Job Description:
The Head of Research, Monitoring and Evaluation and Learning (RMEL) will oversee all research, monitoring, evaluation, learning, and quality assurance/continuous quality improvement activities for established and new projects while providing accountability with an eye to efficiency and sustainability from the outset, provide strategic direction and contribute to the effective implementation of the CFK 2025 Strategic Plan.
RMEL Department:
The department provides Strategic and technical direction to program monitoring and evaluation, lead rigorous research activities that help project teams understand whether their strategies are leading to desired outcomes and help strengthen the capacity of community-based organizations and County Governments to put research into use.

Essential Job Responsibilities
1. Research, Monitoring and Evaluation:
• Lead the development and implementation of the RMEL Plan and corresponding M&E systems/platforms;
• Prepare and manage RMEL annual budgets;
• Work with the Head of Programs and team to develop annual research learning objectives that can be translated into action plans and the corresponding ethical considerations and approvals;
• Lead program evaluations formulated within a framework that demonstrates evidence based best practice whilst identifying outcomes and impact;
• Document, disseminate and promote discussion around insights in relation to theory of change and best practices from the development sector;
• Lead the development of a country-level M&E platform for real-time data collection at the community, Sub-County and County levels by project staff and partners;
• Track project performance and plan, track the use of related data in decision-making on project strategies and priorities, and recommend possible adjustments to design of project interventions;
• Support circulation and promote dialogue of monitoring results with a range of internal and external stakeholders
• Promote a learning culture within CFK that is inclusive, creative and forward thinking.
2. Data Collection, storage and Quality Assurance:
• Supervise the CFK teams/Consultants in data collection activities including all County-level mobile data collection and GIS data;
• Ensure maintenance and safeguarding of electronic databases and any other data collection files in compliance with the Country’s data security requirements;
• Lead the development and implementation of quality assurance procedures for data collection to ensure the accuracy, validity and reliability of monitoring data and study results;
• Conduct site visits to ensure quality, reliability, and consistency of data and seamless flow from the field to the head office and the development team in the US;
• Supervise the RMEL team’s management of access permissions for data entry and dashboards to view monitoring output;
• Help prepare and perform quality controls on data for grant writing and external reporting to donors and partners;
• Provide oversight to the review, cleaning, and analysis of data as well as the preparation of reports in collaboration with the RMEL team and other program staff.
• Provide a pivotal role in the identification and sharing of data trends as well as the communication of this information to inform changes in program implementation.
• Lead efforts to improve data collection, analysis and use of key project indicators by government partners, donors and local partners, including support to increase the use of routine data for timely and effective decision making and planning.
3. Training, Supervision and Strategic Leadership:
• Provide technical leadership in the development and implementation of the project’s overall monitoring
and evaluation framework for project implementation in selected intervention areas;
• Coordinate all RMEL capacity-strengthening activities with project staff, implementing partners and facility staff;
• Strengthen capacity of program teams to translate evidence from monitoring and evaluation into actionable plans;
• Lead results reporting to all donors and regulatory authorities by providing written documentation on RMEL activities and indicator results for progress and annual reports, as appropriate;
• Provide leadership and direction on RMEL to ensure the program’s technical and financial integrity to
achieve goals and corresponding objectives and targets;
• Cultivate strategic RMEL relationships and alliances with program partners and represent RMEL activities in public and professional circles through meetings, conferences, and presentations;
• Liaise with government partners, policy makers, and other key stakeholders to coordinate dissemination and application of results; and,
• Establish close coordination with senior management of activity to harmonize and streamline collection and use of data for program activities and learning.
• Provide leadership to the program implementation team to document and disseminate lessons learned and best practices.
4. Coordination and Communication:
• Work with the Head of Programs to coordinate RMEL activities with County-level partners and stakeholders;
• Ensure timeliness and quality of service delivery data from field offices;
• Work with the program team to ensure proper documentation via knowledge management approaches;
• Participate in the development and writing of strategies, work plans and assessments; and,
• Maintain efficient and regular communication with Development teams in the US.


5. Qualifications:
a) Required;
• Master’s degree in public health, behavioral or social science, demography, or related studies.
• A minimum of 10 years of Experience working with social and behavior change programs and applying behavioral theory to research design;
• Experience with relevant electronic data collection and management system.
• Strong technical skills, including ability to process and analyze qualitative and quantitative data using one or more statistical software packages, including at least one of the following: SPSS, Epi-Info, STATA, SAS, R, Python, Excel and MS Access.
• Fluency in English with excellent written and verbal communications skills, including demonstrated technical writing skills for publication.
• Experience supervising teams including remote management of team members in different locations


b) Desired;
• Demonstrated experience with grant proposal writing
• Demonstrated experience working with institutional donors
• Proven success as a fundraiser for a research agenda
6. Competencies:
a) Required;
• Ability to work in a complex environment with multiple tasks, short deadlines, and intense pressure to perform.
• Ability to develop clear goals that are consistent with agreed strategies; identifies priority activities and assignments and ensures timely completion of work.
• Ability to establish and maintain productive partnerships with clients by gaining their trust and respect as well as identifying and matching clients’ needs.
• Demonstrated experience working in partnership with host governments, international donors, and implementing partners.
b) Desired;
• Familiarity with Kenya DHIS II and other national RMEL systems
• Familiarity with Kenya Data Protection Act (2019)
7. Travel Requirements:
May require up to 30% domestic travel.
