JOB DETAILS:
Head of Clinical Services

Main Purpose
Reporting to the Chief Executive Officer, the Head of Clinical Services will be responsible for providing overall Clinical governance within the facility while overseeing and ensuring that there are quality clinical referrals, clinical research, training services, and delivery of top-notch clinical services.

Duties and Responsibilities shall include but are not limited to:
1. Leadership
1. Working collaboratively with all service heads, and role models and providing clinical leadership and direction through the use of expert theoretical and practical knowledge to all disciplines within clinical services; promoting a multidisciplinary/flexible approach to patient care support.
2. To work with other clinical heads to ensure the patient is always the prioritywhatever their setting and that services are flexible to meet the needs of the patient removing any barriers to achieving this.
3. Provide professional leadership, supervision, support, and guidance to the inpatient services heads incorporating a range of strategies to motivate and empower both the individual and the teams to take responsibility for building personal resilience to address the emotional challenges of working within a specialist care environment.
4. Work in partnership with externally based service providers, to develop services in line with organizational, local provider, and government initiatives.
5. Lead on agreed projects and development of patient services within the inpatient unit and wider hospital services.
6. Ensure the inpatient nursing team remains an integral part of the development of the whole clinical service.
7. Recommend and implement new initiatives to improve the effectiveness of clinical services in collaboration with the local providers
8. With the other clinical heads and the Clinical Staff, actively contribute to thebusiness planning process in service, initiating bids for resources where appropriate.
9. Represent the facility in the Medical Advisory Committee.
10. Participate in the Hospital “managers on-call rota” as required.
2. Practice and Development
1. Responsible for implementing organizational strategy and improving and maintaining quality; managing efficiently and effectively all aspects of the clinical services, including workforce, volunteering, monitoring of clinical performance, activity levels; clinical governance; clinical risk management; audit; education and training.
2. Responsible for the delivery of high-quality evidence-based practice across all hospital departments.
3. Delegate work and responsibilities to support the development of team members and create a culture of value and respect for individual contribution.
4. Encourage innovative ideas to improve service provision in line with hospitals, local providers, and government initiatives.
5. Support senior clinical staff in identifying contemporary clinical practice developments, and supervise the development and implementation of policies and strategies that underpin professional and organizational development.
6. Represents the Hospital as appropriate across the organization and with external partners including commissioners, other providers, and charities, at executive levels and as part of regional and national forums.
7. Provide ongoing support to patient-focused multi-disciplinary working across all specialist care services.
8. Review, monitor and maintain managerial systems to ensure the effective operational management of Clinical services by senior clinical staff acrossdepartments.
3. Governance and Quality
1. Take a leading role in the review of services and their configuration.
2. At regular intervals and in conjunction with the Clinical Staff, monitor the
3. effectiveness of clinical care provided to patients and their families in the hospitalinpatient services, by undertaking quality checks to ensure that working policies, practices, and related services are followed at all times. If necessary, ensure that lessons learned are recorded and disseminated and resulting action plans completed.
4. Provide professional advice on, and actively participate in, the development and implementation of services guidelines, policies, and procedures to continually improve patient care and support in line with evidence-based practice and clinical governance.
5. Actively contribute to the development of patient care policies referencing evidence-based practice.
6. Ensure benchmarking and activity requirements are met for the commissioning of
7. services and to inform human and financial resource management.
8. Work with clinical leads to strategically plan and implement processes for
9. managing the allocation of placements/secondments/rotation of staff.
10. Collaborate in the ongoing development of effective clinical information systems.
4. Human Resources/Performance management
1. Direct line management, support, and supervision of the inpatient service clinical leads.
2. Following recruitment processes to recruit and maximize retention of staff for patient services
3. Actively support and supervise staff in their work, demonstrating an understanding of the stressful nature of specialist care and whenever necessary ensuring staff access the support systems available.
4. Review the structure, workforce, effectiveness, and efficiency of clinical services, working with senior colleagues to ensure an integrated, patient-focused approach to service provision.
5. Review staff performance, ongoing and throughout the appraisal and personal development review process, implementing supportive remedial action where required and undertaking incapability or disciplinary procedures whenever necessary, in line with policy.
6. Assist with the investigation and local resolution of complaints, identifying action plans, and taking remedial action where appropriate in accordance with Hospital Policy.
5. Communication and People Skills
1. Create and demonstrate a culture of safe and respectful communication, establishing clear lines of effective and appropriate internal and external communication.
2. Develop robust working relationships across all disciplines, including relative health and social care agencies, maintaining a multi-disciplinary integrated and responsive approach to care.
3. Ensure comprehensive communication systems are in place to support and supervise staff in the workplace including volunteers.
4. Lead meetings effectively with a clear purpose and outcome, ensuring dissemination of information and best practice.
5. Provide ongoing support to the clinical heads to ensure effective lines of communication within the team, with service users, and with other hospital services and partner agencies.
6. Communicate clearly through excellent oral or written mediums using negotiation skills to influence and effect appropriate changes; varying the style and level with all people, respecting their differing levels of understanding.
7. Make effective presentations using a range of multi-media resources to internal and external staff groups for public relations and training/ education purposes.
8. In areas of conflict, use advanced reasoning skills that are effective and highly sensitive in managing individuals and situations.
9. Possess the maturity and self-awareness to remain objective, undertake reflection, and be professionally competent in highly emotional and demanding situations.
10. Actively contribute to the organization’s fundraising events and marketing objectives

7. Work in liaison with the Human Resource Officer to design, plan, implement, deliver and evaluate learning and development in relation to workforce planning.

Work Relations
1. The Head of Clinical Services will work closely with the Chief Nursing Officer on Clinical Matters.
2. He / She will work with the Administrator on administrative issues.
3. All strategic, management, and service delivery matters will be handled in consultation with the Chief Executive Officer.

Job Requirements
1. Must have a Postgraduate Degree in Mental Health/Psychiatry
2. Available to work at least 3 full days of the week and remain available on call for the rest of the days.
3. Ability to work with minimum supervision.
4. Ability to plan and deliver care in an effective and resourceful manner
5. Organizational and leadership skills
