Health Financing Consultant

Purpose and Objectives
As part of our current strategic plan, LG is committed to supporting our partners in government to meet their health financing goals, to both mobilize increased resources for health (and specifically primary health care and community health) and increase the ROI of these funds (e.g., via use of budgeting and purchasing best practices).
While we have experience in several aspects of health financing, we are seeking a consultant to deliver a high-level roadmap that could help guide us over the next three years to:
• Identify the most high-value opportunities for LG within community health financing globally and at country-level in Kenya, Burkina Faso, and Uganda
• Identify the most effective methods for LG to pursue these opportunities, including partnerships with other organizations
• Identify barriers to LG effectively pursuing these opportunities, including any internal capacity gaps, as well as ways to address these barriers
• Identify areas where LG should employ build, borrow, or buy strategies to ensure the capacity to implement the recommendations in the roadmap.
The above roadmap would be for LG but would include specific sections on our operations in Kenya, Burkina Faso, and Uganda.

Scope

The following is an indicative list of activities to be carried out to reach the project objectives. We expect that potential consultants will bring their own expertise to refine this list in partnership with LG.
Create a rough initial hypothesis as to LG’s best path forward on health financing, for testing via research/analysis
Consult internal LG health financing materials
• Documentation of completed health financing projects
• Previous versions of LG’s health financing strategy/roadmap
• Transcripts of interviews LG has conducted regarding health financing, including interviews with other community health organizations, with health financing organizations, and with our partners in government
Identify knowledge gaps and conduct additional research to fill these in
• We don’t expect this project to emphasize desk research, but some external document review will likely be helpful, especially government/practitioner health financing strategy documents
• Conduct interviews with health financing stakeholders (LG staff, external practitioners, potentially government officials)
Refine initial hypothesis, get input from LG leadership
Draft and refine final roadmap documents.

Deliverables

A brief, high-level overview of the health financing space as it pertains to community health (not a general health financing overview)
• What conceptual frameworks are commonly used, what problems are people trying to solve?
• Who are the major funders, practitioners, and government agencies; what are they doing; how are they doing it?
• How does this play out specifically in Kenya, Burkina Faso, and Uganda?
An analysis of LG’s health financing capacity, guided by the above overview and again paying special attention to the specific situations in Kenya, Burkina Faso, and Uganda.
• Who is doing what and how, within LG?
• Mapped against the world of health financing in community health, where are we active on our own, where are we partnering/buying expertise, where are we absent?
• In the areas where we are working, how do we benchmark against similar organizations?
A 3-year health financing roadmap for LG that integrates the inside and outside perspectives from above:
• Define the role(s) that LG could play and how to accomplish it with a clear buy, borrow, build strategy
• Key activities we should prioritize, by ~quarter at country and global levels
• Ensuring that activities are always clearly tied to our goal of mobilizing resources and maximizing ROI
• How we will measure our success
