Job Description (Roles and Responsibilities)
This is an important position with responsibility for the UK’s engagement with the Government of Kenya on social protection, inclusion, resilience and humanitarian issues.
BHC Nairobi hosts 406 staff from 12 HMG Departments. In line with the UK-Kenya Strategic Partnership core policy priorities are: mutual prosperity, security and stability, sustainable development, climate change and people to people links. Staff work on Kenya and cover regional, crisis, consular, research and security, as well as the UK’s Permanent Representation to the UN HQs in Kenya.
Bilateral ODA budget for 22/23 is currently forecast at c£41m. HMG centrally funded spend in Kenya, for which the team have indirect focus, is approximately £60m. We work closely with the Government of Kenya, counties and other Kenya NGOs and businesses. Our international partners include many of our allies, regional organisations and major multilaterals (UN, World Bank, IMF).
The aim is that the High Commission, FCDO directly and PAGs indirectly, have the results focus, delivery support and assurance mechanisms to deliver the maximum impact with UK resources. It drives forward work on cross cutting programme, policy and people issues.
The Human and Social Development Group comprises 15 staff covering health, education, social protection, humanitarian, resilience and inclusion. We strive to make a difference to people’s lives in Kenya. We have a strong programme management hub to complement and support our policy leads.
As “Humanitarian, Resilience and Inclusion lead”, you will provide BHC Nairobi with strategic direction and leadership to deliver our objectives (policy and programme) on humanitarian, climate adaptation and resilience and “Leave No One Behind” objectives in Kenya. You will act as an influential interlocutor with Whitehall policy and Africa teams, GoK, IFIs and other development partners to ensure UK investments are reaching those most in need, whilst supporting GoK to self-finance against disasters and an exit from extreme poverty.
You will work closely with and line manage two advisers – a social development adviser and an humanitarian adviser. On programme management and delivery, you will draw on the expertise of the programme hub that sits within the Human Social Development Group.
You will report to the G6 Deputy Development Director & Group Head. You will be a member of the senior leadership team within HSD along with the leads for health, education and the programme hub. You will also deputise for the Group Head at the FCDO Kenya Leadership Team as necessary.

Resources managed (staff and expenditure):
2 staff; approx £12 million programme spend per year.

Essential qualifications, skills and experience
• Delivering impact through policy, advice, influence and programme leadership, preferably in areas of humanitarian, resilience or social inclusion.
• Engaging internationally – often on complex and sensitive matters.
• Engaging and empowering teams and colleagues and leading through change.
• Programme and financial management
