About the role
The Human Resource & Administration Officer provides functional and technical support and implements operational plans to enhance the country office’s performance and ensures a high standard of customer service in the HR and Admin functions. The role facilitates the human resource processes at the Country Office and ensures proper HR management within CA and legal frameworks are achieved. It supports in the administrative functions of the country team including, travel management, meeting organization and planning, records management archiving and filing and procurement. This role administers employee health and welfare plans and acts as a liaison between employees and insurance providers, relevant statutory agencies as well as Health Maintenance Organisations (HMOs). Supervises the administrative staff team and oversees general administration issues and monitors the adequacy and optimization of office space, office arrangements and technology and proposes improvement plan when necessary. This position supports the Country Director in resolving HR benefits-related problems and ensuring effective use of plans and positive employee relations. The Human Resource & Administration Officer supports the Country Director to ensure compliance with country law regulations and that Christian Aid’s HR policies and procedures are adhered to. This role oversees the human resource & Administration functions as needed, including record-keeping, file maintenance, and HRIS systems. The role will be security focal person for the country programme.
Key outcomes:
• Management the day-to-day office business in consultation with the Country Director and SMT to oversee all administrative procedures in the office
• Effective and efficient Tier 1 HR systems support including legal, office environment and health and safety and security provided
• Provision of Human Resources information as the country’s first point of contact on HR issues, liaising with Country Director/Regional HR Advisor/manager/Business Partner as appropriate.
• Advice to management in country on the interpretation of HR policies and assist in any necessary review in consultation with regional HR Team.
• Advice to managers on HR policies, procedures, law and salaries and continually maintain and reviews HR systems to take changes into account.
• Coordinates, supports and advises on recruitment, medical records for staff, insurance claims, pensions, salary reviews, absences and leavers
• Coordinate the onboarding processes including performing new-employee background checks.
• Supports the Country Program on recruitment, prepares contracts and key HR documents, and maintains up to date records of personnel (physical and electronic).
• Develops and maintain the country program supplier database
• Coordinates and supports staff development initiatives including inductions, training, objective setting and performance management
• Maintains the staff HR Management Information System database and personal files for all staff in the programme
• Monitors and supports the team on staff welfare and health
• Liaises with IT/Health and Safety on issues relating to staff health and wellbeing
• Manages legal agreements involving CA Kenya program including lease agreement, etc.
• Supports the team ensure compliance with Christian Aid and donor requirements, procedures and processes especially in the area of human resource and administrative support including managing payroll, insurances and procurement of goods and services.
• Ensures maintenance and security of the regional offices
About you
• Based within a country the main focus of the role is to ensure Administrative and HR function with Christian Aid is running effectively.
• The role is positioned in the Finance and Operations Unit.
• The main focus of the role is to support effective human resource management and administration functions within Christian Aid Kenya.
• There may be some travel within the country as required.
• The role plays a significant role in shaping the country program’s work climate, culture, and ability to use the HR systems and operational policies and organisational systems effectively.
• The role is involved in HR processes including review and implementation of new policies and systems as they are rolled out. The role will support building the capacities of other staff within the HR & Admin subunit.
• The role works closely with the other unit leads within the operations team to ensure effective operations processes. The role contributes towards creating a conducive work environment for staff within the country program
