calendars etc.)

Requirements
• Relevant postgraduate degree in political science, social science, development studies or similar
• Over five years experience in programme management, monitoring and evaluation in fragile contexts, including Somalia
• Demonstrable commitment to the Platform’s core vision and principles
• Demonstrated track-record in designing and implementing M&E systems for peacebuilding programmes
• Familiarity with a range of M&E approaches and methods
• Able to conduct and coordinate a range of data collection processes including participant-observation, surveys, and key informant interviews, as well as qualitative analysis methodologies
• Experienced in developing learning cultures and methodologies within peacebuilding programmes to support collective reflection, assessment on progress and strategic and tactical adaptation
• Capable of managing donor relations and representing programmes to donors
• Track-record in writing compelling and insightful donor reports that evidence impact and learning
• Experience managing programme communications, including social media feeds and email dissemination lists, able to write compelling copy for websites and social media dissemination
• Capable of programme coordination and meeting facilitation
• Excellent English writing and note-taking skills
• Fluency in English and Somali
