BACKGROUND


Established in 1984 in the UK, Islamic Relief is an international NGO seeking to promote sustainable economic and social development by working with local communities through relief and development activities.
IR started operations in Kenya in 1993 on one-to-one orphans’ sponsorship programme through a local CBO in Mandera District, Northern Kenya. It opened its fully-fledged office in March in 2006 at the height of drought in the Horn of Africa. Since then, IR has been providing humanitarian and development assistance to vulnerable communities. Since 2006 IRK has remarkably changed the lives of the vulnerable and disadvantaged communities. Following this great success in Mandera, most of the programmes and best practices have been, and continue to be replicated in other parts of the country, mostly in Northern Kenya. For instance, in January 2010, IRK extended its operation to Wajir county, neighboring Mandera. In 2011, the programme was extended to Garissa and Dadaab and in 2012, to Nairobi Slums (Korogocho slums). In 2016, IRK conducted assessment in counties of Kilifi, Kwale, Tana River and Kajiado to explore opportunities for replicating its best practices in supporting and empowering communities. In 2017, IRK expanded its operation to Kilifi, Kajiado and Marsabit counties.
IR aim to help the needy regardless of race, religion or gender and implement our work within the following Thematic Areas: Sustainable Community Empowerment; Disaster and Humanitarian Response; and Education and Child Development.


JOB PURPOSE:
· Develop and ensure effective and efficient Information Technology systems in the organization.
· To strengthen IR offices in Nairobi and field offices through the provision of technical and managerial support.

KEY OBJECTIVES
1. Meet all the desired IRK information technology.
2. Implement IRK Global ICT policies and guidelines.
3. Implement systems security (antivirus, firewalls)
4. Ensure that network access privileges, applications, data storage and regular backups are configured and maintained
5. Implement a systems disaster recovery plan
6. Schedule computer related services, maintenance and license renewals.
7. Plan for network upgrades, expansions and replacements
8. Provide ICT support and trainings to staff
9. Participate and advise in the procurement processes of ICT equipment
10. Advise the organization on ICT related issues

KEY ROLES/RESPONSIBILITIES
1. Manage all ICT (communication, networking, Computers, software’s)

3. · Information system security, including the responsibility for physical security of all network equipment and data communication in the organization and the security of the organizations network and internet operations
4. · Develop guidelines on collection, use, maintenance and release of protected information within the organization
5. · Responsible for developing and implementing good IT practices and standards within the organization, computer networks and network attached systems. (Computer workstations, computer services, printers, wireless systems.
6. · Advising IRK staff and management in the technical review and recommendation of IT equipment’s (soft and hardware), information, IT security practices/ up to date software and potential risks involved in their day to day us.
7. · Responsible for developing operational continuity plans and procedure to preserve information in the event of natural or manmade disasters.
8. · Ensuring that the organization has effective and reliable information technology systems in place and network access availability 24/7
9. · Analyze the computer & information needs of the organization from an operational perspective and determine immediate & long-term equipment requirement.
10. · Manage and plan technical standards and tend to the daily information technology issues of the organization
11. · Manage LAN networks, IT systems, email and the internet.
12. · Responsible for the management and proper functioning of all IT equipment’s, which includes but may not be limited to of computers, servers, printers, cameras, HF radios, telephones etc.
13. · Develop route and periodic IT system and facilities maintenance plan including reporting on all defects on IT equipment and general networks in view of replacing mal-functioning computers.
14. · Manage Asset Register for IRK
15. · Prepare and update a laptop/computer replacement and disposal plan
16. · Provide daily IT help desk support.
17. · Supporting ICT users with day to day issues.
18. · New Users orientation
19. · Clearance of Error Sequence
20. · Creating Profiles for ICT Users
21. · Field Visits to support area office teams and provide ICT refreshing training to all staff
22. · Uploading of large PRs in ICT.
23. · Do any other duties as assign by the line manager.

25. Assets and GPEs management:
26. · Support SSC in reviewing and revising of the IRK ICT, asset and GPEs policies and procedures
27. · Support SSC in reviewing and revising of the IRK ICT, asset and GPEs SOPs and MOPs
28. · Support SSC in reviewing and revising of the IRK ICT, asset and GPEs CTs (Compliance Tools) and templates
29. · Support SSC in developing supplementary compliance tools and templates as and when required
30. · Tasked with asset and GPEs tagging for IRK offices for all IRK offices
31. · Tasked with asset and GPEs verifications for IRK offices for all IRK offices
32. · Tasked with asset and GPEs disposals for IRK offices for all IRK offices
33. · Support SSC in developing electronic archiving system for all IRK offices
34. · Support SSC in developing digital procurement tracking system for all IRK offices
35. · Support SSC in establishing digital documents review platforms for procurement and supply chain documentations for all IRK offices
36. · Support SSC in establishing and/or updating IRK assets and GPEs registers

PERSONAL SPECIFICATION
1. BSc degree in computer science or other related field.
2. A minimum of 3 years’ experience of working preferably for an international NGO in related field.
3. Proven record of Information technology management
4. Proven ability of developing software’s, IT system Administration
5. Familiarity with HF radio communication system, operation of video cameras etc;
6. Good understanding of development and relief issues as well as appreciation of cultural and social differences.

1. Business acumen including proven negotiation skills and advanced contract management skills
2. Strong interpersonal & communication skills capable of building strong working relationships and influencing customers and internal teams
