JOB DETAILS:
ROLE PURPOSE
• Kenya's ASAL counties are facing food insecurity following three failed rain seasons that caused household food insecurity as a result of poor crop harvest, poor regeneration of pasture resulting in poor livestock body conditions, and outbreak of livestock diseases such as Foot and Mouth diseases, and drying of water points leading to water scarcity. An estimated 3.5 million people require immediate humanitarian assistance while almost 700,000 children require urgent treatment for malnutrition. Save the Children and it's local partners is responding to the drought in four counties namely; Wajir, Mandera, Turkana and Garissa. SCI aims is responding by providing life-saving assistance through a range of interventions in health, nutrition, children protection, livelihoods and education.
• The Humanitarian Officer will primarily provide operational support to ongoing humanitarian responses. The post holder will work in close collaboration with PDQ, Operations, and Support Services team to provide backstop support to ongoing humanitarian action.

KEY AREAS OF ACCOUNTABILITY
• Support humanitarian analysis using information from various sources; FEWNET, NDMA reports, and County response plans, among other sources.
• Set up humanitarian operations with counterparts at the field offices as per needs, minute the calls and distribute the minutes.
• Liase with other functions to ensure various humanitarian trackers are populated; funding tracker, HR tracker among others.
• Support the collation of monthly sitreps and programme summaries.
• Minute and document drought response coordination meetings and key decisions as required, and maintain a critical decision-making tracker.
• Ensure key operations monitoring information is collated, input into key documents and disseminated to the appropriate staff
• Participate in BVA review for humanitarian awards and Flag serious issues that might affect response implementation.
• Highlight concerns on programme spend or delivery arising from the above
• Support the preparation and supervision of program implementation to ensure the delivery of program activities
• Support the development of response strategies.
• Coordinate the preparation of timely program and donor reports on project activities in compliance with SC and any relevant external donor requirements.
• Work with MEAL to help coordinate needs assessments and ensure that findings are documented and fed into baselines for the response M & E (Monitoring & Evaluation) framework; including a specific analysis of children's needs
• Ensure emergency programme responses are implemented in response to the communities, and children in line with Save the Children principles, values and strategic plan and following Save the Children compliance procedures.

QUALIFICATIONS AND EXPERIENCE
Essential

• BSc/BA level in a relevant subject.
• Minimum 2 years working experience of humanitarian or development issues.
• Experience of communicating effectively with a diverse range of stakeholders in a development or humanitarian setting effective working relationships with stakeholders from government agencies, international organisations, donors, academics and opinion-leaders.
• Excellent conceptual and analytical knowledge of the Humanitarian and Development sector. Experience living or working in a developing country, some prior emergency response.
• Experience in training and capacity building.
• Strong leadership and interpersonal skills.
• Demonstrated ability to build and maintain relationships with a wide array of organizations
• Excellent written and oral communication skills.
• Commitment to Save the Children's aims, values and principles including willingness to abide by and enforce the Child Safeguarding policy.

Desirable
• Good knowledge of the nutrition and health field.
• Good presentation and persuasion skills.
• Experience of policy research, having written and published policy reports and briefings and evaluating evidence of their impact.
