JOB DETAILS:

Othaya Mukurweini Water Services Company which is under Nyeri County Government and contracted by Tana Water Services Board to provide water and Sanitation services in Mukurwe—ini and Nyeri South Sub Counties wishes to invite applications from competent and experienced individuals who are proactive and self—driven to fill the following position within the Company.

Position ICT Officer
Department: Commercial
Reports to Commercial Manager

OVERALL RESPOIISIBILITY
Ensure that consumers have access to affordable and sustainable services through the use of ICT systems.

DUTIES AND RESPONSlBlLITIES

• Oversee the planning and implementation of new systems and improvements to the supporting infrastructure; sewers, operating systems, storage, networks [LAN, WAN & lntemet] and operations systems [billing, meter reading] while ensuring such systems
  conforms to Omwasco policies, procedures and standards.
• Ensure that consumers have access to affordable and sustainable services through the use of ICT by providing technical assistance to the organization in order to optimize adoption and use of services through the use of ICT by providing tecnnical assistance to the organization in order to optimize adoption and use of ICT systems that render information/services to consumers ; namely but not limited to: billing system, meter reading system, customer complaints system [namely Majivoice], accounting systems, Human resources systems and other systems that may be acquired from time to time
• Coordinate investigations and resolution of consumer issues arising from the use of ICT systems as described above and
  ensures that relevant departments are notified of these issues to carry out conective action.
• Implement, track and monitor ICT security controls [Firewall, Antivirus, network access permissions, and access control].
• Ensure lCTinfrastructure assets are secured,used and maintained responsibly
• Liaise with service providers and enforce senrice level agreements to ensure that the agreed senrice level agreement requirements are met.
• Monitor ICT systems and business application platforms at all levels and implement action plans to improve their reliability
  and ensure security and availability of the data and systems is maintained.
• Keep abreast with changes in technology and advise management on upgrades or purchase of new technology, as appropriate and recommend adoption of effective service delivery solutions
• Implementation and management of emailing, internet/website and the intranet for secure information dissemination for both
  intemal/extemal use and to ensure omwasco website is regularly updated and complies to Website Transparency Guidelines as
  prescribed by the Regulator
• Development, implementation and management of a comprehensive ICT strategy/policy including Geographical information systems [GIS]. In this regard the officer will offer advice to management on all matters relating to ICT to ensure that decisions are made based on standard procedures and practices
• Perform any other duties as assigned from time to time

Qualifications and Experience:

• At least Diploma in Computer Science/Information Technology or other ICT related discipline with basis in information
  communication technologyfrom a recognized institution
  
• Qualifications in specific computer technologies such as operating systems, web design and development, Knowledge in
  relational database management systems and SE1L,GlS systems and basic programming skills will be an added advantage.
  
• Have at least 3 years‘ experience in ICT operations in a busy establishment preferably the water sector
  
• Networking certification [Mandatory] e.g. CCNA, CCN P
  
• Demonstrable exposure to and basic professional knowledge of billing system, mobile meter reading system, networking, internet technologies and office suite applications.

Skills and Abilities:

• Knowledge and experience with RDBMS systems such as SQL Server, oracle or MySql.
  
• Strong understanding of modern networking technologies systems, web design and maintenance, Microsoft office suite, and
  database reporting applications.
  
• Ability to perfom and work with minimum supervision.
  
• Excellent communication and problem solving skills.
