Project Overview and Role:
Funded under the US President's Emergency Plan for AIDS Relief (PEPFAR) through a cooperative agreement with the US Centres for Disease Control and Prevention (CDC), Palladium Development and Consultancy Kenya Ltd (Palladium Kenya) anticipates 5-year funding to support the Kenya Ministry of Health, county governments and healthcare service delivery partners to implement technological innovations in health information systems.
These innovations include the scale up of electronic medical records systems (EMRs) for clinical decision support and improved patient care, the enhancement of the Kenya National Data Warehouse (NDW), a centralized data repository of data from EMRs for analysis and reporting, the development of an interoperability layer to support the exchange of data across systems, the enhancement of mHealth solutions and numerous other innovations including patient identification and informatics solutions to support health surveillance.
Position Summary
The HIV/TB Specialist will provide overall subject matter expertise in the field of HIV and TB prevention and treatment and offer technical support to foster data use at all levels. The holder of this position will apply sound epidemiological principles to support HIV/TB data analysis and implement national and subnational data driven activities for program improvement.
Primary Duties and Responsibilities:
• Work with data analysts to inform development of sound statistical analysis plans in line with epidemiological principles for program improvement.
• Develop information products including slide decks, bulletins, policy briefs, reports etc for program improvement.
• Disseminate analytic outputs to internal and external stakeholders through webinars, conference presentations etc.
• Spearhead implementation of data-driven decision-making during Data & Program Improvement Cluster Meetings and other fora.
• Develop and implement strategies for data use culture among internal and external stakeholders.
• Provide technical assistance to HIS developers and implementers in development of digital health solutions on HIV prevention and treatment (HTS, PrEP, PEP, DSD, ART optimization, TB/HIV, retention, MNCAH etc.)
• Support transformation to data science innovations using AI and machine learning; provide input to the design, development, and application of machine learning approaches to identify populations at risk of adverse programmatic outcomes.
• Support GIS analysts in geospatial analysis to characterize spatial distribution of the epidemic and associated outcomes for program improvement.
• Develop content and convene workshops with MOH, county teams, SDPs, and other partners on deeper data interrogation, analysis, and triangulation for program improvement.
• Provide technical assistance and other capacity strengthening activities to county teams and SDPs to inform automation of information products from individual-level data systems toward epidemiologically sound outputs and to drive continuous quality improvement.
• Participate in the development of research protocols for the project and develop guidance for county teams and SDPs on appropriate collection of high-quality data toward monitoring the HIV/AIDS epidemic, including a framework to extract and share de-identified data with relevant stakeholders for further analysis and use.
• Participate in data analysis and data use activities, ensuring protocol adherence and scientific standards are maintained, data quality, and publication of study findings. Ensure data collection and management is timely, accurate and complete.
Required Qualifications:
• BSc in Medicine and Surgery, Nursing, or Clinical Medicine. Graduate degree (Masters or above) in public health, epidemiology, statistics, health informatics or related field.
• 7+ years of experience directly implementing HIV/TB programs in Kenya.
• Experience managing public health research/evaluation activities, preferably related to HIV/TB is an added advantage.
• Demonstrated understanding of the structure and functions of Kenya’s HIV epidemic response.
• Demonstrated knowledge of and experience with PEPFAR reporting requirements and systems.
• Demonstrated technical knowledge of epidemiology, statistical analysis, and public health relevant to the HIV and TB epidemic.
• Excellent technical writing skills and storytelling through numbers.
• Experience in interpreting statistical outputs of software such as SAS, STATA, R, SPSS, or PYTHON
