The IRC's Emergencies and Humanitarian Action Unit

• The IRC’s Emergencies and Humanitarian Action Unit (EHAU) oversees IRC’s global acute emergency preparedness and response activities. The mission of the EHAU is to expand and improve IRC’s ability to help affected communities survive in acute emergencies and hard to reach contexts by investing in people, systems, and solutions to complicated humanitarian challenges. The EHAU team achieves this mission through ongoing rigorous risk analysis, investing in capacity strengthening of frontline humanitarians, partnership with local actors, offering collaborative support and technical assistance to teams working in emergencies and hard to reach places, and deploying and supporting world class emergency response staff as they help people affected by acute crisis situations.

Job Overview
• The Global Analyst is an exciting new role on the IRC's Crisis Analysis team, a small team working globally to support the IRC to understand – and thus respond better to – humanitarian crises. Working in partnership with other team members, the wider EHAU and global Policy and Advocacy departments, and colleagues across the IRC, the role will track and analyze global-level trends in humanitarian crisis, to help the IRC understand how it can best serve crisis-affected communities.

Major Responsibilities:
Track and analyze the changing nature of humanitarian crisis, examining both the drivers and impacts of crises globally (50%)

• Draw on both internal and external analysis and expertise to identify and analyze cross-cutting themes and trends in humanitarian crises globally, such as the Ukraine conflict's global impact on food insecurity, constraints on humanitarian action, the continuing influences of the COVID-19 pandemic, the role of non-state armed groups, climate change, and more.

• Work with rest of Crisis Analysis team and other IRC teams (Humanitarian Action, Safety and Security, Emergency Health, Technical Units, etc.) to identify and draw insights from existing IRC data.

• Draft brief analyses (both standalone and as part of regular Crisis Analysis reports) for senior IRC audiences to explain key global trends in humanitarian crisis and what they mean for the IRC, our clients and our partners.

Deliver global-level analysis for the IRC's annual Emergency Watchlist (20%)

• Lead drafting of the cross-cutting/global-level analysis within Watchlist.

• Coordinate the team analysis process by which we identify which countries should go onto the Watchlist, including collaborating closely with regional focal points.

• Contribute to other Watchlist-related materials, launch events, media briefings etc. as required.

Other Crisis Analysis projects (10%)

• Collaborate on other Global Crisis Analysis output as required, including by editing analysis written by other members of the team.

• The Crisis Analysis team maintains the IRC's Emergency Classification system, which is a critical first step in IRC emergency responses. Most classification requests are handled during working hours by the team's Crisis Analyst, but all team members participate in a roster system to share responsibility for monitoring for classification requests at weekends. The Global Analyst may, very occasionally, be involved in processing and issuing a classification at weekends where this is essential to ensure a timely response to a new emergency.

Development and refining of Crisis Analysis methodologies (10%)

• Engage internal and external experts to learn from best practice on Crisis Analysis.

• Lead annual review of the Emergency Watchlist's performance and propose refinements to its methodology.

• Support wider team as we refine and update the IRC's Emergency Classification system.

• Advise development of new methodologies to suit future projects/requirements.

Policy and research (10%)

• Contribute to development of a policy agenda for Humanitarian Action.

• Advise Policy and Advocacy colleagues' development of policy recommendations addressing the challenges facing IRC programs and clients globally.

• Identify topics where external expertise could improve the IRC's work on Crisis Analysis, Humanitarian Action, and/or Policy and Advocacy. Collaborate with colleagues to commission research on such topics.

Key Working Relationships:
• Position Reports to: Global Crisis Analysis Lead

• Position directly supervises: None

• Other relationships: Role will work closely with other Crisis Analysis team members (Crisis Analyst, GIS Specialist, Global Crisis Data and MEAL Analyst) as well as the wider EHAU Humanitarian Action and global Policy and Advocacy teams.

Job qualifications:
• Education: Masters degree or higher - or extensive experience of research involving mixed quantitative and qualitative methods.

Experience:
• Minimum 4+ years minimum experience of working in the humanitarian sector or a related field.

Demonstrated skills and aptitudes:

• Able to make complex ideas relevant and engaging for non-expert audiences.

• Able to see the big picture even when looking at large amounts of information.

• Comfort deploying a range of qualitative and quantitative analytical approaches. Other relevant skillsets and experience highly valued, e.g. mapping/GIS, early-warning systems, protection analysis, data analysis/management, advocacy experience, humanitarian access, etc.

• Excellent writing and editing skills, including the ability to write clear and analytical prose.

• Ability to work collaboratively and sensitively with a diverse range of geographically dispersed colleagues.

• Strong dedication to the IRC's mission, purpose and values.

Language skills:
• Superb English-language oral and written reporting skills. Other language skills a significant advantage especially Russian, Ukrainian, Spanish, Kiswahili, Arabic, French.

• Working environment: Some travel (5-15%) may be required, including to insecure field locations.

• Please include a recent writing sample that illustrates your ability to explain complex ideas in simple, engaging ways to non-expert audiences. There will also be a written test later in the process.
