POSITION OVERVIEW:
The IT Systems Developer will lead and support activities that relate to strategic information, including implementation of software that supports public health activities implemented by APHL under the Global Health Security initiative. This position will primarily focus on developing software by writing code, as well as modifying software to fix errors, adapt it to new hardware, improve its performance, or upgrade interfaces with equipment or external systems. The IT Systems Developer will also be involved in directing system testing and validation procedures, working with stakeholders on technical issues including software system design and maintenance.

RESPONSIBILITIES INCLUDE BUT ARE NOT LIMITED TO:
• Designing, leading and directing software development and documentation.
• Working with stakeholders on technical issues including software system design and maintenance.
• Analyzing information to recommend and plan the installation of new systems or modifications of an existing system.
• Consulting with APHL Kenya's Informatics Technical Manager and APHL HQ's Global Health
Informatics Manager, and ICT staff at the Kenya Ministry of Health (MOH) to evaluate software hardware interfaces and develop specifications and performance requirements.

QUALIFICATIONS:
Education / Experience:
• Bachelor's degree in computer science, IT or related degree with at least 3 years of professional
experience.
• Experience developing software documentation.
• Experience developing formal technical specifications, configuring Health management software and related tools and with Lab IT systems architecture and integration.
• Experience in working with global health projects (especially the President's Emergency Plan for
AIDS Relief and the Global Health Security Agenda) preferred.
• Experience in working with CDC cooperative agreements preferred
• Experience with system implementation and required supportive supervision

Knowledge / Skills / Abilities / Special Requirements:
• Knowledge of the software development life cycle.
• Operational knowledge of database management systems - MySQL, PostgreSQL and SQL Server -including database design, indexing, query optimization, and backups.
• Working knowledge and experience with version control systems such as git.
• Demonstrable expertise in PHP frameworks (particularly Laravel and Zend) as well as WordPress CMS.
• Experience in front-end web technologies - HTML/CSS, Bootstrap. Javascript (AngularJS, Node.JS.and JQuery). JSON, REST APIs.
• Expertise in multi-environment server deployment (Linux and windows), configuration, and management.
